A RESOLUTION OF THE CITY OF ANNA, TEXAS ADOPTING A PROHIBITED
TECHNOLOGIES POLICY
WHEREAS, the 881h Texas Legislature passed Senate Bill 1893 to create Chapter 620 of the
Texas Government Code. which requires all Texas municipalities to adopt a policy prohibiting the
installation or use of certain applications on government -owned devices: and
WHEREAS, to comply with the applicable provisions of Chapter 620 of the Texas Government
Code. the City Manager authorized an administrative directive December 14. 2023. which was
effective immediately: and
WHEREAS, the City Council for the City of Anna has determined that it is necessary and
appropriate to authorize the City Manager to adopt the policy set forth herein, and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA,
TEXAS THAT:
Section 1. Recitals Incorporated.
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization.
The City Council hereby authorizes the City Manager to execute on its behalf, subject to legal
review and approval by the City Attorney. a policy prohibiting technology in compliance with
state law, as shown hereto as Exhibit 1.

PROHIBITED TECHNOLOGIES POLICY

The State of Texas requires all municipal governments to ban and remove technologies
listed on the Department of Information Resources (DiR) prohibited technology list.
This policy supports the City of Anna Strategic Plan, specifically advancing the strategic
outcome area. Excellent.
The use or download of prohibited applications or websites is prohibited on all city -owned
devices, irciuding cell phones, tablets, desktop and laptop computers.. and other internet
capable devices. The City of Anna shall identify, track, and control city -owned devices to
prohibit the installation of or access to ali prohibited applications. This includes the various
prohibited applications for mobile.. desktop. or other internet capable devices. The City of
Anna shall manage all city -issued mobile devices by implementing the following security
controls.
Restrict access to "app stores" or non -authorized software repositories to
prevent the installation of unauthorized applications.
Maintain the ability to remotely wipe non -compliant or compromised mobile
devices
Maintain the ability to remotely uninstali unaut'r,orized software from mobile
devices
Deploy secure baseline configurations, for mobile devices, as determined by
City of Anna.
DIR has blocked access to prohibited technologies on the state network. To ensure
multiple layers of protection. City of Anna will also implement additional network -based
restrictions to include configuring agency fire�walis to block access to state����-ide prohibited
services on all agency technology infrastructures, including local networks, VVAN, and
VPN connections.
Onao nq And Emerainq Technologv Threats
To provide protection against ongoing and emerging technological threats to the slate's
sensitive information and critical infrastructure. the Department of Public Safety (DPS)
and DIR will regularly monitor and evaluate additional technologies posing concerns for
inclusion in this policy. DIR will host a site that lists all prohibited technologies including
apps, software, hardware. or technology providers. New technologies will be added to the
list after consultation between DIR and DPS As of the date of this policy the following are
prohibited:

The City of Anna will implement the removal and prohibition of any listed technology. The
City of Anna may prohibit technology threats in addition to these identified by DIR and
DPS.
Scope
This policy applies to all City of Anna full and part-time employees including contractors.
paid or unpaid interns, and users of local government netviorks. Ai': City of Anna
employees and elected officials are responsible for complying with the terms and
conditions of this policy.

Enforcement
All employees shall digitally acknowledge a document annually confirming their
understanding of this policy.
Compliance with this policy will be verified through various methods, including but not
limited to, IT/security system reports and feedback to organization leadership.
An employee found to have violated this policy may be subject to disciplinary action;
including termination of employment.
Exceptions to the ban on prohibited technologies may only be approved by the City
Manager. Exceptions to the policy will only be considered when the use of prohibited
technologies is required for a specific business need, such as enabling criminal or civil
investigations or for sharing of information to the public during an emergency. To the
extent practicable, exception -based use should only be performed on devices that are
not used for other city business and on non -city networks.
