HomeMy WebLinkAboutRes 2023-09-1556 Professional Services Work Order- Amending Master Professional Services Agreement #2021-2026-Jacobs Engineering GroupCITY OF ANNA, TEXAS RESOLUTION NO. 2O2 3 - 0 9 - 166 A RESOLUTION OF THE CITY OF ANNA, TEXAS AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES PROJECT ORDER FOR THE DESIGN OF A BRIDGE CONNECTING THE PECAN GROVE SUBDIVISION TO THE PARK PLACE SUBDIVISION AND CONSTRUCTION OBSERVATION SERVICES IN AN AMOUNT NOT TO EXCEED $99,500; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Pecan Grove Trail Project from Luscombe Lane to Leslie Drive is identified as a capital improvement project in the City of Anna, Texas as shown in the "Anna 2050 Parks Master Plan;" and WHEREAS, the proposed trail will connect the southwest and northwest portions of the subdivision and provide for outdoor activities for Anna families and provide for a connection point to the Park Place Subdivision to the north; and WHEREAS, Jacobs Engineering Group, Inc. was selected by the City as a consultant for the Landscape Architecture and Parks Planning category in the multidisciplinary request for qualifications process in 2021; and WHEREAS, the City has received a scope of services from Jacobs Engineering Group, Inc. as shown in Exhibit 13A, attached; and WHEREAS, the City of Anna 2021 Bond Election included funding for trails as a portion of Proposition C; and WHEREAS, the project funding will come from 2021 Bond Funds in accordance with the Fiscal Year 2022-2023 Budget; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT: Section 1. Recitals Incorporated. The recitals above are incorporated herein as if set forth in full for all purposes. Section 2. Authorization of Payment and Funding. The City Council of the City of Anna hereby authorizes the City Manager to execute a Professional Services Project Order with Jacobs Engineering Group, Inc., in a form approved by the City Attorney, in an amount not to exceed $99,500 for design work associated with a bridge crossing from Pecan Grove Park to the Park Place subdivision and construction observation' services. Master PSA# 2021-2026 PSPO# PARKS13 1 Documents: The PSPO DOCUMENTS as that term is used herein, shall mean and include the following documents, and expressly incorporates the following by reference for all purposes. A. Master Agreement for Professional Services 2021-2026 effective July 13. 2021; and B. This Professional Services Project Order (PSPO) # PARKSI3; and C. Scope of Services -Bridge Design/Const. Observation Services The City of Anna (Exhibit 13A). This PSPO shall incorporate the terms of all the documents in their entirety. To the extent that there are any conflicts with provisions of the Master PSA, this PSPO or each other, the provisions of the Master PSA, then the provisions of this PSPO shall prevail in that order. Scope of Services: Reference Section 1.0 in "Additional Services for Pecan Grove Trail' provided by Jacobs and incorporated herein as Exhibit 13A. This additional service will incorporate additional trail from just west Leslie LN north to the existing trail just south of St James Lane. This will include a crossing over the Slater Creek The Additional Services for the project will include the following 1. Biweekly meetings with the client to confirm project objectives, priorities, schedule of work and design considerations. Obtain base information files, background studies and other relevant criteria as provided by the client prior to proceeding with subsequent tasks. 2. Attend a meeting with client and stakeholders to discuss preliminary park/trail design criteria, phasing and related budgets and concepts. 3. Design of the trail with approximately 280 linear feet of trail. 4. Provide prefabricated bridge Location, abutments, and details. S. Scour Analysis for creek crossing. 6. Update to Hydraulic modeling to confirm no rise in the floodpLain. Scope of work The purpose of this work order to the contract is to provide Engineering Services for final construction plans of the Pecan Grove Trail and Slayter Creek Bridge for a City letting. Design & Engineering for Pedestrian Bridge Provide Design and Engineering services for a prefabricated bridge structure. a. Bridge Layout — Prepare plan sheets of proposed bridge layout over Slayter Creek. b. Bridge Structural Details — Prepare plan sheets details of proposed bridge abutments. c. Boring Log Details — Prepare a boring log detail sheet. d. Coordination with bridge manufacturers to get design criteria and loadings. e. Coordination with Geotech Engineer to get foundation design parameters and boring log locations. ADDITIONAL SPECIAL SERVICES TO BE PROVIDED BY THE CONSULTANT FOR THIS WORK ORDER Design Coordination: Attend progress meetings with the City of Anna and provide a summary of meeting minutes when needed. The purpose of these meetings is to evaluate the project status, determine necessary adjustments to the proposed bridge design and resolve project technical issues. Meetings shall include the following: • Coordination meetings with the City (as needed). Hydraulic Review and Update: Jacobs will provide an update to the hydraulic analysis upon completion of the construction document phase to ensure final design has not modified any of the original assumptions in the flood analysis. Jacobs will provide an updated report for the City upon completion. [Document number] Scope of Services — Luscombe Lane to Leslie Dr Jacobs Scour Analysis The Engineer shall provide the following services: 1. Perform a scour analysis for contraction scour for the proposed single span bridge structure. 2. Prepare a scour analysis performed in accordance with the latest edition of the TxDOT Geotechnicol Manual, based on guidelines and procedures outlined in HEC-18 Evaluating Scour at Bridges (Sth Ed.) methodology. 3. Provide the City with potential scour depths and any recommended countermeasures. Construction Observation Services Jacobs will provide the following services during the bidding and construction phase of the projects. Bidding Services • Attend Prebid meeting. • Answer bidders' questions with addenda or clarifications during bidding process Construction Observation Services • Review pay applications • Attend monthly meetings (anticipated 6 meetings) • Attend up to 4 additions meeting for inspections, walk through or punch lists. • Review submittals • Review shop Drawings • Provide clarifications and plan adjustments as to assist City. 3.0 Design Fees Based on the detailed project scope Listed above, Jacobs will complete this work for a lump sum amount including reimbursable expenses on a per task basis as detailed below, payable in response to monthly invoices during each task of Jacobs' work. Reimbursable Expenses are in addition to the compensation for Professional and Technical services and include the cost incurred by Jacobs on behalf of the project The breakdown of the proposed fee is as Listed Pecan Grove Trail $99,800.00 - Additional Trail $15,000.00 - Design & Engineering for Pedestrian Bridge $48,000.00 - Hydraulic Review Update $ 3,500.00 - Scour Analysis $ 4,500.00 - Construction Observation $26,800.00 - Expenses $ 2000.00 [Document number] Scope of Services — Luscombe Lane to Leslie Dr 7 ,oaC4 s Limitations If JACOBS is called upon to observe the work of OWNER'S construction contractor(s) for the detection of defects or deficiencies in such work, JACOBS will not bear any responsibility or Liability for such defects or deficiencies or for the failure to so detect JACOBS shall have no influence over the construction means, methods, techniques, sequences or procedures. Construction safety shall remain the sole responsibility of the construction contractor(s). JACOBS shall not make inspections or reviews of the safety programs or procedures of the construction contractor(s), and shall not review their work for the purpose of ensuring their compliance with safety standards. JACOBS shall not assume any responsibility or liability for performance of the construction services or for the safety of persons and property during construction or for compliance with federal, state and local statutes, rules, regulations and codes applicable to the conduct of the construction services. If JACOBS is called upon to review submittals from construction contractors, JACOBS shall review and approve or take other appropriate action upon construction contractor(s)' submittals such as shop drawings, product data and samples, but only for the limited purpose of checking for conformance with information given and the design concept expressed in the contract documents. The JACOBS action shall be taken with such reasonable promptness as to cause no delay in the work while allowing sufficient time in the JACOBS professional judgment to permit adequate review.
