The City Council of the City of Anna met in a Special Meeting Session al 7:00 ��
Saturday, July 28, 2007, 9 the Anna City Hall Administration Building, located at 111 N.
Powell Parkway (Hwy 5), to consider the follmting items.
1. Cell to Order.
Mayor Kenneth Pelham called the meeting to order at 7:01 p.m.
2. Roll Call and Establishment of Ouorom.
Mayor Kenneth Pelham and Council Members Mike Cost, Keith Green, Jahn
Garen and David Crim were present Council Members Kevin Anderson and Billy
Deragon were absent.
3. ConslderViscussfAetion regarding an Ordinance Suspending ATMOS
Energy Corp., MID-TEX Division's request fin an annual gas reliability
Infrastructure program rate adjustment in this municipality.
Council Member Cost lead the discussion explaining the ordinance to suspend
ATMOS Energy guest for a rate increase. There was disunion on joining the
coalition of cities denying ATMOS Energy request and the fees associated.
Council Member Cost made the motion to approve the resolution suspending the
July 3a, 2007 effective tla0 and rate increase. Council Member Green seconded
Me motion. Motion passes.

J. ConstderlDiscuss regarding ReviaNtg the Financial Status I Budget for the
City of Anna, Texas.
City Manager, Kenny Jenks handed out a memorandum explaining the general
fund budget, the general fund budget and the Anna WD budget submitted for
council members to start reviewing for future discussion.
5. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, Ne City Council
may enter into closed session to:
a. discuss or deliberate the purchase, exchange, lame, or value of real
property (Tex. Gov't Code §551.072);
b. consult with legal counsel on matters in which the duty of the
attorney m the governmental body under the Texas Disciplinary
Rules of Professional Conduct of the Stare Bar of Texas clearly

conflicts with Chapter 551 of Me Government Code. (Tex. Gov't
Code §551.071).
The council reserves Me right to enter into executive session at any time
throughout this meeting under any applicable exception to the Open
Meetings Act.
Council did not go into executive session.
6. Consider and act upon kens listed under Item 5 Executive Session, as
necessary.

Green seconded the motion. Motion passes.
