HomeMy WebLinkAbout2009-05-12 Workshop & Regular Meeting MinutesMINUTES OF CITY OF ANNA AGENDA NOTICE -CITY COUNCIL WORKSHOP May 12, 2009 6:30 p.m. -Anna City Hall Administration Building The City Council of the City of Anna met in Workshop Session at 6:30 p.m., Tuesday, May 12, 2009, at the Anna City Hall Administration Building, located at 111 North Powell Parkway (Hwy 5), regarding the following items. 1. Call to Order Mayor Kenneth Pelham called the meeting to order at 6:30 pm. 2. Roll Call and Establishment of Quorum. Mayor Kenneth Pelham and Council Members Mike Crist, Kevin Anderson, Keith Green, Darren Driskell and Becky Glover were present. Council Member Mike Crist made the motion to enter into executive session at 6:31 pm. Council Member Driskell seconded the motion. Motion passes. AYE 6 NAY 0 ABSTAIN o 3. CLOSED SESSION (EXCEPTIONS): Under Tex. Gov't Code Chapter 551, the City Council may enter into closed session to: a. discuss or deliberate the purchase, exchange, lease, or value of real property (Tex. Gov't Code §551.072); b. consult with legal counsel on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Government Code (Tex. Gov't Code §551.071); c. Discuss or deliberate Economic Development Negotiations: (1) To discuss or deliberate regarding commercial or financial infonnation that the City Council has received from a business prospect that the City Council seeks to have locate, stay, or expand in or near the territory of the City of Anna and with which the City Council is conducting economic development negotiations; or (2) To deliberate the offer of a financial or other incentive to a business prospect described by subdivision (1). Council Member Crist made the motion to return to open session at 7:31 pm. Council Member Glover seconded the motion. Motion passes. AYE 6 NAY 0 ABSTAIN o 4. Discussion regarding the Anna/Melissa Sewer Project Agreement. 5. Discussion regarding the Wood-Oak Hollow, LLC/Anna Land Ltd. Development. 6. Discussion of proposed development of the EDC Business Park. 7. Discussion regarding the proposed Skorburg Company mixed use development. 8. Discussion regarding any item on the City Council's May 12, 2009 Regular Meeting Agenda. There was no discussion on Items 4 thru 8. 9. Adjourn. Council Member Crist made the motion to adjourn at 7:32 pm. Council Member Green seconded the motion. Motion passes. ATTEST: APPROVEED: 05-12-09 CC Minutes.doc 2 05-12-09 MINUTES OF CITY OF ANNA AGENDA NOTICE -CITY COUNCIL REGULAR MEETING May 12, 2009 7:30 p.m. -Anna City Hall Administration Building The City Council of the City of Anna met in Regular Session at 7:30 p.m., Tuesday, May 12, 2009, at the Anna City Hall Administration Building, located at 111 North Powell Parkway (Hwy 5), to consider the following items. Welcome to the City Council Meeting. Please sign the Sign-In-Sheet as a record of attendance. If you wish to speak on an open-session agenda item please fill out the OpinionlSpeaker Registration Form and tum it in to the City Secretary before the meeting starts. 1. Call to Order. Mayor Kenneth Pelham called the meeting to order at 7:33 pm. 2. Invocation and Pledge of Allegiance. Dr. Charles Vance gave the invocation. 3. Citizen comments. Citizens are allowed 3 minutes to speak. The Council is unable to respond to or discuss any issues that are brought up during this section that are not on the agenda, other than to make statements of specific factual information in response to a citizen's inquiry or to recite existing policy in response to the inquiry. None 4. Presentation on the Anna Education Foundation. (Jim Roundtree) Mr. Roundtree spoke on the Mentor Program at Anna High School. Ms. Reutelhuber spoke on the Anna Education Foundation Program at Anna High School. 5. Consent Items. These items consist of non-controversial or "housekeeping" items required by law. Items may be considered individually by any Council member making such request prior to a motion and vote on the Consent Items. a. Approve City Council Regular minutes for April 14, 2009 and April 28,2009. b. Approve an Interlocal Agreement with Collin County for Dispatch Services. (Chief Jenks) c. Approve "Kibbee Addition final plat (Maurice Schwanke) Council Member Driskell made the motion to approve. Council Member Crist seconded the motion. Motion passes. AYE 6 NAY 0 ABSTAIN o 05-12-09 CC Minutes.doc 3 05-12-09 6. Consider/Discuss/Action regarding an amending the sign ordinance and fee schedule for certain temporary promotional signs. (Philip Sanders) City Manager, Philip Sanders reviewed the specifics of the three different draft sign ordinance documents presented to council. Mayor Pelham made a motion to approve Document A. Motion dies for lack of a second. Council Member Glover made a motion to approve Document C. Council Member Driskell seconded the motion. Staff and council members discussed Document C. Motion fails. AYE 3 NAY 2 (CM Green and Mayor Pelham ABSTAIN 1 (CM Anderson) Mayor Pelham made the motion to approve Document A. Council Member Green seconded the motion. Motion fails. AYE 3 NAY 2 (CM Driskell and Glover) ABSTAIN 1 (CM Anderson) Council Members discussed the three different documents. Council Member Crist made the motion to approve Document B. Council Member Driskell seconded the motion. Motion passes. AYE 4 NAY 2 (CM Anderson and Green) ABSTAIN 0 7. Presentation/Discussion regarding taking surface water through the CGMA Water System. (James Parkman) City Manager, Philip Sanders gave some background to the history of this project and discussion of the financial and water treatment implications when the City begins to take water through the system. James Parkman, Public Works Director was present and spoke of the water treatment implications and the cost to the City. Staff answered questions from Council Members. It was discussed that the City would not take water through the CGMA Water System at this time. 8. Discussion regarding Council oversight of City Boards and Commissions. (City Council) Philip Sanders, City Manager led the discussion to discuss appropriate ways to provide guidance and receive feedback from the City's boards and commissions. Council Members discussed different options such as quarterly report from the chair person; once a year whole board meetings with council; and council appointing the chairman. Board and Commission appointments will be made in June and a full board and council meeting will be in July. 9. Discussion of FY 2010 Budget Calendar. (Philip Sanders) City Manager, Philip Sanders led the discussion on the review of the budget calendar. Discussion of schedule for canvassing 2009 municipal election.(City Council) City Manager, Philip Sanders led the discussion on when to canvass the votes of the May 9, 2009 General Election. It was decided to have a Special Meeting, Monday, May 18, 2009 to canvass the votes and to swear in new Council Members and Mayor. A reception for the new council and the out going Mayor will be at the regular council meeting Tuesday, May 26, 2009. Council Member Glover made the motion to enter executive session at 9:01 pm. Council Member Driskell seconded the motion. Motion passes. AYE 5 NAY 1 (CM Anderson) ABSTAIN o Council Member Anderson made the motion to return to open session at 9: 13 pm. Council Member Driskell seconded the motion. Motion passes. AYTE 6 NAY 0 ABSTAIN o 11. Consider/Discuss/Action on any items listed on posted agenda for May 12, 2009 City of Anna Workshop Session and occurring during this Regular Meeting, as necessary. Council Member Glover made the motion to take no action. Council Member Crist seconded the motion. Motion passes. AYE 6 NAY 0 ABSTAIN o 12. Adjourn.
