A RESOLUTION OF THE CITY OF ANNA, TEXAS, AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT FOR PROFESSIONAL SERVICES WITH
KIMLEY-HORN AND ASSOCIATES FOR THE ENGINEERING DESIGN RELATED TO
THE COLLIN COUNTY OUTER LOOP AND COUNTY ROAD 286 WATER
IMPROVEMENT PROJECT, IN A FORM APPROVED BY THE CITY ATTORNEY PER
THE PROPOSAL SHOWN IN EXHIBIT "A" ATTACHED HERETO, AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, The City of Anna Water Master Plan identifies the need for a large diameter
water main along the Collin County Outer Loop west of US 75; and,
WHEREAS, the City currently lacks a connection to the City of Anna public water system
near the new Hurricane Creek Wastewater Treatment Plant; and,
WHEREAS, a public water supply to the treatment plant is critical for the later stages of
construction and the operation of the plant; and,
WHEREAS, the new water main will also support the growth and development of the
southwest region of the City of Anna; and,
WHEREAS, Kimley-Horn & Associates was selected as part of the multi -discipline RFQ
to provide engineering services for municipal utilities; and,
WHERAS, Kimley Horn has provided the City of Anna with a proposal for engineering
design of the proposed water main; and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS, THAT:
Section 1. Recitals Incorporated
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization of Payment and Funding.
That the City Council of the City of Anna hereby authorizes the City Manager to execute
a contract in an amount not to exceed $90,000 with Kimley-Horn & Associates for the
engineering and design of the water line on the Collin County Outer Loop and County
Road 286.
That funding for the project shall come from the Water Impact Fee fund and shall not
exceed $90,000.
PASSED AND APPROVED by the City Council of the City of Anna, Texas on this 13
day of February 2024.

Describing a specific agreement between Kimley-Horn and Associates, Inc. (the Consultant), and the City
of Anna, Texas (the Client) in accordance with the terms of the Master Agreement for Continuing
Professional Services dated July 27t', 2021, which is incorporated herein by reference.
Identification of Project:
Project Name: County Road 286 12-inch Water Line
KH Project Manager: Todd Strouse, P.E.
Project Understanding
The Client has decided to survey, design and construct approximately 6,500 linear feet of a proposed 12-
inch water line to provide a permanent water service to the proposed Hurricane Creek Water Reclamation
Facility. It is our understanding that the proposed 12-inch water will extend from an existing water line
connection on the west side of US 75, west approximately 6,500 linear feet to the proposed Hurricane
Creek Water Reclamation Facility along CR 286. The alignment will utilize the Collin County Outer Loop
right-of-way. However, easement preparation services have added in this scope to be utilized if the Collin
County Outer Loop right-of-way is not able to be utilized for installation of the water line. An exhibit
showing the limits of the proposed 12-inch water line is included as Exhibit A.
Specific scope of basic Services:
Task 1 — Offsite Water Line Design
A. Survey — Perform field survey to identify and locate existing topographic elements within the
selected alignment corridor including, but not limited to, the following:
a. Property pins
b. Existing pavement, curbs, sidewalks, barrier free ramps, etc.
c. Driveways
d. Existing storm sewer inlets, headwalls/wingwalls, swales and channels, manholes, junction
boxes, outfalls, and erosion control
e. Culverts and bridges
f. Guardrail
g. Utility manholes, vaults, water valves, water meters, sprinkler heads, telephone poles,
power poles, utility markers, other public utilities, and franchise utilities
h. Traffic signal poles, cabinets, and other signal equipment
i. Signs (excluding temporary signs)
j. Buildings
k. Retaining walls
I. Fence limits and material types
m. Trees
n. Other applicable physical features that could impact design
B. Preliminary Design (Plan View Only)
a. Prepare plan view only sheets at a scale of 1 "=40' horizontal.
b. Prepare detail sheets
c. Submit to Client two (2) copies and .pdf electronic copy of 50% complete plans for review

d. Make revisions based on Client's review of the 50% submittal.
C. Final Design — Once the 50% Design has been approved by Client, Kimley-Horn will proceed with
the Final Design. The Final Design will include the following:
a. Engineering plans, specifications, and construction contract documents prepared in
accordance with an approved alignment and for project bidding and regulatory approval.
One set of bidding documents will be prepared for the entire project.
b. Submit to City two (2) copies and .pdf electronic copy of 95% complete plans,
specifications, contract documents, and Opinion of Probable Construction Cost for review
and comments.
c. Make revisions based on Client review of the 95% submittal.
Task 2 — Easement Documents
A. Easement Document Preparation
Prepare up to six (6) permanent and six (6) temporary easement instruments (narrative and graphic
exhibits as required for proposed water improvements). Easement preparation will only be used if
the Collin County Outer Loop right-of-way is not able to be utilized for installation of the water line.
Individual parcel exhibits shall be on 8 '/z"x11" paper, shall be sealed, dated, and signed by a
Registered Professional Land Surveyor, shall conform to standard format provided by the Owner
and shall contain the following at a minimum:
a. Parcel number
b. Area required
c. Area remaining
d. Legal description
e. Current owner
f. Any existing platted easements or easements filed by separate instrument including
easements provided by utility companies
g. All physical features
h. Metes and bounds description of parcel to be acquired for the Project. The description
shall be provided on a separate sheet from the attachment. Each type of easement shall
be described separately. Prepare up to six (6) permanent and six (6) temporary easement
metes and bounds descriptions.
B. Deliverables
Two (2) paper copies of field notes and exhibits, and an electronic version of the exhibits (i.e. PDF)
for permanent and temporary construction easements

Schedule: Project to begin upon receipt of signed IPO. We will provide our services as expeditiously as
practicable.
For the services set forth above, Client shall pay Consultant the following compensation:
Task 1 — Offsite Water Line Design $ 80,000 (Lump Sum)
Task 2 — Easement Documents $ 9,600 (Reimbursable)
($1,000%ach for Permanent (est. 6)
($600%ach for Temporary (est. 6)
Subtotal (Not to Exceed): $ 89,600
Lump sum fees will be invoiced monthly based upon the overall percentage of services
performed. Hourly tasks will be performed on a labor fee plus expense basis. Labor fee will
be billed on an hourly basis according to our then -current rates.
Direct reimbursable expenses such as express delivery services, fees, air travel, and other
direct expenses will be billed at 1.15 times cost. A percentage of labor fee will be added to
each invoice to cover certain other expenses such as telecommunications, in-house
reproduction, postage, supplies, project related computer time, and local mileage.
Administrative time related to the project will be billed hourly. All permitting, application, and
similar project fees will be paid directly by the Client. Payment will be due within 25 days of
your receipt of the invoice.

Proiect Understanding
The Client has decided to survey, design and construct approximately 6,500 linear feet of a proposed 12-
