Z®Z5- o Z - 67 38 A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING WILDFLOWER MEADOWS, PRELIMINARY PLAT. (PP 24-0016) WHEREAS, In order to provide for the orderly development of land within the Anna city limits and extraterritorial jurisdiction, the City Council of the City of Anna, Texas has adopted Article 9.02 ("Subdivision Regulations") and Article 9.04 ("Zoning Ordinance") of the Anna City Code of Ordinances; and WHEREAS, Wildflower Anna LLC has submitted an application for the approval of Wildflower Meadows, Preliminary Plat; and WHEREAS, the applicant requests a waiver from Article 9.02 (Subdivision Regulations) regarding Minimum frontage on a public street and a reduction in the number of access drives; and WHEREAS, the Preliminary Plat otherwise conforms to the City's Subdivision Regulations and Zoning Ordinance; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT: Section 1. Recitals Incorporated The recitals above are incorporated herein as if set forth in full for all purposes. Section 2. Approval of Preliminary Plat The City Council hereby approves Wildflower Meadows, Preliminary Plat attached hereto as Exhibit A subject to additions and/or alterations to the engineering plans as required by the City Engineer along with the waiver of Minimum frontage on a public street and a reduction in the number of access drives from six (6) to five (5). I respectfully request that this preliminary plat be approved with a waiverto the following requirement(s): 9.02.087 (b) Minimum frontage on a public street. Each lot on a subdivision plat shall front onto a dedicated, improved public street, unless platted as an approved private street subdivision in accordance with these subdivision regulations. All lots shall have a minimum of 40 feet of frontage along the property line of a dedicated, improved street unless other provisions have been authorized under article 9.04 or an approved planned development district. A waiver is requested based on the following: Lots 23-25 Block C and lots, 10-21 Block G. These lots face south toward CR 284. These lots face south toward CR 284. These lots are adjacent to a twenty (20') foot common area that separates them from the CR 284 right-of-way. These lots are alley served so there will be no access to CR 284. The purpose of these lots is to add variety to the development with lots opening onto a common area facing toward CR284. This will also give an enhanced streetscape along the County Road which will benefit the entire development. Lots 1-8 Block A, Lots 1-6 Block D and Lots 1-7 Block E. These lots face north onto a future sixty -foot (60') collector street (Crystal Parkway). These lots are adjacent to a twenty foot (20') common area that separates them from the Crystal Parkway right-of-way. These lots are alley served so there will be no direct access to Crystal Parkway. The purpose of this type of lot is to add variety to the development with lots opening onto a common area facing north toward the collector. This will give an enhanced streetscape along Crystal Parkway running through the central portion of the development benefiting the entire project. Lot Frontage Requirement The zoning for this property allows Sf-TH lots to be developed with a minimum lot width of 25 feet. Belmont Dr. o Suite E • Allen, TX 75013 (972) 396-1200 © FAX (972) 396-4987 February 5, 2025 City of Anna City Council City of Anna 120 W. 7th Street Anna, TX 75409 lie: Waiver Request —Wildflower Meadows Preliminary Plat Council Members: On behalf of the Developer, Wildflower Anna, LLC, Corwin Engineering, Inc. is requesting the Preliminary Plat be approved with the following waiver: Section 9.02.081c (4) 'All residential subdivisions, with the exception of multifamily dwellings and single - unit or duplex unit park developments, shall provide no less than one entrance for each 50 lots including stubs for future development and in no case shall have more than 150 lots for each connection to an existing street". This project would require 6 drives which we feel would be excessive for the 252 lots and would not be practical for the alignment with other adjacent streets proposed by the Crystal Park Development and is hereby requesting a waiver of the above -mentioned requirement and proposing to provide 5 access points to the community with one being an enhanced divided entry. We believe the 5 drives provide adequate access and connectivity to the community. We appreciate your consideration of this waiver request and approval of Preliminary Plat.
