At this time, any person may address the City Council regarding an item on this
meeting Agenda that is not scheduled for public hearing. Also, at this time, any
person may address the City Council regarding an item that is not on this
meeting Agenda. Each person will be allowed up to three (3) minutes to speak.
No discussion or action may be taken at this meeting on items not listed on this
Agenda, other than to make statements of specific information in response to a
citizen’s inquiry or to recite existing policy in response to the inquiry.

Re: Parks Maintenance and Recreation Programs and Events Update

The Parks Division completed the following: o Mowed city parks and city facilities. (43 acres mowed). o Repaired multiple irrigation systems at various locations including 23 rotors, 4 valves, 11
bubblers, & 12 driplines. o Post emerged all City facilities & parks. o Infield maintenance at Johnson Park to correct some drainage issues. Also, repaired
infield lips at Slayter Creek Park ballfields. o Prepped City Hall site and prepared equipment needed for Christmas tree lighting event. o Winterized outside drinking fountains and restrooms. o Mulched all landscape beds and tree rings at Slayter Creek Park, Yank Park, and along
Birdsong Trail on the westside of Slayter Cree Park disc golf course. o Removed dead trees along Natural Springs Park back pond and along creek. o Trimmed trees along disc golf course at Slayter Creek Park. o Spot sprayed post emergent on all landscape beds and turf areas at parks, city hall and
park entrance signs. o Inspected 5 sets of restrooms each morning and restocked on Mondays and Fridays. o Cleaned and inspected 5.5 miles of walking trails each week. o Prepared for the winter storm including getting equipment ready, turning off irrigation
systems, and shutting off water to drinking fountains and restrooms. o Removed dead trees at Natural Springs Park back pond and along creek. o Trimmed trees along the disc golf course at Slayter Creek Park. o Repaired restrooms at Slayter Creek Park new restrooms from vandalism.
The Recreation Division offered and/or completed the following:
• Youth programs:
o Monthly Fri-Yay Drop-in Craft on Friday, December 13th “Graham Cracker House
Construction”
o Partnered with Anna ISD, and PSA McKinney to coordinate reservations for
practices or 4 youth basketball teams.
o Teen S’mores night
• Adults 50+ programs:
ο Trip to Holiday at the Arboretum on December 28th.
ο Foodie Troop on December 17.
ο The Crafting Corner Knit headband on December 18.
ο Book club on January 8.
Contract classes: o Tinkergarten o Parent and Me Soccer, Soccer Skills and Drills, Shining Stars – Adaptive Soccer o Basketball camps o Baseball and T-Ball clinics o Tennis and pickleball classes and paddle battle for Teens and Adults o Dog training
Began the planning process for Spring 2025 programs and events and Recreation Guide.
Hired a Neighborhood Department Support Specialist.

Re:Park CIP Project Update

Updates for active Park CIP projects in January are below.
Natural Springs Park Erosion
•The developer has improved the erosion control measures to reduce the amount of silt moving
onto park property.
•Curlex will be utilized to help stabilize the soil in the area around the trail connection into the
park.
Splash Pad
•A handrail was added along the ramp at the north entrance bringing the splash bad into
compliance with the Texas Accessibility Standards. An Inspection Report Form was sent on
January 2nd to the City’s registered accessibility specialist closing the project with the Texas
Department of Licensing and Regulation.
•Some minor surfacing repair work was performed in December.
•There is a small hole in the large shade fabric; a replacement will be installed by Kraftsman when
it arrives.
Pecan Grove Trail
•Irrigation installation is progressing; plumbing for the drinking fountain has begun.
•A change order was executed to increase the size of new trees so they match the size required
in the City’s development standards.
•A drinking fountain removed from the splash pad will be reused on this project; the cost savings
significantly reduced the size of the change order for larger trees.
•The delivery of the bridge has been moved up a month to February.
•Parking spaces on the Luscombe side have been poured.
•Some trail on the northern end of the park will not be poured until the bridge is set.
•Benches, tables and shade structure have been ordered.
Anna Crossing Park
•A meeting is planned for the third week in January with the consultant to discuss and resolve
several outstanding issues including the dog park component, fitness court, park standards,
amenity specifications and budget.
•The PAB requested the size of the dog park paddocks at the last meeting, but they have not yet
been determined; sizes should be resolved by the end of January.
Playground at Natural Springs Park
•Park maintenance staff will install a cedar split rail fence on the west side of the playground on
either side of the walkway ramp.
•Park maintenance staff will install irrigation for the new trees that were planted when the
playground was installed.
Park System Master Plan Update
•A Professional Services Project Order will be presented to City Council at the January 14th
meeting for approval.
•Freese & Nichols was selected as the consultant.
Bryant Park
•A design contract was approved by Council in December; construction documents are in
progress.
•Waiting for a schedule for completion from the consultant.
John Flavel Greer Park – Woods at Lindsey Place Park
•Construction is ongoing.
Carol Park
•Waiting for a response to staff comments on the park from the developer.
Other
•Master Agreement for Professional Services for Project Advocates was approved at the
December Council meeting.
•Staff are working with PA to determine which projects they will assist.
