Action was taken at a recent council meeting to construct a City Hall building on property purchased from the Anna ISD, immediately west of the existing Anna High School. We are proposing to the council that a conceptual design for this facility be developed at this time. Pro Forma Architecture, Inc. and B/V Architects completed a City Wide Needs Assessment in September 2004. A copy of that document has been provided to you. The Facilities Committee has met and is recommending to you that Pro Forma Architecture and BN Architects be authorized to develop a conceptual design for a City Hall facility. proforma architecture, inc. 17000 N. Box 776 Anna, TX 75409 Subject: Citywide Facility Assessment / Facility Master Plan Proposal for Continued Architectural Services for Conceptual Plans for City Hall and Police Facility Hon. Mayor Pelham: Thank you for the opportunity to assist the City of Anna on this exciting project. The needs -assessment process we have established the City's facility requirements and the City is now poised to move forward with the first phase. Completing a conceptual design phase now is prudent, as it will assist in planning the shelled space and help to determine how the planned phasing could occur. A conceptual design that presents the least amount of renovation and movement of staff will be invaluable quick project completion and transition. The design will also fully express the City's expectations and aspirations for this project and drive the next step. At this time, the City should also explore the various project -delivery options. The conceptual design will include: 1. site plan and/or phasing plan; 2. conceptual floor plan(s) as needed for all phases; conceptual elevations or perspective(s), (birds -eye and pedestrian levels); and 4. conceptual -design presentation in a public forum. The cost for these conceptual services is $1.50 per square foot or $45,000 for the 30,000 Square feet facility. This fee will be invoiced as follows: 25% due at proposal signing; 25% due at completion of conceptual plan (site plan and/or phasing plan); June 7, 2006 Page 2 of 2 25% due at completion of elevations or perspectives; and 25% due at full completion of the conceptual design. Reimbursable costs are estimated to be $1,500 for general printing as well as mounted boards for public meetings should they be requested. We estimate that 4-5 meetings will be required to complete this phase, including a public presentation. Two bidders have submitted proposals for construction of the City Hall Annex. We have asked both bidders to revise their bids to insure that both parties are bidding on the same project. Neither bidders have submitted those revised bids but have assured us that they will be submitted no later than Monday. We will deliver those bids to you as soon as they are available. have also asked Tim Morris to submit an estimate of the cost of the driveways and parking lots. That estimate will also be available before your council meeting. Based on the information submitted to us at this point, it appears that the cost of this project will exceed the amount originally budgeted. You may recall that the City included $450,000 in the 2005 Certificate of Obligation to fund this project. While the exact cost is not yet known, it will almost certainly be greater than the original budgeted amount. T. Akhavizadeh of the following tract of land: A 57.48 acre tract of land being part of a 65.543 in the J.C. Brantley Survey, Abstract 114, located on the east side of Hwy 5 north, south side of County Rd. 376 and west of County Road 427. This annexation is being requested by the property owner. I don't have cable TV, I don't have a cell phone, and I drive an economy compact car. I am attempting to plan for my retirement in 9 years. My concern is that at any time in the future, I may be required, or possibly forced, through eminent domain, to sell my home & property for much less than I have invested, thus making it unaffordable for me to relocate. Powell Parkway, to consider the following items. Call to Order and establishment of quorum. The meeting was called to order at 7:27 by Chairman Jon Hendricks. Members present included Mr. Hendricks, Ms. Candice Ingles, Ms. Elizabeth James, Mr. John Loyd, and Ms. Molly Young. A quorum was declared to be present. 2. Update and take action as desired regarding Geer Park. Mr. Lee Lawrence, City Manager, was recognized to report that work on the water line installation along Smith Street and the adjacent area was continuing on schedule..The water well that the City had been required to drill in the west corner of the park was also nearing completion. The next stage of activity would be the relocation of private utilities. That work would start as soon as the water line work was completed and would take approximately 6-8- weeks. 3. Update and take action as desired regarding Slater Creek Park project. Mr. Lawrence noted that the water line extension required to provide an adequate water supply to the park site was well underway and on schedule. The sewer line extension across the north and west side of the park site would be underway within the next few weeks. The City's consulting engineer was working on drainage and site preparation plans. Those plans should be completed and be ready for bidding within 30-60 days. The plans for the extension of Rosamond Parkway across the north edge of the high school and park tracts were complete and bidding would be conducted for that project within the next 30 days. 4. Update and take action as desired regarding Bryant Park. Some members of the board expressed concern regarding the drainage for the Bryant Park site. Mr. Lawrence was asked to contact the City's consulting engineer regarding this issue. He was also asked to have the engineer and the City's planning consultant develop a site plan for review by the board. 5. Update and take action as desired regarding Slater Creek Trail.
