SPECIAL CITY COUNCH, MEETING
September 8, 2005 7:00 PM
Community Room, Texas Star Bank
The City Council of the City of Antra met in Special Session at 7:00 p.m., Thursday,
September 8, 2005, at the Community Room, Texas Star Bank, located at 402 W. White
Street (FM 455), to consider the following items:
1. Call to Order.
Mayor Kenneth Pelham called the meeting to order at 7:00 p.m.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham and Council Members Lynn Mosier, Mark Montgomery,
J. W. Finley and John Geren were present. Council Member Bobby Shiner
absent.
3. Public Hearing (2nd hearing):
To consider public comment on the City of Anna proposed tax rate for fiscal
year 2005-2006.
Mayor Pelham opened the public hearing at 7:01 p.m. Council Member, John
Geren spoke against raising the taxes to have a paid fire department. Council
Member Mosier responded to Council Member Geren's comments. Mayor
Pelham closed the public hearing at 7:03 p.m.
4. Public Hearing
To consider public comments on a request by Mr. Hee D. Park (petitioner)
for specific use permit to openfoperate a food -beverage shop, (A N Donut
Shop) located at the Anna Plaza Inc., 603 Powell Pkwy.
Mayor Pelham opened the public hearing at 7:04 p.m. City Manager, Lee
Lawrence briefed Council on the need for the SUP for the donut shop and the
oversight in getting the SUP before a building permit was issued. A certificate of
occupancy cannot be issued until the SUP is granted. P & Z passed the request
without any comments. Mayor Pelham dosed the public hearing at 7:09 p.m.
S. Action
To consider action on ordinance granting specific use permit to operate a
food -beverage, shop, (A N Donut Stop) located at the Anna Plaza Inc., 603
Powell Pkwy (petition by Mr. Hee D Park).

Council Member Finley made the motion to approve the SUP Permit on the
recommendation of P & Z Commission. Motion seconded by Council Member
Mark Montgomery.

B. Action
To consider action on a request from Mr. Hee D Parc (letter submitted)
requesting the $300.00 specific use permit application fee be waved.
Council Member Mosier made the motion to wave the SUP application fee.
Seconded by Council Member Garen. Motion failed.

and J. W. Finley & Mayor Kenneth Pelham)
7. Adjourn.
Meeting was adjourned at 7:14 p.m. for lack of a quorum. Council Member
Mosier left.

The City Council of the City of Anna met in Special Session at 7:00 pm., Thursday,
September 8, 2005, at the Community Room, Texas Star Bank, located at 402 W. White
Street (FM 455), to consider the following items:
The above referenced agenda will be amended to include the following agenda item:
7. Workshop:
Discussion/briefing regarding 200506 budget for City of Anna.
Workshop did not take place for lack of a quorum after Council Member Lynn
Mosier left the meeting. City Manager, Lee Lawrence passed out some
handouts for Council to review before the next regular meeting on September 13,
2005.
