CITY OF ANNA AGENDA NOTICE -CITY COUNCIL SPECIAUCLOSED
SESSION
January 3, 2009 9:00 a.m. -Anna City HaH Administration Building
The City Council of the City of Anna met in Special Session a!1d Closed Session at 9:00
a.m., Saturday, January 3, 2009, at the Anna City Hall Administration Building, located at
111 North Powell Parkway (Hwy 5), regarding the following items.
1. Call to Order
Mayor Kenneth Pelham called the meeting to order at 9:00 am.
2. Roll Call and Establishment of Quorum.
Mayor Kenneth Pelham and Council Members Keith Green, Darren Driskell
and Becky Glover were present. Council Member Kevin Anderson arrived at
9:42 am. Council Member Mike Crist was absent.
3. Discussion regarding a presentation from the Mantua Group on their
proposed mixed use development (Philip Sanders)
City Manager, Philip Sanders introduced Don Paschal who has been involved
in the planning of property and Mr. Paschal introduced Bill Benton a
representative of the property owners and Misti Ventura the legal counsel for
the owners. Bill Benton a representative of the property owners gave a brief
history of the property. Don Paschal handed out a District Plan, a Master Plan
and a Thoroughfare Plan maps and reviewed those maps. Mr. Paschal turned
the presentation over to Misti Ventura legal counsel for the project. Ms. Ventura
reviewed different types of financing tools to consider for this development
which has part of its property in Anna's ET J and part in the City, to pay for
infrastructure and city services. Discussion between staff, council and the
Mantua group included creating a MUD district; annexation and future
annexation of property; the district's ability to issue debt; in City District; PID's;
Trophy Club Mud Board and the City of Trophy Club; Special Legislative
Districts. Ms. Ventura summed up the discussion stating that they would like
direction from Anna City Council on how they wish to structure this
development. Mr. Bill Benton stated that the intention has been to develop the
property uniformly and to take everything to the legislature at one time for
approval.
Council Member Green made the motion to go into closed session at 10:19 am.
Council Member Driskell seconded the motion. Motion passes.

4. CLOSED SESSION: Under Tex. Gov't Code Chapter 651, the City Council
may enter into closed session to:
a. discuss or deliberate the purchase, exchange, lease, or value of
real property (Tex. Gov't Code 1551.072);
b. consult with legal counsel on matters in which the duty of the
attorney to the governmental body under the Texas Disciplinary
Rules of Professional Conduct of the State Bar of Texas clearly
conflicts with Chapter 551 of the Government Code (Tex. Gov't
Code §651.071);
c. Discuss or deliberate Economic Development Negotiations:
(1) To discuss or deliberate regarding commercial or financial
information that the City Council has received from a b ...siness
prospect that the City Council seeks to have locate, stay, or
expand in or near the territory of the City of Anna and with which
the City Council is conducting economic development
negotiationsjor
(2) To deliberate the offer of a financial or other incentive to a
business prospect described by subdivision (1). (Tex. Gov't Code
1651.087)
The council further reserves the right to enter into executive session at
any time throughout any duly noticed meeting under any applicable
exception to the Open Meetings Act.
Mayor Pelham left the meeting at 11: 12 am.
Council Member Driskell made the motion to retum to open session at
11 :41 am. Council Member Green seconded the motion. Motion passes.

5. Discussion regarding any item on the City Council's January 3, 2009
Special Meeting Agenda.
None
6. Adjourn.
Council Member Green made the motion to adjoum at 11 :42 am. Council
Member Driskell seconded the motion. Motion passes.
