C:\WINDOWS\TEMPWgenda, 11-14-00.doc Oak Hollow Planned Development The City Council approved the Oak Hollow Planned Development zoning several months ago. The developer and home builder at Oak Hollow have asked that the City to re -visit this issue by approving a more detailed Planned Development Ordinance. A copy of this ordinance is being mailed to you and is also available at City Hall. The ordinance does not significantly differ from the original zoning request and associated preliminary plat presented to and approved by the PZC and City Council. According to the home builder s attorney, the home builder has been burned three times in the past two years because of misunderstandings between the builder and city governments so there is considerable sensitivity on the builder's side regarding making sure that both sides know what the rules are. The ordinance presented for your consideration is intended to insure that any ambiguities in the earlier petition by the developer and action by the council are clarified. The Planning and Zoning Commission has recommended approval of the action by a vote of M, with one member abstaining because of possible conflict of interest. Affi International 22.13 acre tract — Re -zoning This property is the tract immediately south of the recently re -zoned tract at the southwest corner of FM 455 and Highway 75. It adjoins Highway 75 on the east and the county road on the west. The property owner seeks a zoning change to General Commercial. It is anticipated that the tract will be developed at this time for uses associated with highway travel, such as restaurant, motel, and similar uses, given the absence of any significant local population base to support significant retail uses. However, a "C-2 — General Commercial" zoning designation permits a quite broad range of possible uses. The Planning and Zoning Commission has recommended approval of the action by a vote of 4-0. Love's Country Stores 1.3 acre tract — Re -zoning This tract is adjacent to and east of the original Love's 4 acre tract. Love's purchased this additional 1.3 acre tract in order to provide more truck parking at the site. The property was previously annexed but not re -zoned. The Planning and Zoning Commission has recommended approval of the action by a vote of 4-0. Tara Farms, Final Plat, Phase 2 and Phase 3 The developer of Tara Farms is submitting a final plat approval request for Phase 2 and Phase 3. The City's consulting engineer has reviewed and approved the plat. Questions regarding off - site sewer tie-in at the Anna ISD high school site have been satisfactorily resolved. The developer has indicated that necessary easements at the ISD site will be available to the City prior to the council meeting. The Planning and Zoning Commission recommended approval of the plat for Phase 2 and Phase 3 by a vote of 4-0, conditional upon receipt of complete record drawings ("as -built plans") for the sewer lines at the ISD property and receipt by the City of appropriate executed easements for the sewer lines into which the Tara Farms sewer lines will be connected. Box 28355 Dallas, Texas 75228 RE: Tara Farms No. 3 Anna, Texas Dear Mr. Evans: GINEERS I reviewed the drawings yogi sent me on Tara Farms No. 3 for conformance to the City of Anna Subdivision Ordinance. My comments are as follows: Cover Sheet: • The typical street section proposes a street 27' wide. The Subdivision Ordinance requires that the street be 31' wide. • The Subdivision Ordinance specifies that longitudinal reinforcing steel in the pavement be placed on 22 centers. • The NCTCOG specification for lime stabilization is Item 4.6. • Please include a specification for compacted fill. Sheet 2 of 15: • The comments I made about the typical street section shown by the Cover Sheet are applicable to the typical street section shown by this sheet. Sheet 3 of 15: • The Subdivision Ordinance specifies a minimum grade of 0.6% for cul-de-sac streets. This standard would appear to be applicable to the cul-de-sac on the west end of Magnolia Street. I don't know how big the sewer is. I don't know how it is routed and I don't know if it has sufficient capacity to accept the load you propose. Enclosed is a tabulation of the bids received. These bids were received in response to an advertisement issued September 29, 2000. The advertising notice was published in the McKinney Courier -Gazette on September 29, 2000, and October 6, 2000. Individual bidding notices were mailed to fourteen contractors. Plans and specifications were mailed to Dodge Reports and CMD/Texas Contractor. During the bidding period five potential c�ers picked up plans and specifications. Five bids were subntted for the project. Bill Hazelwood, Inc. of Sherman, Texas, submitted the low bid for the constriction for the amount of S 159,916.70. There were no irregularities in the bidding process. I have had previous experience with Bill Hazelwood, Inc. on similar projects and I believe they are able to complete the proposed work according to the plans and specifications.
