1.Call to Order, Roll Call, and Establishment of Quorum.
2.Invocation and Pledge of Allegiance.
3.Neighbor Comments.
At this time, any person may address the City Council regarding an item on this
meeting Agenda that is not scheduled for public hearing. Also, at this time, any
person may address the City Council regarding an item that is not on this
meeting Agenda. Each person will be allowed up to three (3) minutes to speak.
No discussion or action may be taken at this meeting on items not listed on this
Agenda, other than to make statements of specific information in response to a
citizen’s inquiry or to recite existing policy in response to the inquiry.

e.Discuss, Consider, Action on selection of a date for the Parks Advisory Board to
conduct a tour of parks.
f.Discuss an additional parking lot, amenities, trails and signage at Natural
Springs Park.
g.Discuss, Consider, Action on timing of the lights at Henry Clay "Yank"
Washington Park.
h.Discuss the following Community Recreation Center project items
(ProjectAdvocates): (1) Community Recreation feasibility study update including
visitor intercept surveys, public meeting #1, and online survey; benchmarking
analysis results; and next steps. (2) Schedule review. (3) Project charter first
steps.

ANNA PARKS ADVISORY BOARD MEETING

The Parks Advisory Board of the City of Anna met at 6:00 PM, on May 15th, 2023, at the Municipal Complex, Skyview
Conference Room, located at 120 W. 7th Street, to consider the following items:
1.Call to Order, Roll Call and Establishment of Quorum
Parks Advisory Board Member Eirik Hansen called the meeting to order at 6:00 pm.
Staff present included Assistant Director of Neighborhood Services Jeff Freeth, Interim Assistant City Manager
Greg Peters, Park Planning and Development manager Dalan Walker, Parks Superintendent Matt Lewis, and City
Council Member Stan Carver.
2.Invocation and Pledge of Allegiance
Parks Advisory Board Member Eirik Hansen led the Pledge of Allegiance.
Neighbor comments were made by John Arnold with Skorburg about improvements and creation of a park off
Foster Crossing with green space and a playground. Concept ideas were discussed including possible playground
and fields/sand volleyball area.
3.Reports
a.Parks Superintendent Matt Lewis reported on Parks Maintenance including spread mulch in
playgrounds, refreshed ball fields, clean and repaired restrooms at Baldwin and Slayter Creek, replaced
gate latches at Johnson, installed plaque at Sherley Heritage park, repaired and replaced a couple park
signs that were damaged in the storms.
b.Assistant Director of Neighborhood Services Jeff Freeth reported on recreation programs and events
including the Boots and Booms event, Concert in the Park series, Touch a Truck and other summer
events.
4.Project Updates
a.Park Planning and Development manager Dalan Walker provided updates on Parks Capital Projects:
Slayter Creek Park:
Pickleball/basketball courts/tennis courts/parking lot expansion going to council for approval
next week, estimated completion end of year.
Bryant park irrigation project underway.
Slayter creek practice lighting package has been reviewed, scheduled completion in September.
Pecan Grove trail plans are being reviewed and revised.
Splash pad project last concrete pour this week, replacing drinking fountain, sanitary sewer line
created, electric service is being installed, shade structure supports going in, still on schedule for
completion June 16/17.

5.Individual Consideration
a.Discuss, Consider, Act on Parks Advisory Board meeting minutes on April 17, 2023.
MOTION: Parks Advisory Board Member Eirik Hansen moved to approve the Minutes. Parks Advisory
Board Member Jeff Reece seconded. Motion carried.
b.Discuss, Consider, Act on Recommendation to council to accept Yank Park lighting alternate in the Anna
Park Projects bid.
MOTION: Parks Advisory Board Member Mackenzie Jenks moved to approve the lighting project. Elden
Baker seconded. 1-Nay 4-Yay
c.Discuss the following Community Recreation Center project items (Project Advocates): Online survey
status, overview of the four comparable cities, and a schedule update.
Went over similar facilities in size and scope. Schedule is on track.
d.Discuss, Consider, Act on Recommendation to council to accept Yank Park lighting alternate in the Anna
Park Projects bid
MOTION: Parks Advisory Board member Elden Baker moved to approve Special Event Permit Application
for Juneteenth event at Baldwin Park. Seconded by Eirik Hansen. Motion carried.
e.Discuss stocking and dredging of the pond at Natural Springs Park.
MOTION: Parks Advisory Board Member Andrew Michrina motioned to add cleaning out pond to Capital
Improvement Project. Motion denied.
MOTION: Parks Advisory Board Member Mackenzie Jenks moved to add Sherley Heritage Fence Project.
Eirik Hansen seconded. Motion carried.
MOTION: Andrew Michrina moved to add discussion on Natural Springs Park additional parking lot,
amenities, trails, and signage. Elden Baker seconded. Motion carried.
6.Adjourn
Parks Advisory Board Member Eirik Hansen adjourned the meeting at 7:14 pm.
