presentation regarding details of the current CDC and EDC loans.

Fiscal Year 2024-2025.
The City of Anna Finance Director, Aimee Ferguson, provided the Board with
finance and banking options for the current CDC and EDC funds for Fiscal Year
2024-2025. After review of comparable rates, the Board chose to take no action
on moving funds to any other financial institution.
MOTION: Board Vice-President Nate Pike made a motion on behalf of the
CDC and EDC to take no action. Board Member Kylee Kelley seconded the
motion. All were in favor. Motion passed.
c.Receive a presentation from EDC staff regarding the FY 2024 Annual Report.
Director of Economic Development, Bernie Parker, gave a brief presentation
regarding the CDC / EDC Fiscal Year 2024 Annual Report which outlined the
accomplishments, measurables, hosted and attended events, paid marketing
advertisements, awards won, and articles showcasing Anna.
No action taken.
d.Receive a presentation from EDC staff regarding updating the recruitment video
with Red Productions.
Director of Economic Development, Bernie Parker, gave a brief presentation
regarding the need and desire to update the CDC / EDC recruitment video; a

information on increased sales tax for the month of August 2024, which is up
roughly 24.7% from the previous year, August 2023.

Economic Development Manager, Salena Tittle, reminded everyone that
Monday, November 11th, is Veterans Day and took the opportunity to thank all
who have served and continue to serve in our armed forces. Mrs. Tittle also
provided the Board with information regarding a couple of upcoming events.
•2024 Greater Anna Chamber of Commerce Fall Golf Tournament -
Monday, November 11th, from 10:00 a.m. to 6:00 p.m. at The Bridges
Golf Club in Gunter.
•Cruising with a Clause - The City of Anna toy drive which begins on
Monday, November 11th, and runs through Monday, December 9th. A
list of the most popular and requested children's toys was provided to the
Board within the meeting packet.
Mrs. Tittle informed the Board that the November EDC Newsletter,
Groundbreaking News, had been posted to the EDC's social media sites,
LinkedIn and Instagram, and reminded them all to follow, like, and share the
EDC's posts for continued success in spreading the most up-to-date information
in Anna.
EDC staff wished the Board and their families a blessed and Happy
Thanksgiving.
No action taken.
7.Closed Session.

closed session. Board Secretary Michelle Hawkins seconded the motion.

Receive a presentation from City staff regarding wayfinding signage for the City of
Anna.
SUMMARY:
City staff will provide the Board with a brief presentation on the status of the City of
Anna Wayfinding Signage. Attached to this item is a map of the proposed sign
locations, a graphic of the final design for the proposed sign types, and a graphic of the
proposed welcome signs on US 75.
The design of the wayfinding and parks signage is 95% complete, and staff is reviewing
the final plans. We anticipate advertising the wayfinding and park sign project for bid in
December, with the bid opening taking place in late January. Based on that schedule,
the project will be awarded in February, and construction/installation should begin in the
second quarter of 2025.
The proposed signs on US 75 will be bid and installed separately from the wayfinding
and park sign package. The proposed US 75 welcome signs are still awaiting TxDOT
final review and approval, as they are located in between the frontage roads and the
travel lanes, and require special consideration by the State.
An important aspect to the US 75 signs is the addition of landscaping improvements to
the overall scope. This year, the City received a state grant for landscaping
improvements through the Governor's Community Achievement Award for outstanding
community improvement. This grant is a part of the Keep Texas Beautiful program, and
demonstrates the success of our Community Enhancement team, which has worked
diligently with community leaders to enhance, preserve, and protect the beauty of Anna.
The grant project is being designed by TxDOT staff in conjunction with the city's US 75
welcome sign project. The landscaping and irrigation project is currently in design, and
TxDOT expects to go to construction in the fall of 2025. It is anticipated that the US 75
signs will be installed by a City-hired contractor shortly before, or after, that work is
completed - based upon TxDOT approval and permitting.

Re: Wayfinding Program Update

As described in Memorandum 24-116, the City of Anna was recently awarded $180,000 to be used for a
landscaping project in collaboration with TxDOT along a state-maintained road as one of the 10 winners
of this year’s Governor’s Community Achievement Awards. The city plans to utilize these funds to enhance
the landscaping of the gateway entrance from US 75 onto 455/White Street in conjunction with adding in
signage as described and developed through the Wayfinding and Signage Program. Additionally, the city
plans to move forward on other aspects of the Wayfinding and Signage Program within our parks system
as described in our Parks CIP Presentation to Council at the May 28 City Council meeting.
Wayfinding and Signage Program
The City of Anna’s Wayfinding and Signage Program began in 2022 after the sale of the Anna Business
Park allowed the city to fund the creation of a Wayfinding and Signage Master Plan. As part of the master
planning process, the City contracted with Lee Engineering and MERJE Design to complete an assessment
of the community and schematic design. Subsequently, a 9-member community taskforce comprised of
City Councilmembers, representatives from each board and commission, the Greater Anna Chamber of
Commerce as well as the Anna Preservation Historical Society was created to provide input and
recommendations on signage design, placement, and more. The culmination of the taskforce’s work was
their agreement upon the final designs for a comprehensive wayfinding system. At its completion, a
comprehensive wayfinding system will improve the visibility and experience of those visiting Anna,
whether as a tourist or as a neighbor. Ultimately, coordinated signage will connect gateways, historic
districts and important city destinations while reflecting the unique character and heritage of Anna.
Enhancing the Highway 75 gateway entrances through landscaping and wayfinding signage is timely. The
2024-2025 Strategic Plan Work Plan includes advancing the wayfinding program by designing Highway 75
gateways and constructing parks and facilities signs by Winter of 2025. The city’s 75 gateways will
experience significant construction in the near future with the Liberty Hills commercial corridor and
expansion of the Collin County Outer Loop, making the addition of comprehensive signage nearby this
area useful.
With many of our parks receiving upgrades funded from our 2021 Bond Program, and with new parks set
to come online in the next few years, parks signage is also an important and timely component of the
comprehensive wayfinding program. Staff has worked with MERJE to develop a map for park directional
signs and met with them to establish exact placements within ROWs at each identified sign location.
Locations within parks were also verified for park rules signs and park identification signs. In addition, city
staff developed general park rules and rules specific to amenities such as splash pad, skatepark,
playgrounds, sports courts and ponds. MERJE is in the process of finalizing a design package that utilizes
the data collected in the field and incorporates the park rules into the approved sign and kiosk designs.
Next Steps
The design team is currently moving into the construction document phase of the 75 gateway project and
will be providing the city with construction documents for review in July. Over the course of the
concurrent landscaping project in collaboration with TxDOT, the city will provide oversight, design
direction, and feedback. Staff has confirmed with TxDOT that the city is allowed to include additional city-
funding to enhance the scope and size of the project. Additional funding will be considered by the City
Council in the annual budget process.
The Governor’s Community Achievement Award presents a unique opportunity for the city to enhance
the gateways on US 75 with the achievement award landscaping project. Staff believes that combining
the two projects into a singular location will provide the most meaningful outcome. Staff is working with
TxDOT on the timing of their process on the achievement award landscaping to develop an overall
schedule. The current plan is for construction documents on the landscaping project to be developed over
the next six months. Tentatively, staff expects construction to begin in the fall of 2025 and for gateway
signs to be installed in conjunction with the landscaping project.
As these landscaping and wayfinding projects move forward, staff will keep the City Council informed. We
expect to be able to provide another update in the fall once budgets have been finalized and design has
progressed.

Re: Anna Receives Governor's Community Achievement Award

Keep Texas Beautiful (KTB) has recognized the City of Anna as one of 10 winners of the 2024 Governor’s
Community Achievement Awards (GCAA) as an outstanding clean and beautiful community. The City
of Anna will receive $180,000 for a landscaping project to be completed in collaboration with TxDOT
along a state-maintained road. Anna will also receive a stately cast aluminum metal plaque to be placed
in a prominent public location.
The award is one of the most coveted annual environmental and community improvement honors in
Texas. A community’s environmental program is judged by a group of diverse, multi-sector judges on
achievements in seven environmental and community improvement areas: public awareness and
outreach, environmental education, beautification and community improvement, litter prevention and
cleanup, solid waste management, litter law, and illegal dumping enforcement. Communities compete
in 10 population categories with the size of the landscaping awards based on their population.
In recognition, award winning communities will be honored at a reception on June 19 in Austin, Texas.

Event Update: 2024 Greater Anna Chamber of Commerce Fall Golf Tournament
The EDC was one of the presenting sponsors for the 2024 Greater Anna Chamber of
Commerce Fall Golf Tournament which was held on Monday, November 11th, at The
Bridges Golf Club in Gunter. It was a beautiful day with great success and a fantastic
turnout.
Cruising with a Claus:
The Cruising with a Clause is the city's toy drive which will benefit Anna elementary
students and help ensure holiday cheer for those in need. The toy drive is currently
running through Monday, December 9th. There are quite a few drop-off locations here in
town. Locations include the Municipal Complex, Texas Bank, 3 Nations Brewing,
Starbucks, Walmart, Deep Roots Montessori, and Texas Roadhouse. For a list of the
most popular requested items by children, please see the list provided with this staff
report. If you would like to donate a gift card, there will be a gift card donation box
located at the Police Department front desk.

12 Days of Anna begins this Saturday, December 7th, with Santa's Village from 3:00

The Mandatory Boards & Commission Training will be held on Saturday, December

know and we will be sure that you receive the training by other means. Additionally,
during this training we will be learning, as a group, how to use the live voting system
which we will start utilizing in January for all of our scheduled Board meetings moving
