ITEM! 6: PUBLIC HEARING: Annexation of 737.3 Acre Tract in G. Stark
Survey and D.E.W. Babb Survey (Anna Ranch Tract). (2"d Public
Hearing).
This is second of two public hearings on annexation of a 737.3 acre tract located
along south side of Anna planning area, on east side of S. Powell Parkway and
DART rail line. The annexation is being considered at the request of the property
owner.
Andante Development, LLP, has a contract on the property and is currently
working with the City staff and the Planning and Zoning Commission on a zoning
plan for the property. The concept plan for the tract includes a mix of different
single family lot sizes and commercial development along the west side of the tract
(near S. Powell Parkway).
INSTRUCTIONS TO NEWSPAPER: Please publish this Public Hearing notice at the next
available date. Please bill the City of Anna.

SECOND PUBLIC HEARINGS
ANNEXATION OF TERRITORY
The City of Anna will hold a second public hearing on Tuesday, January 24, 2006, at 7:00 p.m.
at the Community Room of the Texas Star Bank, located at 402 W. White Street (FM 455),
Anna, Texas 75409, regarding annexation of the following tract:
A 737.3 acre tract in the Granderson Stark Survey, Abstract 768 and the D.E. W.
Babb Survey, Abstract No. 33, located southeast of Powell Pkwy (Hwy 5), north
of CR 417 and west of CR 419, property being owned by JNC Partners, LLC.
The annexation is being undertaken as a result of petition of the property owner.
Additional information regarding the annexation can be secured from the office of the City
Secretary, City of Anna, by phone at 972-924-3325, by mail at P. O. Box 776, Anna, TX 75409,
or by personal inquiry at the Anna City Hall, 101 N. Powell Parkway, Anna, TX 75409.
These public hearings are an opportunity for citizens of Anna and residents/property owners in
the affected areas to comment on the proposed annexation. Persons unable to attend the
hearings may submit their comments in writing to the City Secretary, P. O. Box 776, Anna, TX

ITEM 8: CONSIDEWDISCUSS/ACTION On An Ordinance for County Road
Names.
It appears that Collin County staff and City staff are on the same page regarding
the changing of county road numbers to city street names. The attached
ordinance is the official action that the county is seeking to complete the process.
CITY OF ANNA, TEXAS
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, NAMING PREVIOUSLY
UNNAMED ROADS WITHIN OR PARTIALLY WITHIN THE CORPORATE LIMITS OF THE CITY AND
ADOPTING AN ADDRESS GRID TO BE USED IN SETTING ADDRESSES FOR ROADWAYS
WITHIN AND PARTIALLY WITHIN THE CORPORATE LIMITS OF THE CITY; PROVIDING A
REPEALER PROVISION; PROVIDING A SEVERANCE PROVISION; AND SETTING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Anna has found that the current system of road numbers and
names and addresses is confusing, misleading and even dangerous, especially relative to the
emergency service needs of the community; and
WHEREAS, official representatives of Collin County have indicated a desire to work with the City of
Anna to develop a road naming and addressing system that significantly reduces the confusion and
potential dangers by establishing a coordinated naming and addressing system for the roadways within
and partially within the corporate limits of the City of Anna, and
WHEREAS, the City Council of the City of Anna desires to implement a coordinated naming and
addressing system for unnamed roadways and roadways that are currently numbered under the Collin
County numbering system; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT
Section 1. Road Names Adopted.
The road names included in Exhibit A are hereby adopted. Exhibit A is hereby included in and made an
integral part of this ordinance.
Section 2. Address Grid Adopted.
The address grid included as Exhibit B is hereby adopted. Except where prohibited by Collin County,
addresses in the Anna city limits and extraterritorial jurisdiction shall be designated according to the
adopted grid. Furthermore, the City of Anna "Procedural Guide for Assigning Addresses", as amended,
shall be used in assigning addresses to lots, tracts, and structures.
Section 3. Implementation.
The City Secretary or his/her designee is hereby directed to work with appropriate staff of Collin County
to insure that street name signs and address markers are installed as quickly as possible after passage
of this ordinance.
All ordinances or parts of ordinances in conflict with any of the provisions of this Ordinance are hereby
repealed.

If any part of this Ordinance is for any reason found by a court of competent jurisdiction to be invalid
illegal, or unenforceable all other parts nevertheless shall remain valid legal and enforceable

This Ordinance shall be effective upon the posting and/or publication of its caption if any is required by
law and the City Secretary is hereby directed to implement any such posting and/or publication

ITEM 15: Consider/Discuss/Action on Amending the Sign Ordinance
relating to Political Signs.
Attached is a proposed ordinance relating to political signs. This ordinance
amends your current Sign Ordinance.
We had a somewhat chaotic and certainly "aesthetically challenging" situation
during our last City election. This ordinance gives the City the ability to keep signs
off public rights-of-way and also establishes firm guidelines regarding the dates
during which signs can be put out.

AN ORDINANCE AMENDING ORDINANCE NO. 2001-01 AS AMENDED AND AS
CURRENTLY CODIFIED, AND WHICH IS KNOWN AS "SIGN REGULATIONS";
ADDING A DEFINITION OF POLITICAL SIGN; REVISING REGULATIONS
PERTAINING TO POLITICAL SIGNS; PROVIDING A PENALTY NOT TO
EXCEED TWO THOUSAND DOLLARS ($2,000) FOR VIOLATION OF THIS
ORDINANCE; PROVIDING A REPEALER PROVISION; PROVIDING A
SEVERANCE PROVISION; AND, SETTING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Anna has determined that limited regulation
of political signs is necessary to the orderly growth, aesthetic appearance, property
values and welfare of the community by securing adequate provision for traffic, light, air,
recreation, and transportation; and
WHEREAS, the City Council of the City of Anna has determined that certain
changes in its Sign Regulations are required to more efficiently and effectively
provide for the health, safety, and welfare of the citizens of the area; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS:
Section 1.
Section 2 of the Sign Regulations is amended to include a definition of "political sign."
Specifically, Section 2 is amended by adding the following verbiage directly after the
definition for "On -premises sign": "Political sign means a temporary sign indicating the
name and/or picture of an individual seeking election or appointment to a public office,
or relating to a forthcoming public election or referendum."

Section 42(4) of the Sign Regulations is amended to remove the verbiage shown here
in lined -over text:

Section 3.
Section 42(4) of the Sign Regulations is amended to include the following underlined
verbiage in place of the lined -over text referenced in this Ordinance:
Political Signs: Subject to all other provisions of this ordinance, political signs shall
be permitted as follows:
a. Political Signs located on private real property as defined by Section 216.903
of the Local Government Code, as amended, shall not be subject to this
section except for the following provisions.
1. Signs shall not be illuminated.
2. Signs shall not have any moving elements.
3. Signs shall not exceed thirty-six (36) square feet in area.
4. Signs shall not exceed eight feet in height.
5. Siqns shall not be located in any public right-of-way.
6. Siqns shall meet all state & federal reauirements reaardina such sians.
7. Siqns shall not be installed more than thirty (30) calendar days before a
uniform election day and must be removed not later than seven (7) days
after the occurrence of election or voting day or event to which the
political sign makes reference or to which such sign is relevant.
b. All other Political Siqns are strictly prohibited, and are subject to be removed
and destroyed without notice.
Section 4. Repealer
All parts of any ordinance in conflict with the provisions of this Ordinance are to the
extent of such conflict hereby repealed.
Section 5. Penalties
A person commits an offense if the person violates any part of this Ordinance. An
offense of this Ordinance is a Class C misdemeanor. Any person convicted of violating
this Ordinance shall be fined in an amount not to exceed $2,000 for each incident of
violation. Each day of the continuance of such violation shall be considered a separate
offense and shall be punished separately.

Section 6. Severance
If any part of this Ordinance is for any reason found by a court of competent jurisdiction
to be invalid, illegal, or unenforceable, all other parts nevertheless shall remain valid,
legal, and enforceable.
Section 7. Effective Date
This Ordinance shall be effective upon the posting and/or publication of its caption as
required by law and the City Secretary is hereby directed to implement such posting
and/or publication.

The Planning and Zoning Commission of the City of Anna held a meeting on Tuesday, January
3, 2006, at 7:00 p.m., at the Community Room of the Texas Star Bank, located at 402 W. White
Street (FM 455), Anna, Texas, to consider the following items.
1. Call to order and establishment of quorum.
The Planning and Zoning Commission meeting was officially called to order at 7:07 p.m.
by Chairman John Rattan.
Members John Rattan, Jon Hendricks, Joseph Boda, Keith Green, Molly Young and
Nancy Pennington were present.
Commission member William Ballantyne was absent.
2. Discussion: Melissa Henderson, Senior Planner, City of McKinney, to answer
questions and discuss McKinney development experience.
Melissa Henderson, Senior Planner, City of McKinney, was unable to attend meeting.
Mr. Lee Lawrence, City Manager, was recognized and stated that Ms. Henderson had
committed to attend the meeting of February 7.
3. Leo Valencia with North Texas Council of Governments (NCTCOG) will make a
presentation on "Development Excellence".
Leo Valencia of North Central Texas Council of Governments, Arlington, Texas gave
power point presentation on "Development Excellence".
4. Consider/Discuss/Act on recommendation regarding Outdoor Lighting Ordinance.
Mayor Kenneth Pelham gave presentation and answered questions regarding the
Outdoor Lighting Ordinance.

Members of the committee expressed their views and concerns during discussion,
indicating general agreement that such regulations were desirable and needed. Mayor
Pelham noted that the proposed ordinance was substantially the same as an EI Paso
ordinance that was the result of 18 months of work by EI Paso staff, business owners
and managers, and citizens.
Ms. Pennington expressed concerns about the effect of the ordinance on local small
businesses.
Motion made by Molly Young, seconded by Keith Green, to recommend the proposed
ordinance.

The Sign Control Board of the City of Anna held a meeting on Tuesday, January 3, 2006, at
6:00 p.m., at the Community Room of the Texas Star Bank, located at 402 W. White Street
(FM 455), Anna, Texas, to consider the following items.
1. Call to order and establishment of quorum.
The Sign Control Board meeting was called to order by Keith Green at 6:15 p.m.
Members Keith Green, Joseph Boda and Molly Young (alternate) were present.
Member Jon Hendricks arrived at 6:35 p.m.

3. Consider variance application for the Anna Retail Center, represented by David
Claassen, to install a multi -tenant pylon sign for a business located at 807 South
U.S. Hwy 75, Anna, Texas.
Jason Kennedy, 3201 Manorway, Dallas, Texas and David Claassen, 8400
Westchester, Dallas, Texas representing the Anna Retail Center, gave brief presentation
regarding request.

Mr. Kennedy stated that the petitioner was asking the board to consider amending the
sign ordinance in a way that would accommodate specific kinds of situations at particular
property locations Mr. Kennedy noted that a multi -tenant shopping center located on a
major traffic artery (such as Hwy 75) would need a multi -tenant pylon sign that would
have visibility to such artery. The multi -tenant pylon sign requested is a 2 -pole structure
approximately 35 feet in height.
Mr. Claassen stated that a monument sign would not be visible to high speed traffic on
Hwy 75. Mr. Claassen noted the different pylon signs for commercial areas along Hwy
75 in McKinney and that the signs are attractive.
Several members expressed concern about the request, noting in particular that the
board did not want to take any affirmative action to change the existing ordinance until
further research had been done and additional information was available. Several
members stated that they would be willing to consider recommending amendments to
the ordinance to allow multi -tenant signs if there was confidence that the signs would be
attractive and non -obtrusive.
Motion made by Joseph Boda to deny variance request, seconded by Molly Young.
