HomeMy WebLinkAbout2007-02-15 Special Workshop MinutesMINUTES OF CITY OF ANNA SPECIAL CITY COUNCIL MEETING AGENDA FINANCIAL STATUSIBUDGET WORKSHOP SESSION February15, 2007 7:00 PM Community Room, Texas Star Bank The City Council of the City of Anna met in a Special Workshop Session at 7:00 p.m., Thursday, February 15, 2007, at the Community Room, Texas Star Bank, located at 402 W. White Street (FM 455), to consider the following items. 1. Call to Order. Mayor Kenneth Pelham called the meeting to order at 7:04 p.m. 2. Roll Call and Establishment of Quorum. Mayor Kenneth Pelham and Council Member Kevin Anderson, Keith Green, John Geren and David Crim were present. Council Member Lynn Mosier arrived at 7:40 p.m. Council Member Billy Deragon was absent. 3. Workshop regarding Reviewing the Financial Status t Budget for the City of Anna, Texas. City Manager, Lee Lawrence led the discussion and answered questions from council members letting council know where they stand budget wise so far for the first four months of this fiscal year. Mr. Lawrence went over a summary of the current financial status report for the general fund. Mr. Lawrence thought that the city was facing a $450,000.00 deficit due mainly to building permits being down. Utility water rates will probably need to be looked at in the next budget session to be increased to help pick up monies needed to help pay the debt service the city will incur. Mr. Lawrence explained items that would be funded with a proposed 2007 Certificate of Obligation estimated to be worth around 2 million dollars and it would be paid out of taxes from the general fund. City Manager, Lee Lawrence and Mayor Kenneth Pelham let council know that it was being discussed with Skorburg that the City can not finance a new city hall at this time even though we are still working with them on the location site and working with Pro Forma to go as far as getting the schematics together for the project. Council Member Garen brought up having Skorburg build the city hall and the city lease the space. City Manager, Lee Lawrence summarized that unless otherwise directed He would ask Southwest to put the 2 million dollar certificate of obligation package together and direct the architects to put together a proposal to get the city hall project to a schematic stage. Council members discussed cutting items from the budget to help cover the projected $450,000.00 deficit and evaluate at the half year mark before going ahead with the certificate of obligations. 02-15-07 Council Special Minutes.doc 1 02-15-07 4.
