At this time, any person may address the City Council regarding an item on this
meeting Agenda that is not scheduled for public hearing. Also, at this time, any
person may address the City Council regarding an item that is not on this
meeting Agenda. Each person will be allowed up to three (3) minutes to speak.
No discussion or action may be taken at this meeting on items not listed on this
Agenda, other than to make statements of specific information in response to a
citizen’s inquiry or to recite existing policy in response to the inquiry.
4. Receive a Report
a. Receive a report on parks maintenance and recreation programs and

Re: Parks Maintenance and Recreation Programs and Events Update

The Parks Division completed the following:
o Replaced the deck at the train depot at Sherley Heritage Park.
o Spot sprayed all landscape beds at city hall and all park entrance signs.
o Trimmed trees at the Natural Springs Park back pond and removed stumps.
o Prepped all ballfields for baseball/softball practices daily.
o Repaired multiple irrigation leaks at Baldwin Park, Johnson Park & City Hall. Additionally,
repaired 11 water leaks at Slayter Creek Park restrooms.
o Replaced toilets at Baldwin Park.
o Painted all walls and floors at Slayter Creek Park restrooms.
o Removed all dead plants from landscape beds at City Hall and installed fresh mulch in all
landscape areas.
o Repaired drinking fountains at the paw park. The fountains are new but have required a
significant number of repairs. As a results we are currently looking at an alternative
system to replace the existing one.
o Coordinated with a contractor for renovations of ballfield #3 at Slayter Creek Park. Once
finished, the field will replicate the infield dimensions of ballfields #1 and #2. As a result,
ballfield #3 will better suit the growth of our current youth baseball, t-ball, and softball
leagues.
o Inspected 5 sets of restrooms each morning and restocked on Mondays and Fridays.
Additionally, all restrooms' floors were power washed.
o Cleaned and inspected 5.5 miles of walking trails each week.
o A member of the Parks Maintenance division received Landscape Irrigation Technician
certification. This required several hours of classroom training and passing a test.
The Recreation Division completed the following:
• Hosted the following Senior Programs:
o Book club at the Municipal Complex on February 7.
o Trip to George W. Bush Presidential Museum on February 8.
o Foodie Troop on February 20.
o Easter Bunny Wreath Crafting Corner on February 21.
• Hosted the following Youth Programs:
o Youth baseball, softball and t-ball coaches meeting and practice kick-off.
o The Fri-Yay “Be My Valentine” drop-in craft on February 9th in the Municipal Complex
lobby.
o Tinkergarten contract class.
o Pop-up Rec: Meet our Local Heroes – Anna Police Department on February 17.
• The following Adult Programs:
o Hosted “Lovely Watercolor Painting” night.
o Began promotion for the Adult Cornhole league that is collaboration with 3 Nations
Brewing.
• Met with the Anna ISD on February 22nd to discuss collaboration efforts for the Multicultural
Night on Tuesday, May 7th from 6pm to 8pm at Anna High School. The Neighborhood Services
will be assisting with the following:
o Promotion of the Multicultural Night. This includes promotion for neighbors to sign up
to have a booth representing their country and promotion to encourage attendance.
o To encourage neighbors to visit the booths of the countries that are represented, city
staff will hand out “passports” at the check-in table. Neighbors will visit each booth and
receive a sticker or stamp for their “passport.” Once all stamps or stickers are collected,
neighbors will present their completed “passport” to staff at the check-in table. Staff will
verify and then hand the neighbor a raffle ticket. A ticket will be pulled at the conclusion
of the fashion show. The winning ticket will receive a gift basket that will be purchased
by the city.
o Setup and tear down of tables and chairs for inside booths.
o The setup of city provided picnic tables and trash cans for the outdoor international
food court.
o If needed, set up and tear down barricades for the international food court.
o Contracting of one additional international food vendor and the processing of currently
contracted food vendors. Permit fees will be waived.
o If needed, public safety support. Anna ISD staff will consult with Anna ISD PD.
o Contracting of Ballet Folklorico to perform at the end of the fashion show.
• Met with surrounding municipalities to discuss 2024 event dates. Also discussed a collaboration
opportunity with the City of Van Alystne to have a Highway 5 Cornhole Championship at AnnaFest.
• Mailed spring postcards to over 10,000 households and began distributing recreation guides.
• Hosted an interdepartmental events logistics meeting to discuss 2024 special event permits and
City and Greater Anna Chamber of Commerce hosted events.
• Attended the Greater Anna Chamber of Commerce Annual Awards banquet. The city received
the “Chamber Partner of the Year” award. The award recognized collaborative efforts between
the city and the chamber which encompasses the Neighborhood Services department’s assistance
in the Chambers Boo Bash, Veteran’s Day parade and Christmas parade and vendor market.
• Several members of the recreation division will attend the Texas Recreation and Parks Society
state conference in Galveston from Tuesday, February 27th to Friday, March 1st. The Assistant
Director will be presenting a session on Thursday, February 29th titled “What is Your Why.” The
session description is “Are you looking for a way to reconnect to your purpose? This session will
provide you with the necessary framework to empower you and/or your staff to redefine or
realize “Your Why.” Utilizing tools such as a SWOT analysis, developing a personal mission
statement and SMART goal setting.
• The recreation department will also be accepting an award at TRAPS for the Touch-a-Truck
marketing campaign.
• The recreation division began working on the summer 2024 recreation guide.

Re: Park CIP Project Update

Updates for active Park CIP projects in February are below.
Skatepark at Slayter Creek Park
• The skatepark, skatepark landscaping/irrigation and skatepark lighting project have all been
completed.
• The temporary rules sign will be replaced with a permanent sign soon.
• Placement of trashcans in the skatepark is being evaluated by staff.
Anna Park Projects (Slayter Pickle Ball/Basketball Courts, Slayter Parking Expansion, Yank
Improvements, Natural Springs Park Parking Lot)
• The Natural Springs Park parking lot, Slayter parking lot expansion, and Yank Park have been
completed.
• Surfacing has begun on the Slayter Sports courts and should be complete by February 28th.
• Windscreens will be installed at the beginning of March.
• All basketball hoops will be replaced with breakaway hoops when they arrive; they are on back
order.
• Almost all of the punch list items on the Anna Parks Projects have been completed.
• A walk through will be done on Slayter and Yank since the irrigation was not yet operational during
the first walk through on February 1st.
Pecan Grove Trail
• 90% plans have been submitted and are being reviewed by staff.
• The project will bid at the end of March to early April depending on necessary plan review time.
Slayter Restroom
• A construction agreement was awarded at the February 27th Council meeting.
• There is an early completion bonus if the contractor has a certificate of occupancy by May 16th.
• Contractor has started applying for permits.
Fitness Court Shade Structure
• The columns have been erected.
• There is a defect of some kind in the cross members that is currently being investigated by USA
Shade; a revised completion date will be established once the results of the investigation are
known.
Dog Park
• A survey has been ordered to assist in the evaluation of a solution that provides better access to
the dog park without exacerbating drainage issues.
Johnson Park Fence and Gate
• The project is nearing completion though the gate has not yet been installed at the playground.
Slayter Creek Park Irrigation
• A Request for Proposal is in development for the diagnosis and repair of the irrigation system at
Slayter Creek Park.
Anna Crossing Park
• Kick-off meeting was held in February; consultant is developing concept plans that will be
presented to the neighborhood in May/June for input.
Bryant Park
• Kick-off meeting has been held; consultant is gathering site data and developing concept plans for
the park master plan.
Playground at Natural Springs Park
• The Parks Advisory Board will be asked to narrow the 14 submitted playground designs to 5-7 for
inclusion in an online public survey.
• A vendor should be selected by late March.

ANNA PARKS ADVISORY BOARD MEETING

The Parks Advisory Board of the City of Anna met at 6:04 PM, on January 29th, 2024, at the Anna Municipal
Complex, Council Chambers, located at 120 W. 7th Street, to consider the following items:
1. Call to Order, Roll Call and Establishment of Quorum
Parks Advisory Board Member Mackenzie Jenks called the meeting to order at 6:04pm.
Quorum was established. Following Parks advisory board members were in attendance Susan Jones,
Jeff Reece, and Andy Michirina., Eirik Hansen and Chad Fisher was not in attendance. Staff present included Director of Neighborhood Services Marc Marchand, Assistant Director of
Neighborhood Services Jeff Freeth, Park Planning and Development manager Dalan Walker, Assistant
City Manager Greg Peters and City Council Members Elden Baker, Stan Carver and Pete Cain.
2. Invocation and Pledge of Allegiance.
Parks Advisory Board Member Jeff Reece led the Pledge of Allegiance and Prayer.
3. Neighbor Comments – No neighbor comments.
4. Receive a Report
Received a memo with the update on parks maintenance and recreation programs and
events.
5. Project Update.
Receive a memo with the park CIP Project –
Development manager Dalan updated Johnson Park, and survey done for Natural
Spring Park. More details will be attached to the CIP.
6. Items for Individual Consideration
a) Discuss future Parks CIP project options at Sherley Heritage Park to include in
recommendations to the City Council for the 2024-2025 Capital Improvement
Plan budget based upon the adopted master plan for the park.
Park Advisory Board Member Jeff Reece made a recommendation to get the list of items,
including ADA compliance items, that need to be improved from the Dalan, Parks Planning
Manger Dalan. The board will then come back with the items for CIP recommendation. This
will be presented to the council along with other CIP projects. The project will be funded in
the next year’s budget.
b) Discuss, Consider, Action on a park naming recommendation.
MOTION: Park Advisory Board Member Jeff Reece made a motion to name the park Hassie Morgan
Park. Seconded by Mackenzie Jenks. Motion carried.
c) Discuss, Consider, Action on Parks Advisory Board meeting minutes on December 11, 2023.
MOTION: Park Advisory Board Member Jeff Reece made a motion to approve the minutes.
Seconded by Andy Michirina. Motion carried.
d) Discuss, Consider, Action on February meeting date.
MOTION: Park Advisory Board Member Mackenzie Jenks made a motion to move the February
meeting from February 26th, 2024, to February 29th, 2024. Seconded by Jeff Recce. Motion carried.
e) Discuss, Consider, Action on future agenda items.
No future agenda items.
7. Adjourn.
Parks Advisory Board Chair Mackenzie Jenks adjourned the meeting at 7:20pm.
