MINUTES OF
ANNA COMMUNITY DEVELOPMENT CORPORATION
SPECIAL MEETING
February 25, 2008 5:00 PM
The Community Development Corporation of the City of Anna met at 5:00 p.m.,
Monday, February 25, 2008, at the Anna City Hall Administration Building, 111 N.
Powell Parkway (Hwy 5) Anna, Texas to consider the following items:
1. Call to Order.
President David Crim called the meeting to order at 5:07 pm.
2. Roll Call and Establishment of Quorum.
David Crim, Jon Hendricks, J W Finley and Duane Hayes were present.
Joe Murphy, Joel Foltz and Jessica Perkins were absent.
3. Citizen Comments
None
4. Public Hearing:
The Anna Community Development Corporation shall conduct a
public hearing regarding the submission of an application by the
Anna Community Development Corporation for a Texas Leverage
Fund Loan from the Office of the Governor, Economic Development
and Tourism Division, to partially fund the construction of public
improvements at Slayter Creek Park, Phase 1.
President Crim opened the public hearing at 5:08 pm. There was no public
comment. City Manager, Philip Sanders stated that the public hearing was
a requirement for the Texas Leverage Fund Loan application. President
Crim closed the public hearing at 5:09 pm.
5. Consider/Discuss/Action regarding a Resolution adopting the
Amended By-Laws of the Anna Community Development
Corporation.
Assistant City Manager, Wayne Cummings explained some changes that
were being suggested regarding who can attend the executive sessions
and taking the Chamber of Commerce out totally at this time because of
the two feuding entities. City Manager, Philip Sanders answered questions
that Duane Hays had on the CDC Funds being secured and what the
City’s Investment Policy. David Crim had concerns about the Mayor and

Council setting policy or agendas for the CDC. Duane Hayes made the
motion to approve the by-laws. J W Finley seconded the motion. Motion
passes.
6. Adjourn.
David Crim made the motion to adjourn at 5:33 pm. Duane Hayes seconded the
motion. Motion passes.
