PLANNING AND ZONING COMMISSION
September 11, 2017 @ 7:00 pm
The Planning and Zoning Commission of the City of Anna will hold a meeting on
September 11, 2017 at 7:00 p.m., at the Community Room of the Anna City Hall
Administration Building located at 111 North Powell Parkway (Hwy 5), to consider the
following items.
1. Call to order and establishment of quorum.
The meeting was called to order at 7:00 p.m. Members present were Janine
Johnson, Sandy Setliff , Don Callaham, Donald Henke, Christian Landers and
Carol Watts. Wayne Barton was absent. Staff present was Maurice Schwanke
and Daniel Harper.
2. Invocation and Pledge of Allegiance
3. Presentation by Clark McCoy concering the legal aspects of Planning and
Zoning.
Clark McCoy gave a presentation to the commission regarding the legal aspects
of Planning and Zoning. The presentation covered the topics of platting and
zoning, the Open Meetings Act, the City ethics code and the rules and
procedures of meetings. He then answered questions from the the commission.
4. Election of Chariman and Vice Chairman
The commission held a vote for the positions of Chariman and Vice Chairman of
the Planning and Zoning Commission.
Commissioner Landers nominated Commissioner Johnson for the position of
Chairman. Commissioner Henke nominated Commissioner Setliff to the position
of Chairman. Commissioner Setliff respectfully decline the nomination.
Commissioner Setliff motioned to close nominations to the Chairman position,
seconded by Commissioner Henke.
Comissioner Setliff nominated Comissioner Landers for the position of Vice
Chairman. Comissioner Landers nominated Comissioner Henke for the position
of Vice Chairman. Comissioner Henke motioned to close nomination to the Vice
Chairman Posistion, seconded by Commissioner Setliff.
Comissioner Johnson won the election for Chairman. Comissioner Landers won
the election for Vice Chairman.

5. A) Conduct a public hearing to consider public comments regarding a request by
the Anna Independent School District, owner(s) of the property, to change the
existing (AG) Agricultural zoning to a (PD) Planned Development. The property is
generally located at the southwest corner of Highway 5 and Rosamond Parkway.
Mr. Schwanke gave a presentation and answered questions from the
Commissioners. Mr. Duncan, Director of Facilities for the school district, also
answered questions form the commissioners. The owner Anna Independent
School District is requesting that the property be rezoned from (AG) Agriculutral
zoning district to a (PD) Planned Development. The Planned Development
district would have a base zoning of (SF-E) Single-Family Estate and would allow
for off-street parking in accordance to the submitted phasing plan and designate
a maximum building height of 65 feet, a side yar setback of 5 feet, and building
materials as outlined in exhibit B. The zoning chanve request was submitted by
the School District in order to allow for the construction of a new press boz for the
School Distrcits stadium that is used for all home football games.
The public hearing was opend at 8:15. There were not questions from the public.
B) Consider/Discuss/Act on recommendation regarding a request by the owner of
the property to change zoning from (AG) Agricultural zoning to a (PD) Planned
Development.
A motion was made by Comissioner Henke to approve the zoning change.
Comissioner Setliff seconded the motion. The vote passed unanimously.
6. Consider to approve Minutes of the August 7, 2017 Planning and Zoning
meeting.
A motion was made by Comissioner Landers to approve the minutes of the
August 7th, 2017 meeting. Chariman Johnson seconded the motion. The vote
was unanimous.
7. Adjourn
There being no further business, a motion was made by Comissioner Setliff to
adjourn the meeting. Commissioner Landers secounded the motion. The meeting
adjourned at 8:33 pm.
