City Attorney Clark McCoy presented proposed Rules of Procedure for Meetings to commissioners at their September 5 meeting. After some discussion the commissioners vote unanimously to adopt the attached procedural rules for conduct of meetings. These are being submitted to council for review and approval for Planning and Zoning Commission. City of Anna Planning & Zoning Commission Proposed Rules of Procedures for Meetings Role of the Presiding Officer The presiding officer (person who runs a meeting) contributes to effective decision making by fulfilling the following duties: 1. Opens the meeting on time, announces the presence of a quorum including members absent from the meeting, and sees to it that the meeting follows the agenda, and all discussions are focused on agenda items. 2. Keeps discussions focused on the matter at hand and give each member an opportunity to speak on each issue. 3. Sees to it that all major issues are brought to the floor in the form of a motion. This focuses the discussion. The presiding officer may open items for general discussion but debate on any motion must only be made after a motion and second have been made. If no one seconds a motion, made during a meeting, it dies for lack of support. 4. Keeps meetings from becoming unreasonably long. 5. If discussion wanders or becomes confused, the presiding officer calls people's attention to the motion on the floor as a way of refocusing discussion. If it is clear from the discussion that a decision will not be made within a reasonable period of time during the meeting, the presiding officer asks for a motion to table the issue to a later meeting. Rules for Behavior During Debate Parliamentary procedure calls for the following rules to keep the discussion focused and to avoid disagreements turning personal: 1. Direct all remarks to the presiding officer, and only upon being recognized by the presiding officer. Only one member may speak at a time and must do so at a volume that is audible to the other members and other attendees. There can be no side discussion or debate during a meeting. 2. Stop speaking when the presiding officer finds it necessary to speak. 3. Confine remarks to the issue being discussed. 4. Avoid using members' names when you refer to their positions. 5. Avoid personal attacks against other members', staff members or the public. 6. The presiding officer should warn a member about a serious offense the first time it happens (For example—personal attacks, use of obscene language, etc.) Rules for Motions 5. The maker of the motion has the right to speak first. 6. The maker also has the privilege of speaking last before the vote. 7. The chairperson recognizes each person before he or she speaks. Amendment can be debated and can be amended by same procedure. c. Majority vote is needed to approve the amendment. d. Vote on the amendment before voting on the original motion. Table Motions 1.
