• RESOLUTION OF THE CITY OF ANNA, TEXAS AUTHORIZING THE SUBMISSION OF
• TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION TO
THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE COMMUNITY DEVELOPMENT
FUND; AND AUTHORIZING THE MAYOR AND/OR THE CITY MANAGER TO ACT AS
THE CITY'S CHIEF EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN
ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS; The City Council of the City of Anna, Texas (the "City Council") desires to
develop a viable urban community, including decent housing, a suitable living environment
and expanding economic opportunities, principally for persons of low -to -moderate income;
and,
WHEREAS; certain conditions exist which represent a threat to the public health and safety;
and,
WHEREAS; it is necessary for and in the best interests of the City of Anna, Texas (the "City")
to apply for funding under the Texas Community Block Grant Program ("TxCDBG");
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS, THAT:
Section 1. Recitals Incorporated.
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization.
That a TxCDBG application for the Community Development Fund is hereby authorized
to be filed on behalf of the City with the Texas Department of Agriculture;
2. That the City's application be placed in competition for funding under the Community
Development Fund:
3. That the application be for $275,000 in grant funds to carry out proposed sewer system
improvements; and
4. That the City Council directs and designates the Mayor and/or the City Manager as the
City's Chief Executive Officer and Authorized Representative to act in all matters in
connection with the TxCDBG application and the City's participation in the TxCDBG
program.
5. That it be further stated that the City is committing $55,000 as a matching contribution to
be composed of operating revenues and/or fund balance in the Utility Fund toward
construction, engineering and administrative activities relating to this sewer system
improvement project.

A RESOLUTION OF THE CITY OF ANNA, TEXAS COMMITTING MATCHING FUNDS IN
SUPPORT OF ACTIVITIES ASSOCIATED WITH THE 2017/2018 SEWER SYSTEM
IMPROVEMENTS PROPOSED IN AN APPLICATION TO THE TEXAS DEPARTMENT OF
AGRICULTURE FOR THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM.
WHEREAS; The City Council of the City of Anna, Texas (the "City Council") has approved
the submission of an application to the Texas Department of Agriculture for funding under the
2017/2018 Texas Community Development Block Grant Program ("TxCDBG"); and,
WHEREAS; certain conditions require a commitment of local support for the referenced
project in said application;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS, THAT:

The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization.
the City of Anna, Texas (the "City") commit to expending not less than the equivalent of
$55,000 as a matching contribution toward construction, engineering and administrative
services relating to the sewer system improvements described in the City's TxCDBG
application;
2. the matching contribution is to be composed of operating revenues and/or fund balance
in the Utility Fund; and
3. the above -referenced resources for the City's matching contribution will be used to assist
in the completion of all related activities involved in the sewer system improvement project
described in the 2017/2018 TxCDBG application.

Dear Ms. Barnard:
This is to notify the Texas Department of Agriculture (TDA), Texas Community Development
Block Grant Program (TxCDBG) that the City of Anna intends to proceed with its 2017/2018
Community Development Fund application project per the pre -agreement costs stratagem.
As a condition of this pre -agreement to obligate funds we understand and agree to the
following:
1. All applicable state and federal laws; including procurement procedures for professional
services and applicable vendors; all TxCDBG policies and procedures must be followed,
including a completed Environmental Assessment necessary for the Release of Funds (for
construction activities) by TxCDBG, acquisition requirements, approval of plans and
specifications as regulated by the Texas Commission on Environmental Quality (TCEQ),
Davis -Bacon wage requirements, and other applicable contract Special Conditions.
2. The Department shall not reimburse any costs under this agreement until a 2017 or 2018
Community Development Fund contract is fully executed with the city. Department shall not
be liable for costs incurred prior to February 9, 2017, which was the date of the emergency
declaration, or for any activities not included in Exhibit A, Performance Statement, and
Exhibit B, Budget, of the executed contract associated with the 2017 or 2018 grant.

DESCRIPTION OF THE NEED(S) ADDRESSED IN THIS APPLICATION

Describe the problem(s) in terms of deficiencies.
Sewer system improvements - The targeted sewer lines in this application are old clay tile that were installed more than 60
years ago. These lines are undersized made of clay tile. They are non -compliant relative to Texas Commission on
Environmental Quality (TCEQ) minimum standards relative to size OR material. These aging sewer lines are a potential
hazard both environmentally and to the human health as they routinely clog, break, back up and cause overflows.
Continuous repairs of these lines require time and money in city personnel labor costs and material costs. These old lines are
also a source of serious inflow and infiltration problems which creates additional burden on the wastewater treatment plant
facilities. The existing manholes targeted for replacement in this application are old brick manholes where significant inflow/
infiltration occur.
The project proposes to replace approximately 733 l.f. of 12" sewer line. Additionally, seventeen 4' diameter manholes will
be installed. The sewer main will be designed to include a proper pipe bedding for foundation and sidewall support. Some
easements will likely be required to complete these activities.

The Project Summary consists of 4 parts for each target area and/or activity: 1) Summarize Problem(s) and 2) Location
and acquisition 3) Detailed Actions to address Problems and 4)Disclosure on non-TxCDBG funds.
11. Summarize the problem(s) to be addressed within the application by target area.
The existing lines in the targeted area for improvements were installed in the early 1960s. These lines are predominantly clay
tile lines that crack and break and separate at joints routinely. Regulatory agencies agree that these types of lines are potentially
hazardous to human health and the environment. The severe deteriorated condition of these joints produces breaks and leaks
that have beleaguered the community with major operation and maintenance costs. Inflow and infiltration from these lines
substantially increases the flows reaching the wastewater treatment plants, unnecessarily taxing these facilities and increasing
costs of operating those plants. The I/I problems with these lines contribute to this problem substantially. The existing manholes
targeted for replacement in this application are old brick manholes where significant inflow/infiltration occur.
