BOARD OF ADJUSTMEMT
SPECIAL MEETING
September 2,2008
The Board of Adjustment of the City of Anna held a special meeting on Tuesday,
September 2,2008,at 6.30 p.m.at the Community Room of Anna City Hall Administration,
Building located at 111 North Powell Parkway (Hwy 5),to consider the following items.
1.Call to order and establishment of quorum.
The meeting was called to order by Acting Chairman,Nancy Pennington at 6:32
p.m.Members present were Nancy Pennington,Molly Young,Lonnie Friesen,J.
W.Finley Jr.,and William Ballantyne as an alternate.
2.(a)Public Hearing
To consider public comment on variance request by Adrianna Gallardo,
representative for the petitioner,New Covenant Church of Anna,from
provisions of Article 4,Section 6 and 7 of the City of Anna Sign Regulations
of the Code of Ordinance to allow a pole sign located at 2382 FM 2862,Anna,
Texas.
The Public Hearing was opened at 6:33 p.m.
Maurice Schwanke,Director of Planning and Development,gave a brief
presentation regarding the variance request.Mr.Schwanke discussed the sign
ordinance recently revised by the City.He noted that the Council had made some
adjustments to the ground signs by increasing the length and square footage,but
the height stayed the same.Other than areas along U.S.Highway 75 and State
Highway 121,pole signs are not allowed.The only signs allowed that are free
standing advertising a business/organization are ground signs with a maximum
height of 6 feet.The proposed sign requested exceeds our adopted minimum by 8
feet which is 133 percent.He noted that within Anna several signs that were
constructed prior to our current standards were constructed and are legal non-
conforming signs and that most of the vehicle trips will be east bound along Farm to
Market Highway 2862 and a ground sign would be very visible.He noted that this
location does not meet the "non-self-imposed status required to vary the ordinance.
He also noted that out that the location being requested for the sign is not on the
property of the church.Mr.Schwanke informed the Commission that staff would not
be in support of the sign being requested.
Adriana Gallardo,representative for the church,gave a brief presentation and
answered questions from the Commission.Roger and Rosy Alcala were present in
support of the church request and also answered questions from the Commission.
After a brief discussion,the public hearing closed at 6:52 p.m.

(b)Action
Consider request from provisions of Article 4,Section 6 and 7 of the City of
Anna Sign Regulations of the Code of Ordinance to allow a pole sign located
at 2382 FM 2862,Anna,Texas.
Following a brief discussion,a motion was made by Mr.Finley to deny with
prejudice the request for a pole sign at the location 2382 FM 2862,Anna,Texas.
Mr.Friesen seconded the motion,which passed by the following vote:
4 aye 0 nay 0 abstained
4.Consider action to approve Minutes of the May 6,2008 meeting.
A motion was made by Mr.Friesen,seconded by Mr.Ballantyne,to approve the
Minutes of the May 6,2008 as submitted,which passed by the following vote:
4 aye 0 nay 0 abstained
5.Adjourn
There being no further business,a motion was made by Mr.Ballantyne,seconded
by Mr.Friesen to adjourn meeting.
The meeting was adjourned at 6:55 p.m.
