CITY COUNCIL
REGULAR MEETING
The City Council of the City of Anna will meet in Regular Session at 7:30 p.m., Tuesday,
January 14, 2003, at the Anna City Hall, 101 N. Powell Parkway, to consider the following items:
1. Call to Order.
2. Roll Call and Establishment of Quorum.
3. Consider citizen comments and presentations.
4. Staff reports and items for discussion.
5. Public Hearing: Petition by Clyde R. Askew and Dorothy Askew to annex 39.9944 acre
tract in the Grandison Stark Survey, Abstract No. 798.
6. Public Hearing: Petition by Tommy Tompkins to annex 24.69 acre tract in the J. C.
Farris Survey, Abstract No. 331.
7. Consider recommendation regarding the submission of an application to the Texas
Parks & Wildlife Department for financial assistance to develop/construct park,
recreation, and open space facilities.
8. Consider ordinance revising Planned Development zoning of Block A of Westfield
Addition.
9. Consider recommendation of Planning and Zoning Commission regarding replat of
Westfield Addition, Block A.
10. Consider recommendation of Planning and Zoning Commission regarding site plan for
Westfield Addition, Block A.
11. Consider recommendation of Planning and Zoning Commission regarding final plat of
Creekside Addition, Phase 2.

15. Reconsider action regarding Facilities Agreement for 57 acre tract, located on W. White

16. Reconsider action regarding Facilities Agreement for Bradley-Weaver tract on W. White
Street, owner(s) represented by Mr. Don Collins.
17. Consider authorizing Mayor to execute contract for depository services for City of Anna.
18. Consider ordinance regarding adoption of Texas Municipal Retirement System.
19. Consider action regarding health insurance proposal by Texas Municipal League.
20. Consider action creating position of Building Official/Code Enforcement Officer.
21. Consider action authorizing advertising to fill position of Building Official/Code
Enforcement Officer.
22. Consider resolution accepting as complete the contract with Sanford Electric Company
for installation of electrical and control systems for the Anna 2002 waterworks project.
23. Consider resolution relating to the City’s ability to perform certain wastewater
management activities.
24. Consider recommendation of Public Works Director regarding revisions of Personnel
Policies Manual.
25. Consider adoption and use of insignia for City facilities, vehicles, and equipment.
26. Consider approval of Minutes of meetings of October 22, 2002, December 17, 2002,
December 30, 2002, and January 2, 2003.
27. Payment of Bills and Financial Report.

handicapped persons.
WESTFIELD ADDITION – REVISION OF PD ZONING
The original zoning for the Westfield Addition allowed buildings not to exceed 8,000
square feet in the commercial parts of the tract.
The petitioner requests that a single building be constructed on Block A, Lot 2, of the
tract, rather than 2-3 buildings as originally planned. This building will be just under
15,000 square feet in area. Thus, the petitioner requests the zoning be changed to
allow a building not to exceed 15,000 square feet in area.
Please see item 10 on this agenda for site plan showing location of structures in the
commercial part of the tract.
FACILITIES AGREEMENT – TOMPKINS 57 & 27 ACRE TRACTS
There was some discussion of reconsideration of this issue at the two public hearings
(December 30 and January 2). Most council actions can be reconsidered if
reconsideration is done prior to or at the next regular council meeting. I will ask the
City’s attorney if this matter can be reconsidered, if you desire to reconsider. If you
cannot reconsider or if you do not desire to reconsider, you can simply take no action on
this item.

At the council meeting staff will have a spreadsheet showing the two proposals from
local banks.

various participation options available through the Texas Municipal Retirement System..
BUILDING OFFICIAL/CODE ENFORCEMENT OFFICER
During calendar year-2002 the City spent approximately $110,000 for contract building
inspection services. The City issued 285 building permits, including 250 new single
family dwelling units, during that period. We have not had any complaints from builders
regarding the level of service. However, the amount of money being spent for this
service and the prospect of an increase in the volume of permits over the next year
suggest that we might want to look at the option of creating an in-house building official
position. In addition, we have been unable to find a qualified person to perform code
enforcement functions.
If the position is created, we would ask that the building official and code enforcement
functions be performed by the same person.
REVISION OF PERSONNEL POLICIES MANUAL
The Public Works Director has asked that the council consider revising two elements of
the Personnel Policies Manual. The two issues relate to compensation of employees
that are on-call (and therefore not able to travel outside the area) on weekends and
holidays) and compensation for overtime during work weeks in which holiday and/or
vacation days occur and the employee is not actually at work the 40 hours required
under the Fair Labor Standards Act in order to automatically get overtime pay.
