Call to Order, Roll Call, and Establishment of Quorum. The meeting was called to order by Board Vice -President Nate Pike at 6:00 PM. Members Present: Board Vice -President Nate Pike Board Secretary Michelle Hawkins Board Member Manny Singh Board Member Allison Inesta Board Member Kylee Kelley Members Absent: Board President Bruce Norwood Board Member Lamarr Dillingham Others Present: Director of Economic Development Bernie Parker Assistant Director of Economic Development Natasha Roach Economic Development Manager Salena Tittle City Attorney Clark McCoy Mayor Pete Cain 2. Invocation and Pledge of Allegiance. Board Vice -President Nate Pike led the Invocation and Pledge of Allegiance. 3. Neighbor Comments. Persons may address the Board of Directors on items not on the agenda; please observe the time limit of three (3) minutes. Members of the Board cannot comment on or deliberate statements of the public except as authorized by Section 551.042 of the Texas Government Code. There were none. 4. Consent Agenda. MOTION: Board Member Allison Inesta made a motion on behalf of the CDC and EDC to approve the consent agenda items, 4a & 4b. Board Member Manny Singh seconded the motion. All were in favor. Motion passed. a. Approve minutes from the October 3, 2024, Joint Community Development Corporation and Economic Development Corporation Meeting. (CDC) b. Approve minutes from the October 3, 2024, Joint Community Development Corporation and Economic Development Corporation Meeting. (EDC) Individual Consideration. a. Receive a presentation from the Finance Director regarding CDC and EDC current loans and details of each. The City of Anna Finance Director, Aimee Ferguson, provided a brief presentation regarding details of the current CDC and EDC loans. No action taken. Consider/Discuss/Act on the CDC and EDC finance and banking options for Fiscal Year 2024-2025. The City of Anna Finance Director, Aimee Ferguson, provided the Board with finance and banking options for the current CDC and EDC funds for Fiscal Year 2024-2025. After review of comparable rates, the Board chose to take no action on moving funds to any other financial institution. MOTION: Board Vice -President Nate Pike made a motion on behalf of the CDC and EDC to take no action. Board Member Ky/ee Kelley seconded the motion. All were in favor. Motion passed. C. Receive a presentation from EDC staff regarding the FY 2024 Annual Report. Director of Economic Development, Bernie Parker, gave a brief presentation regarding the CDC / EDC Fiscal Year 2024 Annual Report which outlined the accomplishments, measurables, hosted and attended events, paid marketing advertisements, awards won, and articles showcasing Anna. No action taken. d. Receive a presentation from EDC staff regarding updating the recruitment video with Red Productions. Director of Economic Development, Bernie Parker, gave a brief presentation regarding the need and desire to update the CDC / EDC recruitment video; a video that is used as marketing material on the CDC / EDC website, at trade shows, and in developer meetings. No action taken. 6. Director's Report. a. Strategic Plan Update Director of Economic Development, Bernie Parker, updated the Board on staffs recent accomplishments, attended events, and future initiatives. No action taken. b. Financial Report / Sales Tax Update Director of Economic Development, Bernie Parker, presented updated information on increased sales tax for the month of August 2024, which is up roughly 24.7% from the previous year, August 2023. No action taken. C. Event Updates & Upcoming Events Economic Development Manager, Salena Tittle, reminded everyone that Monday, November 11 th, is Veterans Day and took the opportunity to thank all who have served and continue to serve in our armed forces. Mrs. Tittle also provided the Board with information regarding a couple of upcoming events. • 2024 Greater Anna Chamber of Commerce Fall Golf Tournament - Monday, November 11 th, from 10:00 a.m. to 6:00 p.m. at The Bridges Golf Club in Gunter. • Cruising with a Clause - The City of Anna toy drive which begins on Monday, November 11 th, and runs through Monday, December 9th. A list of the most popular and requested children's toys was provided to the Board within the meeting packet. Mrs. Tittle informed the Board that the November EDC Newsletter, Groundbreaking News, had been posted to the EDC's social media sites, Linkedln and Instagram, and reminded them all to follow, like, and share the EDC's posts for continued success in spreading the most up-to-date information in Anna. EDC staff wished the Board and their families a blessed and Happy Thanksgiving. No action taken. Closed Session. MOTION: Board Vice -President Nate Pike made a motion to enter into closed session. Board Secretary Michelle Hawkins seconded the motion. All were in favor. Motion passed. The CDC / EDC Board entered into closed session at 6:46 PM. Deliberate regarding the purchase, exchange, lease or value of real property. (Tex. Gov't Code §551.072) possible property acquisition; possible land sale/purchase. b. Consult with legal counsel on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Government Code (Tex. Gov't Code §551.071); Grant program; Lease agreement and professional services contract. Pending Contracts. C. Discuss or deliberate Economic Development Negotiations: (1) To discuss or deliberate regarding commercial or financial information that the Board of Directors has received from a business prospect that the Board of Directors seeks to have locate, stay, or expand in or near the territory of the City of Anna and with which the Board is conducting economic development negotiations; or, (2) To deliberate the offer of a financial or other incentive to a business prospect described by subdivision (1). (Tex. Gov't Code §551.087); potential retail and medical projects. 8. Reconvene into open session and take any action on closed session items. Board Vice -President Nate Pike called the CDC / EDC Board meeting back into open session at 7:51 PM. Receive reports from staff or Board Members about items of community interest. There were none. 10. Adjourn. Board Vice -President Nate Pike adjourned the meeting at 7:51 PM. Approved on the 5th day of December, 2024.
