Anna City Hail Administration Building The City Council of the City of Anna and Anna Economic Development Corporation met in a Special Workshop Session at 6:30 p. m, Tuesday, June 17, 2008, at the Anna City Hail Administration Building located at 111 N Powell Parkway (Hwy 5), Anna, TX 75409, to consider the following items. 1. Call to Order Deputy Mayor Pro Tem, Keith Green called the meeting to order at 6:37 pm. President, Richard Pennington called the Anna EDC meeting to order at 6:37 pm. 2. Roll Call and Establishment of Quorum. Council Members Mike Crist, Keith Green, Darren Driskell, David Crim and Billy Deragon were present. Mayor Kenneth Pelham was absent. Council Member Kevin Anderson arrived at 6:38 pm. President Richard Pennington and Members Lonnie Friesen and Dr. Charles Vance were present for the Anna EDC. 3. Workshop: The following items/issues will be discussed. No action will be taken on any item: a. Discussion regarding the future use of land owned by the EDC located off Hwy 5. b. Discussion regarding general strategies for Industrial Development In Anna. c. Discussion regarding Council's goals and expectations for the EDC. d. Discussion regarding signage along Hwy 5 in front of City Hall and Hwy. 75. City Manager, Philip Sanders led the discussion by reviewing the agenda items and started the discussion With showing the location of the Anna 06-17-08 CC/EDC Workshop Mieutes.doc 1 06-17-08 EDC property along Hwy 5 and discussing the future development of this property. Members discussed the types of businesses looking at the property; railroad spur availability; zoning the property in a Planned Development manner; public hearings will be required for annexation and zoning of the property; the property being to small of an area for an Industrial Park. Council Member Driskell made the motion to go into executive session at 7:06 pm. Council Member Crist seconded the motion. Motion passes. EAR Council Member Crim did not enter executive session and left the meeting. 4. CLOSED SESSION: Under Tex. Gov't Code Chapter 551, the City Council may enter into closed session to: a. discuss or deliberate the purchase, exchange, lease, or value of real property (Tex. Gov't Code §551.072); b. consult with legal counsel on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Government Code (Tex. Gov't Code §551.071); c. in accordance with Texas Government Code: Section 51.087 (1) discussion or deliberation regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by subdivision (1). The council reserves the right to enter into executive session at any time throughout any duly noticed meeting under any applicable exception to the Open Meetings Act Council Member Crist made the motion to return to open session at 7:37 pm. Council Member Deragon seconded the motion. Motion passes. AYE 5 NAY 0 ABSTAIN 0 06-17-08 CC/EDC Workshop Minutes.doc 2 06-17.08 Council Member Anderson called the meeting back to order at 7:37 pm City Manager, Philip Sanders asked for Council direction on what to do with the Anna EDC property. If council would like staff to work with EDC to develop a business park. Council Members agreed that the property could be done as light industrial with a PD to control the aesthetics and types zoning and development for the property. Discussion regarding whether EDC could be a manager of their property (lease, divide and sale lots, or had to sale the property). Also discussed was moving forward with annerring the property in to the City, the rail use, free land to companies to move their companies to Anna and EDC developing a Master Plan of their property. Council Member Crist would like to see a quarterly meeting or at the least a semi annual meeting to discuss issues and would like to see jobs being developed and entertainment venues being sought, walking trails. Members discussed working with CDC to pay for projects that the EDC is not able to fund. Dr. Vance asked council what businesses they would like to see brought to Anna. IT companies, Medical Buildings, hardware store, etc were discussed, businesses that bring people to Anna. Dr. Vance spoke about old down town Anna being brought to life. City Manager, Philip Sanders led the discussion on signs regarding a monument sign in front of City Hall and Hwy 75 and the height of signs along Hwy 75. Mr. Sanders further stated that the sign ordinance needs to be amended to accommodate signs businesses want to put up. Discussion of the content and who would be allowed to place items on the sign took place. There was a brief mention of flag poles and lights shining on the flags. Council Member Driskell made the motion to not go into closed session. Council member Crist seconded the motion. Motion passes. AYE 5 Nay 0 ABSTAIN 0 5. Consider and act upon items listed under Closed Session, as necessary. Council Member Crist made the motion to take no action. Council Member Green seconded the motion.
