Powell Parkway, Anna, Texas 75409 The Anna Planning and Zoning Commission will conduct a meeting at 7:00 PM on May 7, 2018, at the Anna City Hall Administration Building, 111 N. Powell Parkway, to consider the following items: 1. Call To Order And Establishment Of Quorum 2. Invocation and Pledge of Allegiance Location Map 3. Consider/Discuss/Action on recommendation regarding a site and landscape plan for Anna High School Addition located at 1107 W Rosamond Parkway. 4. Consider/Discuss/Action on recommendation regarding a site and landscape plan for Anna 455 Addition located on White Street as Block A, Lot 2 of the Anna 455 Addition Plat. 5. Consider/Discuss/Action on recommendation on the Anna 455 Addition Preliminary plat. 6. A) Conduct a public hearing to consider public comments regarding a request by Skorburg Company, owner(s) of the property. The property is currently zoned Planned Development Ordinance 129-2004 as amended by Ordinance number 627-2013 which allows commercial, multifamily and single family on the subject tract. The owner requests to add to the Planned Development the right for Patio Homes (smaller lots) on a specific tract (Exhibit A). The property is located east of Finley Blvd and north of Sharp Street. B) Consider/Discuss/Act on a recommendation regarding the request by the owner(s) of the property to add to the Planned Development Ordinance 129-2004 as amended by Ordinance number 627-2013 the right for patio homes on small lots on a specific tract (Exhibit A). 7. Consider/Discuss/Action on a recommendation concerning the preliminary plat for Anna Crossing Ph 5 & 6. 8. Consider/Discuss/Action on a recommendation concerning Anna Crossing Phase 5 Final Plat. 9. Consider/Discuss/Action on a recommendation concerning Pecan Grove Phase 3 Final Plat. 10. A) Conduct a public hearing to consider public comments regarding a request by Skorburg Company owner(s) of the property. The property is currently zoned Planned Development 352-2007, General Commercial (C-2) zoning with excluded uses. The owner(s) request to replace the existing Planned Development to Single Family Residential, and Retail. The property is located at the northeast corner of the intersection of S. Powell Parkway (Hwy 5) and foster Crossing Road. B) Consider/Discuss/Action owner(s) of the property to 2007 zoning. 11. The Town Center Retail Zone contains approximately 15 gross acres and permits retail (including restaurants, entertainment, and office uses) and multi -family land uses. See Exhibit C Multi -Family Development Matrix. The maximum height in this area shall be three stories, or 50 feet. Buildings shall not be closer than 15 feet to any street. Multi -family is encouraged above first floor retail. The maximum multi -family density shall be 24 units to the acre when retail is not incorporated into first floor space and 36 units to the acre when retail is so incorporated in a quantity equal to or greater than 10% of the total first floor area of multifamily structures fronting all of the collector streets shown on the concept development plan, (Exhibit "C"). When use of retail permits an increase in density, the building height may be increased to four stories, or 65 feet. This district when developed will be most similar to a "C-2" zoning district. Single-family residential uses shall be permitted in this district in accordance with the "Single Family Alternate" conditions specified in ordinance section 3. The property is currently zoned Planned Development 352-2007, General Commercial (C-2) zoning with excluded uses. The owner(s) request to replace the existing Planned Development to Single Family Residential, and Retail. The property is located at the northeast corner of the intersection of S. Powell Parkway (Hwy 5) and foster Crossing Road. B) Consider/Discuss/Action on a recommendation regarding the request by the owner(s) of the property to replace the existing Planned Development PD 352-2007 zoning. SUMMARY: On November 13th of 2007 the subject property was zoned by Ordinance 352-2007. The uses allowed are those of the "C-2 General Commercial" zoning district with a list of prohibited uses. The tract contains 39.99 acres of land. The owner owns an additional 10 + acre tract to the east side of the tract which is currently being considered for annexation and therefore a recommendation can be considered as part of this application. The proposed zoning (Exhibit A) would allow for single family residential, and commercial (C-1). The way the ordinance is structured, the requested area could be all residential, all commercial, or a mixture of all. On the Comprehensive Plan, this area has been shown as commercial land since the 2010 Comprehensive Plan was adopted. The current thoughts of the Comprehensive Planning Advisory Committee is that this area should remain as commercial. If the commission would approve this request, at a minimum the amount of residential land should be limited. One aspect of the development the staff is definitely not in favor of is the elimination of the masonry screen wall between commercial and single family uses. We would recommend that if any residential is allowed, what ever use appears first should build the masonry wall. The staff has concerns that once potential retail land is encroached by residential, especially at future significant corners even when separated by a railroad, it is gone forever. I n the opinion of the staff it is too early to give up on this intersection when significant other lands are available for residential development. The developer has shown a compromise by potentially leaving some of the land for commercial as shown in Exhibit B , however, the words of the Planned development do not back this up. The depth of commercial in the staff's opinion is too shallow looking at other shopping areas around the City. Most of the depths for major anchors/junior anchors is approximately 500' to 600' without pad sites in front and 1,000' to 1,200' with pad sites in front. The current depth of the property is approximately 1,080'.
