HomeMy WebLinkAboutP&Z 2025-03-18 Regular Meeting MinutesMINUTES PLANNING AND ZONING COMMISSION March 18, 2025 The Planning and Zoning Commission of the City of Anna held a meeting at 6:00 p.m. on March 18, 2025, at the Municipal Complex located at 120 W. 7th Street, to consider the following items. 1. Call to Order, Roll Call, and Establishment of Quorum. The meeting was called to order at 6:00 p.m. Commissioners present were Staci Martin. David Nylec, Doug Hermann, Jessica Walden, Tom Longmire, Josh Vollmer, and Ashley Bergerson. Staff present were Everett Johnson, Lauren Mecke, Greg Peters, and Stephanie Scott -Sims. 2. Invocation and Pledge of Allegiance. Commissioner Martin gave the invocation and led the Pledge of Allegiance. 3. Neighbor Comments: At this time, any person may address the Planning & Zoning Commission regarding an item on this meeting Agenda that is not scheduled for Public Hearing. Also, at this time, any person may address the Commission regarding an item that is not on this meeting's Agenda. Each person will be allowed up to three (3) minutes to speak. No discussion or action may be taken at this meeting on items not listed on this Agenda, other than to make statements of specific factual information in response to a neighbor's inquiry or to recite existing policy in response to the inquiry. There were no Neighbor Comments. 4. Director's Report. There was no Director's Report. 5. Overall Location Map. Consent Items There were no Consent Items. Items for Individual Consideration 6. Zoning Ordinance Amendment - Cannabidiol (CBD) Shop and Smoking -Related Shops Chairwoman Walden opened the Public Hearing at 6:02 p.m Stephanie Scott -Sims explained that the current ordinance for smoke shops does not include any restrictions on location in relation to each other or schools. The proposed ordinance, at the request of the City Council. would provide for a 1.000-foot buffer between them. This change would not affect existing smoking -related shops within the city. Commissioner Vollmer expressed that he did not see the need for the change and that commerce would take care of itself. Chairwoman Walden asked if the new ordinance would include a 1,000-foot buffer from churches and schools. Stephanie Scott -Sims answered that the stipulation could be included in the motion. Chairwoman Walden closed the Public Hearing at 6:16 p.m. Neighbor John McGraw asked if this would affect existing smoking -related shops within the city. Stephanie Scott -Sims reiterated that nothing changes for existing smoking -related shops within the city. A motion was made by Chairwoman Walden to approve Item 6 with the addition of 1.000-foot buffer around schools and churches as well, seconded by Commissioner Longmire. The motion passed with a vote of 6-1 in favor. 7. Anna 2050 Comprehensive Plan Update Reed Cleeter from Kimley-Horn presented the Anna 2050 Comprehensive Plan update. He explained that after receiving input from Neighbors and Staff they made changes to include more Rural and Estate Residential Living as well as more green space. Betty Sharp spoke in favor of the updates and the need to keep green space. Terrell Colbertson spoke in favor of the updates. A motion was made by Commissioner Martin to approve Item 7, seconded by Commissioner Bergerson to recommend approval. The vote was unanimous in favor. End of Meeting Items 8. Adjourn. A motion was made by Chairwoman Walden and seconded by Commissioner Nylec to adjourn the meeting. The vote was unanimous in favor.
