Call to Order. r Meeting was called to order at 7:02 pm, Monday, January 6t°, 2003. 2, Roil Call. > Members present included Kenneth Pelham, Ty Chapman, Jon Hendricks, Bill Hememvay, Bethany Jablonski and Joseph Brain. (Randy Will was absent; there was a question as to whether Beverly was a member). 3. Minutes of meeting of October 2 la, 2002. 4, Minutes of meeting of November 26`4, 2002. Both minutes approved (motion by Kenneth Pelham, second by Bill Hemenway, approved 6-0). 5. Consider recommendation regarding the submission of an application to the Texas Parks & Wildlife Department for financial assistance to develop/construct park, recreation, and open space facilities. The application would not be req nesting funding for infrastructure items since these were funded br thr county and the state does net like to ser these items in their application. i. Kenneth researched cost of scoreboard to be approximately 510,000 (this includes installation). Kenneth has calls into Dr. Pepper and Coke and is waiting to hear back from them. > Much discussion on need to get donations of cash, materials, equipment, and labor before January 15i4 submission for use as a match. Jon Hendricks looking into Anna alumni for donations. > Park Board recommends to the City Council to accept the application for submission to the Texas Parks & Wildlife Department for financial assistance (motion by Bill Hemenway, second by Kenneth Pelham, approved 6-0). 6. Consider recommendation regarding the revising Section 6.1 of the Subdivision Ordinance of the City of Anna relating to park assessments/reservations. 'r Kenneth Pelham gave copies of portions of the Collin County Parks and Open Space Strategic Plan to board members. He highlighted certain sections of importance for the board. i Kenneth also provided board members with a copy of the City of Plano Park and Recreation Fee Ordinance. There was much discussion on implementing a fee structure like Plano. Park Board recommends to the Citv Council that section 6.1 of the subdivision ordinance be revised from the current park fee of 5% land value or actual land to a per dwelling fee. The ordinance shall include separate fees for single family dwellings and multi -family dwellings payable at building permit (5350 and $300, respectively). Fees determined based on information provided by Collin County Parks and Open Space Strategic Plan. (motion by Bill Hememva), second by Kenneth Pelham, approved 5-0, 1 abstaining). 7. Consider recommendation regarding the 5% park requirement for Creekside Subdivision. i No action. Board would like more information and time to review this. S. Staff reports and items for discussion. No action. 9. Adjourn. Meeting adjourned at 8:52 pm (motion by Bethany Jablonski, second by Kenneth Pelham, approved 6-0).
