Powell Parkway, Anna, Texas 75409 The Anna Planning and Zoning Commission will conduct a meeting at 7:00 PM on February 12, 2018, at the Anna City Hall Administration Building, 111 N. Powell Parkway, to consider the following items: 1. Call To Order And Establishment Of Quorum 2. Invocation and Pledge of Allegiance Location Map 3. Consider/Discuss/Action on recommendation regarding the "Dog Ranch" Development Plat. 4. Consider/Discuss/Action on recommendation regarding amended site plan for the Santa Fe Business Park located at 801 CR 286. 5. Consider/Discuss/Action on recommendation regarding the "Davis Redi Mix" development plat. 6. A) Conduct a public hearing to consider public comments regarding a request by Skorburg Company, owner(s) of the property. The property is currently zoned Planned Development Ordinance 129-2004 as amended by Ordinance number 627-2013 which allows commercial, multifamily and single family on the subject tract. The owner request to add to the Planned Development the right for Patio Homes (smaller lots) on a specific tract (Exhibit A). The property is located east of Finley Blvd. and north of Sharp street. B) Consider/Discuss/Action on a recommendation regarding the request by the owner(s) of the property to add to the Planned Development Ordinance 129-2004 as amended by Ordinance number 627-2013 the right for patio homes on small lots on a specific tract (Exhibit A). 7. Consider action to approve Minutes of the January 8th, 2018 Planning and Zoning Meeting. 8. Adjourn. Multi -family is encouraged above first floor retail. Call to Order and Establishment of Quorum The meeting was called to order at 7:01 p.m. Members present were Janine Johnson, Sandy Setliff, Don Callaham, Donald Henke and Christian Landers. Commissioners Barton and Watts were absent. Staff present was Maurice Schwanke and Daniel Harper. 2. Invocation and Pledge of Allegiance. 3. A) Conduct a public hearing to consider public comments regarding a request by Zablink Hospitality, owner(s) of the property, to allow for a (SUP) Special Use Permit authorizing the use of a hotel on the subject property and approval of a Site Plan. The property is generally located at the northeast corner of U.S. Highway 75 and West White Street (FM 455). The public hearing was opened at 7:02. There were eleven citizens of the community who asked questions and expressed concerns for a future hotel development regarding topics of traffic, noise, water runoff, fire protection and potential safety risks. Mr. Schwanke addressed the audience and answered questions regarding the concerns involved with a possible hotel development. The public hearing closed at 7:32. B) Consider/Discuss/Act on recommendation regarding a request by the owner of the property to be granted a (SUP) Special Use Permit to allow for hotel uses on the subject property and approval of a Site Plan. Commissioner Callaham motioned to table the item until February. This motion was seconded by Commissioner Setliff. The motion failed 2-3. Commissioner Henke motioned to approve the SUP with special conditions restricting the parking and idling of trucks on the property. The motion was seconded by Chairman Johnson. The motion passed 4-1 with Commissioner Callaham as the dissenting vote. 4. Consider/Discuss/Act on recommendation regarding "Anna Town Center Hotel" Final Plat. The "Anna Town Center Hotel" final plat contains 2.002 acres located in the Thomas Ratton Survey, Abstract No. 782, and the F.T Duffau Survey, Abstract No. 288. The final plat is of Lot 3, Block A of the Anna Town Center Addition. The "Lot 2 Block A of AutoZone Addition" re -plat contains 5.225 acres located in the Joseph Schluter survey, abstract 856. The re -plat will be subdividing Lot 2 Block A of AutoZone Addition in to four separate lots. Lot 2R-1 will be the location of a proposed two story indoor mini -storage facility encompassing approximately 64,260 square feet. This facility would replace existing "Windmill Storage" facility. Lot 2R-2 is to be dedicated to the City as part of a land -swap agreement involving lots 2R-3 and 2R-4. Lot 2R-2 will be incorporated by the City into Natural Springs Park. This is in exchange with Lots 2R-3 and Lots 2R-4. Lot 2R-3 will remain open space while Lot 2R-4 will be the site of a new daycare facility. The final plat contains 147 residential lots and 3 common area lots. The plat layout is in conformance with the existing zoning. The staff is recommending approval of the final plat.
