Welcome to the City Council and Planning and Zoning Commission meeting. If you wish to speak on an Open Session agenda item, please fill out the Opinion/Speaker Registration Form and turn it in to the City Secretary before the meeting starts. 1.Call to Order, Roll Call, and Establishment of Quorum. a.City Council b.Planning and Zoning Commission 2.Invocation and Pledge of Allegiance. 3.Neighbor Comments. At this time, any person may address the City Council regarding an item on this meeting Agenda that is not scheduled for public hearing. Also, at this time, any person may address the City Council regarding an item that is not on this meeting Agenda. Each person will be allowed up to three (3) minutes to speak. No discussion or action may be taken at this meeting on items not listed on this Agenda, other than to make statements of specific information in response to a citizen’s inquiry or to recite existing policy in response to the inquiry. 4.Reports. Receive reports from Staff or the City Council about items of community interest. Land, City Secretary Item No. 4.a. City Council Agenda Staff Report Meeting Date: 1/28/2025 Staff Contact: Olivia Demings AGENDA ITEM: 2024 Volunteer Recognition. (Community Enhancement and Compliance Coordinator Olivia Demings) SUMMARY: Each year we are pleased to recognize our volunteers' hard work and award one "Volunteer of the Year." FINANCIAL IMPACT: Applying the independent sector value of $33.49, volunteers provided $81,749.00 of labor to the City of Anna. ($16,276.14 value of hours were donated in 2023). BACKGROUND: In 2024, 159 volunteers/groups (60 in the year prior) participated in the Anna Volunteers program for a total of 2,441 hours donated (286 in the year prior). Volunteers participated in special events, youth sports, and senior programming. Our Boards and Commissions members also served diligently, providing countless hours for the betterment of our community. STRATEGIC CONNECTIONS: This item supports the City of Anna Strategic Plan, specifically advancing the strategic outcome area: Neighborly. ATTACHMENTS: Item No. 5.a. City Council Agenda Staff Report Meeting Date: 1/28/2025 Staff Contact: Stephanie Scott-Sims AGENDA ITEM: Participate in a joint work session with the Planning and Zoning Commission facilitated by Kimley-Horn on the Anna 2050 Comprehensive Plan update. SUMMARY: Provide a discussion of the revised materials and provide direction to the consultant team. FINANCIAL IMPACT: This item has no financial impact. BACKGROUND: This presentation and discussion is a follow-up of the December 10, 2024 Joint City Council and Planning & Zoning Commission (P&Z) Workshop. The attached documents include a revised draft of the Place Type descriptions and Future Land Use Plan. At the Workshop, City Council and P&Z broke out into groups to discuss an initial draft of the Place Types and Future Land Use Map within the Anna 2050 Comprehensive Plan. The initial draft was created by Kimley-Horn created based on the November 12, 2024 Joint Council and P&Z meeting. Lots are larger than 5 acres in size and residential home sites are located randomly throughout the countryside and the surrounding area. This type of development helps to maintain the rural character, scale, and scenic values of the surrounding area. These lots typically utilize private well water and septic systems. Unlike the Rural Living Placetype, home sites are typically located in platted subdivisions with access to some public utility services. Residential uses are oriented interior to the site. Lots may or may not have farm and livestock restrictions. Lot sizes in the Estate Residential PlaceType range from 1 acre to 5 acre lots. Home sites are in platted subdivisions with all public utilities, residential streets and sidewalks, open space, parks and amenities. This Placetype is found near neighborhood commercial and commercial centers. Suburban living provides the population necessary to support the nearby commercial and professional office uses within the surrounding corridors. Residential uses are typically self-contained with a buffer from non-residential developments through transitional uses and landscaped areas. Lot sizes in Suburban Living are typically less than 1 acre. Urban neighborhoods are composed of a relatively compact network of streets that are easy to navigate by car, bike or on foot. They may contain one or more of the following housing types: Small lot, single-family detached, townhomes, duplexes, condominiums or apartments. In an urban neighborhood, housing is located within proximity to local retail and services that serve residents and surrounding neighborhoods. This PlaceType typically includes a higher intensity of uses developed in an urbane style that are supported by nodes of activity. Unlike larger shopping centers that may attract regional customers, Community Commercial developments primarily provide services for residents of surrounding neighborhoods. Business types may include restaurants, local retail, medical offices, banks and other retail and services. They are typically located at high-volume intersections and sometimes along both sides of a highway or arterial. Regional Activity Centers are accessible primarily by one mode of travel – the automobile. Buildings are typically set back from the road behind large surface parking lots, with little or no connectivity between adjacent businesses. A small amount of multi-family residential development may occur in these areas. Downtown would also be an employment center and shopping destination for residents of surrounding neighborhoods. Buildings typically stand two or more stories with condominiums, apartments or offices over storefronts. The design and scale of the development encourages active living, with a comprehensive and interconnected network of walkable streets. The historic character of Downtown is preserved. This PlaceType may include large, master-planned campuses, office parks or technology centers. This type of development may support a variety of occupations, including offices, research and development facilities, medical clinics and business incubators. These uses are typically located with access to arterial thoroughfares, and street frontage of the businesses are appealing and have an increased level of aesthetics and landscaping. The number of employees per square foot of building space is usually low in these areas due to the percentage of each building that is needed for storage and logistics. They typically locate near major transportation corridors (e.g., highways and railways) and may include manufacturing centers, warehousing or logistic hubs.
