(a) Public Hearing: To consider public comments regarding a zoning request by Mary Valverde, owner of property, requesting a Specific Use Permit to allow and operate an "Animal Grooming and Boarding Facility". The property is currently zoned as (C2) General Commercial and is located at the southwest corner of the intersection of Sam Rayburn Memorial Highway (State Highway 121) and FM 2862, generally known as 7522 Sam Rayburn Memorial Hwy. Consider/Discuss/Act on recommendation regarding voluntary annexation of a 75.97 acre tract of land located in the Joseph Schluter Survey, Abstract No. 856, a 32.84 acre tract of land in the Henry Smith Survey, Abstract 822, a 73.47 tract of land in the Zach Roberts Survey, Abstract 760, a 20.7 acre tract of land in the P Burns Survey, Abstract 100 and a 60.04 acre tract of land in the Jonas Whitaker Survey, Abstract 981. In December of 2012 the City Council accepted and approved non -annexation development agreements with a term of three years for property owners in the area commonly known as the Slayter Creek Addition which included ten properties. Additionally, in December of 2010 the City Council accepted and approved a non -annexation agreement with a term of 5 years for the property commonly known as the Hurricane Creek Country Club located west of U.S. 75 and north of S.H. 455. The non -annexation agreements expire in December of last year. Per the terms of the agreements, the respective owners are deemed to have properly filed with the City a petition consenting to voluntary annexation of the respective properties to be completed upon or after the end of the term. Two public hearings will be held at the City Council meetings. 14. Consider action to approve Minutes of the February 1, 2016 Planning and Zoning Commission Meeting. 15. Adjourn. The property is currently zoned as (C2) General Commercial and is located at the southwest corner of the intersection of Sam Rayburn Memorial Highway (State Highway 121) and FM 2862, generally known as 7522 Sam Rayburn Memorial Hwy. The City has received an application requesting an animal grooming and boarding facility located on property owned by Mary Valverde located at 7522 Sam Rayburn Highway. A SUP is required for this type of establishment. Ms. Valverde has a prospective tenant who wishes to rent the building to open and operate a business "Kame's Sleepy Dog Resort" A SUP was previous approve for a private club, however after 90 days of voluntarily vacation of the use the SUP is automatically terminated. A schematic of the proposed hard surface parking lot has been submitted as part of this application and is attached. Please note that the drive and parking will need to be adjusted where the entry and parking is located. The staff is in support of this use as it should be a complimentary use to the nearby Tri County Veterinarian facility located to the east on S.H. 2862. A re -plat has been received on Lot 9, Block B on approximately 7.477 acres of land located north of FM 455 and east of Victoria Falls. The tract is being proposed as five lots. A preliminary plat was approved by City Council September, 2015. The final plat submittal makes this as the final document. The plat has been reviewed by city staff and consulting engineer. Several minor issues exist concerning oversizing of utilities. These issues are being discussed between the adjacent property owners. The staff recommends approval of the final plat. The following minor comments are currently being addressed. 1) Meeting with the City is required regarding the potential regional 12-inch sanitary sewer line participation. 2) Insert the City's standard construction language onto the top right corner of the cover sheet. 3) Include a striping and signage plan with regards to traffic control into the plan set. 4) Minimum City easement width on the plat is 15-feet. 5) Show the survey abstract and owner name on the plat. 6) Label the existing fence line on the wall section detail of the dimension control plan. 7) Show the curb transition up to the sidewalk on the southeast corner of the building. 8) Clearly show the 100-year WSEL on the grading plan and the 2-feet freeboard on the pond. 9) Adjust grades so as paved positive overflow is provided with a maximum 6- inches of ponding. 10) Maximum slope on the grading plan is 6" for fire lanes. 11) Label each of the BFR's to be installed. 12) Insert capacity calculations on the inlet design table. 13) Clearly indicate the pre -developed flow rate of this project and the total proposed flow rate showing the existing is not being exceeded. 14) As shown, this development is accepting developed flow from the off -site area to the east. The pre-existing flowrate of the basin may not be exceeded with this development. 15) Show off -site contours to the east. 16) Acreage between the plat, detention pond and storm drainage does not match. 17) Evaluate the outlet structure to limit any potential clogging of the orifices. 18) Provide a channel on lot 3 so as to avoid lot to lot drainage. 19) Revise the storm sewer plan to show the 20-foot water line easement adjacent to FM 455. 20) HGL shall be 1-foot under the pavement surface for all storm lines. 21) 2-foot separation is required for all utilities. 22) Label the flow capacities and velocities on the sanitary sewer profile. 23) Use a 12x10 tapping sleeve and reduce up to a 12-inch water line 24) Pavement section in the details does not match the paving sheets. Grading and Drainage Plan Comments 3. In December of 2012 the City Council accepted and approved non -annexation development agreements with a term of three years for property owners in the area commonly known as the Slayter Creek Addition which included ten properties. Additionally, in December of 2010 the City Council accepted and approved a non -annexation agreement with a term of 5 years for the property commonly known as the Hurricane Creek Country Club located west of U.S. 75 and north of S.H. 455.
