Box 776 Anna, Texas 75409-0776 Re; Anna Elementary School #2 Addition, Minor Plat .Dear Tana, I- reviewed the Minor Plat drawn by Bruce Geer, R.P.L.S. and the civil engineer plans dated 12-29-05 prepared by Claycomb Associates, Architects and have the following comments: The addition is 17.42 acres of land located on County Road 367and is 1,300 feet south'of Highway FM 455. The addition is bounded on the north by the Lair Cemetery and John H. Rattan's 45 .acre tract, on the east by a tributary of Slater Creek, on the south by a 20 acre tract owned by Robert P. Mulder and Jazette J. Mulder Carnes, and on the west by the Oak Hollow Addition, County Road 367 (Ferguson Road) divides the addition into two lots. Lot 1 is 15.828 acres on the east side of the road and is the site for the elementary school. Lot 2 is 0.293 acres on the west side of the road and its use is not specified. The subdivision ordinance does not have a category for Minor Plats but this addition is of the nature that it could be submitted under Item 4.5. Combination Preliminary and Final P.. The property boundary encroaches into the regulated flood zone. The plat shows an .easement granted to the Collin County Soil Conservation District elevation 666.0' msl. Based on the June, 2004 analysis by Lucas Consulting Services for the Westfield Addition, Elevation 666.0' ms] is a fair representation of the base flood elevation. The proposed improvements do not encroach within a flood plain defined by elevation 666.0' msl. Attached is a copy of FEMA's MT -EZ form. It should be completed by the school's engineer or surveyor and returned to the City for a Letter of Map Amendment (LOMA). Ferguson Road is designated to become a major thoroughfare. The proposed plat dedicates right-of-way for Ferguson Road through the school property. This project proposes to utilize the existing; county road and no improvements toward the major thoroughfare are proposed. 225 L. Holiko11 Sberinan, Texas 75000 903-868-1644 Received Time Apr. 4. 12:09PM The plans show -a 14 inch diameter waterline along the east right-of-way of Ferguson Road and an 8 inch diameter waterline around perimeter of the school for fire protection, The plans do not provide for connecting the school to the City water system. The City's long term plan is to install a 14 inch waterline along the east side of the future Ferguson Road: The right-of-way for Ferguson Road has not been secured, so there is not a right- of-way for the pipeline beyond the limits of the school property, Until such time as the planned water system improvements are put in place, interim water supply water supply may be secured from the existing 8 inch pipeline in Elm Street via the existing easement on the west side of Ferguson Road. The plat shows a lift station site located near the southeast corner of Lot 1. The engineering plans propose to construct the lift station 600 feet west of the site shown on the plat. The plan calls for 45 gallon per minute sewage pumps and a 3 inch diameter force main. The pumps should be rated for 66 gallon per minute each so that a velocity of 3 feet per second in the force main can be assured. This system, as proposed or recommended, will not meet the requirements of the school and the 35 acres north of the school, The plans call for placing the force main along the east side of Ferguson Road where there is no existing easement, The force main can be placed in an existing easement on the west side of Ferguson Road. An 8 inch diameter gravity sewer should be installed in the easement shown on the plat to the north line of the project at a depth to accommodate the development of the tracts to the north. To meet the requirements of the school and the adjoining 35 acres, I recommend that the lift station be rated for 1.20 gallons per minutes and that a 4 inch diameter force main installed. With a larger force main, -less expensive open impeller pumps can be used instead of the grinder pumps. There are no plans to provide water, sanitary sewer, or drainage facilities for Lot 2.
