This site plan is for a future 7-Eleven retail store located at the northwest corner of the intersection of future Ferguson Road and West White Street (FM 455). This area is part of a preliminary plat contained in item 5 of this agenda. The site plan has been reviewed by the staff and the comments presented to representatives of 7-11. The comments are as follows: 1. Provide inside fire lane radius of 30' 2. Large street trees are required along West White Street and Ferguson Parkway instead of small trees as per ordinance 3. Screening of 75 percent of parking areas shall be provided. 4. Show turn lanes on Ferguson. 5. Use Brick and Stone on Building is required instead of Cement Fiber Board. 6. Install a 5' wide sidewalk along Ferguson Parkway. The staff is recommending approval of the attached site plan and landscape plan subject to the comments. Consider/Discuss/Act on recommendation regarding "Anna 455 Addition preliminary plat. The preliminary plat request is to subdivide the Commercial Tract 1 into two lots. The purpose of this subdivide is to allow for a future commercial development at the intersection of Ferguson Road and west White Street (FM 455) where the proposed Lot 1, Block A, 1.297 is proposed as a future 7-Eleven store. The comments for the Preliminary plat are shown below. The comments will need to be addressed and most of the comments will be addressed on the construction plans yet to be submitted. Preliminary Plat Comments 1. Clarify the property ownership on the proposed tract and the adjacent tracts. One lot is being subdivided, but it is unclear that the remainder may be combined with the adjacent tract. Legal description describes the north property line as an interior lot line, but the property owners are different on each side of the lot. The overall lot shall be platted prior to any subdividing. 2. An existing sanitary sewer easement is shown with recording information where an easement does not exist. 3. Remove the reference to the past ROW dedication along FM 455. 4. Reference iron rods/monuments passed by within the legal description. 5. Extend the water line easement along the entire frontage of FM 455. 6. Provide off -site separate instrument easements for review prior to execution. Preliminary Water and Sewer Plan Comments 7. Construct the water line along FM 455 across the firelane, install valve and plug. Plug shall be located 20-feet past the last valve. 8. Provide an 8-inch water line crossing across Ferguson Parkway along the north side of the 7-11 tract. Water line shall be stubbed to the property to the west and will be continued with future development. Fire hydrant shall be installed off of this 8-inch line at the drive located along Ferguson Parkway. 9. Verify that an 8-inch sanitary sewer line is sufficient for the basin development. 10. Either remove the proposed sanitary sewer shown to be constructed on the western portion of this project, or provide an evaluation of the existing system being connected to verifying that capacity exists for future development. 11. Show irrigation meter location. All water services (domestic and irrigation) shall have backflow preventers. Preliminary Drainage Comments 12. Overall storm sewer system shall be submitted for review. This development shows a portion of the overall system to be constructed, however it is unclear if this is adequately sized and placed. Overall system design shall be approved by the City prior to any portions of the system being constructed. As previously discussed, the site shall be sized for the 100-year storm event to the detention ponds. MINUTES PLANNING AND ZONING COMMISSION REGULAR MEETING APRIL 6", 2015 The Planning and Zoning Commission of the City of Anna held its regular meeting on Monday, April 61h, 2015, at 7:00 p.m., at the Community Room of the Anna City Hall Administration Building located at I I I North Powell Parkway (Hwy 5), to consider the following items. 1. Call to order and establishment of quorum. The meeting was called to order by Chairman Burr at 7:05 p.m. Members present were Justin Burr, Don Callaham, Lorenzo Gonzales, John Johnson and Darrin Colombo. Staff present was Maurice Schwanke and Tana Ross. Sandra Setliff and Lee Miller were absent. 2. Invocation and Pledge of Allegiance. Mr. Schwanke gave the invocation and led the Pledge of Allegiance. 3. Consider/Discuss/Act on recommendation regarding "Garcia Addition" development plat. Mr. Schwanke gave a presentation regarding development plat. The "Garcia Addition" development plat submitted is located in the Anna's Extraterritorial Jurisdiction. The tract is in the W. E. Throckmorton Survey, Abstract No. A0899 and contains approximate 14.50 acres of land. The property is located at 2525 S Central Expressway. The owner(s) are proposing to build several new improvements to complement their existing house on the tract. It was noted that a reservation of over 55 feet and a twenty (20) foot water line easement reservation along Hwy 75 have been shown on the plat. The development plat was recommended by the staff for approval. A motion was made by Commissioner Callaham, seconded by Mr. Johnson to recommend approval of the development plat. The vote was unanimous. 4. Discuss "Downtown Development Plan". Mr. Schwanke gave a presentation and answered questions from the Commission regarding the "Downtown Development Plan". No action was taken on this agenda item. 5. Consider action to approve Minutes of the March 2nd, 2015 Planning and Zoning Commission Meeting.
