The Anna Planning and Zoning Commission will conduct a meeting at 7:00 PM on
January 8, 2018, at the Anna City Hall Administration Building, 111 N. Powell Parkway, to
consider the following items:

A) Conduct a public hearing to consider public comments regarding a request by
Zablink Hospitality, owner(s) of the property, to allow for a (SUP) Special Use Permit
authorizing the use of a hotel on the subject property and approval of a Site Plan. The
property is generally located at the northeast corner of U.S. Highway 75 and West
White Street (FM 455).
B) Consider/Discuss/Act on recommendation regarding a request by the owner of the
property to be granted a (SUP) Special Use Permit to allow for hotel uses on the
subject property and approval of a Site Plan.
SUMMARY:
The owner of the property is requesting a Special Use Permit and approval of a Site Plan to allow
the use of a hotel on the property. A Special Use Permit is required for a hotel use by the Planned
Development ordinance's development standards for the subject property. To meet the City of
Anna parking requirements for hotel uses, the developer has entered a shared parking easement
with the commercial property just south of the site known as Anna Town Center Lot 2. The shared
parking easement consists of 16 spaces that will be considered shared parking for both
properties. The possibility for shared parking was established by the existing Planned
Development when uses have different hours of peak usage. A letter is on file from the owner to
the south allowing the parking.
STAFF RECOMMENDATION:
The staff is recommending approval of the Special Use Permit and Site Plan.

Abstract No. 782, City of Anna, Collin County, Texas, and being a portion of a called 107.52 acre tract of land
described in the deed to Q Seminole Anna Town Center, L.P., recorded in Instrument No.
20080128000100640, Real Property Records of Collin County, Texas, and being more particularly described
as follows:
COMMENCING at a 5/8-inch iron rod with a plastic cap stamped "KHA" set for the southeast corner of said
107.52 acre tract, same being the southwest corner of Lot 1, Block G of Creekside Phase 1, an addition to
the City of Anna, according to the plat thereof recorded in Cabinet O, Page 32 of the Plat Records of Collin
County, Texas, on the northerly right of way line of F.M.455, from which, a 1/2 inch iron rod found for witness
bears North 00°14' East, a distance of 0.36 feet;
THENCE North 00°13'51" East, along the easterly line of said 107.52 acre tract, and along the westerly line
of said Lot 1, Block G, a distance of 276.57 feet to a 5/8-inch iron rod with a plastic cap stamped "KHA set for
a corner;
THENCE South 88°02'21" West, departing the easterly line of said 107.52 acre tract, the westerly line of said
Lot 1, Block G, and crossing said 107.52 acre tract, a distance of 124.65 feet to a corner;
THENCE South 01 °57'39" East, continuing across said 107.52 acre tract, a distance of 30.00 feet to the
POINT OF BEGINNING of the herein described easement tract;
THENCE South 01 °57'39" East, continuing across said 107.52 acre tract, a distance of 20.00 feet to a corner;
THENCE South 88°02'21" West. continuing across said 107.52 acre tract, a distance of 144.00 feet to a

The "Anna Town Center Hotel' final plat contains 2.002 acres located in the Thomas Ratton

NOW, THEREFORE, KNOW ALL MEN BY THESE PRESENTS:
THAT Q Seminole Anna Town Center, L.P.; acting herein by and through their duly authorized
officers, do hereby adopt this plat designating the hereinabove described property as ANNA TOWN
CENTER ADDITION, BLOCK A, LOT 3, an addition to the City of Anna, Texas, and does hereby
dedicate, in fee simple, to the public use forever, the streets and alleys shown thereon. The streets and
alleys are dedicated for street purposes. The easements and public use areas, as shown, are dedicated
for the public use forever, for the purposes indicated on this plat. In addition, utility easements may also
be used for the mutual use and accommodation of all public utilities desiring to use or using the same
unless the easement limits the use to particular utilities, said use by public utilities being subordinate to
the public's and City of Anna's use thereof. The City of Anna and public utility entities shall have the
right to remove and keep removed all or parts of any buildings, fences, trees, shrubs, or other

easements for the purpose of constructing, reconstructing, inspecting, patrolling, maintaining, reading
meters, and adding to or removing all or parts of their respective systems without the necessity at any
time of procuring permission from anyone.
That the undersigned does hereby covenant and agree that he (they) shall construct upon the fire lane
easements, as dedicated and shown hereon, a hard surface and that they shall maintain the same in a
state of good repair at all times and keep the same free and clear of any structures, fences, trees,
shrubs, or other improvements or obstruction, including but not limited to the parking of motor vehicles,
trailers, boats, or other impediments to the access of fire apparatus. The maintenance of paving on the
fire lane easements is the responsibility of the owner, and the owner shall post and maintain appropriate
signs in conspicuous places along such fire lanes, stating "Fire Lane, No Parking." The police or his
duly authorized representative is hereby authorized to cause such fire lanes and utility easements to be
maintained free and unobstructed at all times for Fire Department and emergency use.
The undersigned does covenant and agree that the access easement may be utilized by any person or
the general public for ingress and egress to other real property, and for the purpose of General Public
vehicular and pedestrian use and access, and for Fire Department and emergency use, in, along, upon,
and across said premises, with the right and privilege at all times of the City of Anna, its agents,
employees, workmen, and representatives having ingress, egress,
and regress in, along, upon, and across said premises.

Addition" Re -Plat.
SUMMARY:
The "Lot 2 Block A of AutoZone Addition" re -plat contains 5.225 acres located in the Joseph
Schluter survey, abstract 856. The re -plat will be subdividing Lot 2 Block A of Autozone Addition
into four separate lots. Lot 2R-1 will be the location of a proposed two story indoor mini -storage
facility encompassing approximately 64,260 square feet. This project would replace existing
"Windmill Storage" facility. Lot 2R-2 is to be traded to the City as part of a land -swap agreement
involving lots 2R-3 and 2R-4. Lot 2R-2 will be incorporated by the City into Natural Springs Park.
This is in exchange with Lots 2R-3 and Lots 2R-4. Lot 2R-3 will remain open space while Lot 2R-
4 will be the site of a new daycare facility. This daycare facility will be one story with the capacity
for 195 students.
The City has received a no drainage impact letter on the project. Additionally, the land -swap
agreement was approved by the voters of Anna.
STAFF RECOMMENDATION:
The staff is recommending approval of the re -plat.

Final Plat
SUMMARY:
The Northpointe Crossing Phase 4 final plat contains 41.99 acres located in the Samuel More
Survey, Abstract No. 627 and the Robert Whitaker Survey, Abstract No. 1011. The final plat
contains 147 residential lots and 3 common area lots. The plat layout is in conformance with the
existing zoning.
The City has received a letter stating that no adverse downstream drainage will be caused by this
development.
STAFF RECOMMENDATION:
The staff is recommending approval of the final plat.

PLANNING AND ZONING COMMISSION
December 4th, 2017 @ 7:00 pm
The Planning and Zoning Commission of the City of Anna will hold a meeting on December 4th, 2017 at
7:00 p.m., at the Anna City Hall Administration Building located at 111 North Powell Parkway, to
consider the following items.
1. Call to Order and Establishment of Quorum
The meeting was called to order at 7:00 p.m. Members present were Janine Johnson, Sandy
Setliff, Wayne Barton, Donald Henke, Christian Landers, and Carol Watts. Commissioner
Callaham was absent. Staff present was Maurice Schwanke and Tana Ross.
2. Invocation and Pledge of Allegiance.
3. Consider/Discuss/Act on recommendation regarding "Burgess" Development plat.
Mr. Schwanke gave a presentation. The development plat is located with the J.C. Neill Survey,
Abstract No. 659 and generally known as "Burgess Development Plat". The tract contains
approximately 48.8 acres of land. The owner is proposing to build a barn and later a small
cottage on the property. The submittal meets the City of Anna development plat requirements.
The Staff recommends approval of the plat.
A motion was made by Commissioner Setiff, seconded by Commissioner Landers to recommend
approval of the "Burgess" development plat. The vote was unanimous.
5. Consider/Discuss/Act on recommendation regarding "Liza Acres" Development plat.
Mr. Schwanke gave a presentation. The "Liza Acres" development plat plat contains 11.474
acres located in the Joe Slater Survey, Abstract No. 868. The owner is proposing to build a small
office space as well as building to accommodate large animals and equipment. The submittal
meets the City of Anna development plat requirements. The Staff recommends approval of the
plat.
A motion was made by Commissioner Henke, seconded by Commissioner Setliff to recommend
approval of the "Liza Acres" development plat. The vote was unanimous.
6. A) Conduct a public hearing to consider public comments regarding a request by Standridge
Companies, owner(s) of the property, to change the zoning of the subject property from (AG)
Agricultural to (PD) Planned Development with (C-1) restricted commercial with additional uses.
The property is generally located at the northwest corner of U.S. Highway 75 and West White
Street (FM 455).
The public hearing was opened at 7:08 pm. Mr. Schwanke gave a presentation and answered
questions from the Commissioners and the audience members in attendance regarding fire and
infrastructure capabilities for the subject property. Stacey Standridge, the owner of the

property, also answered questions regarding the timeline of development and the types of uses
he expects to be on the property. The public hearing was closed at 7:12 pm.
B) Consider/Discuss/Act on a recommendation regarding a request by the owner of the property
to be granted a zoning change from (AG) Agricultural uses to (PD) Planned Development Uses.
The applicant is requesting that the property be rezoned from the (AG) Agricultural zoning
district to a (PD) Planned Development. The Planned Development district would have a base
zoning of (C-1) Restricted Commercial with additional uses that include variety medical and child
care uses.
A motion was made by Commissioner Landers, seconded by Commissioner Johnson to
recommend approval of the zoning change. The vote was unanimous.
7. Consider action to approve Minutes of the November 6th, 2017 Planning and Zoning Meeting.
A motion was made by Commissioner Setliff, seconded by Commissioner Watts to approve the
Minutes of the November 6th, 2017 meeting. The vote was unanimous.
S. Adjourn.
There being no further business, a motion was made by Chairperson Johnson to adjourn the
meeting. Commissioner Landers seconded the motion. The meeting adjourned at 7:22 p.m.
