Powell Parkway, Anna, Texas 75409 The City Council of the City of Anna met in a special meeting at 6:30 PM, on June 30, 2020, at the Anna City Hall, Located at 111 North Powell Parkway (Hwy 5), to consider the following items. 1. Call to Order, Roll Call and Establishment of Quorum. Mayor Pike called the meeting to order at 6:32 PM. Council Member Toten joined virtually through Zoom. Council Member Beazley was absent. 2. Invocation and Pledge of Allegiance. Mayor Pike led the invocation and pledge. 3. Neighbor Comments. Candy Holden submitted a written comment regarding door to door solicitation. 4. Closed Session (Exceptions). Under Tex. Gov'T Code Chapter 551, The City Council May Enter Into Closed Session To Discuss Any Items Listed Or Referenced On This Agenda Under The Following Exceptions: a. Consult with legal counsel regarding pending or contemplated litigation and/or on matters in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Government Code (Tex. Gov't Code §551.071). COVID-19 and related matters No closed session was held. 5. Consider/Discuss/Action on any items listed on any agenda -work session, regular meeting, or closed session -that is duly posted by the City of Anna for any City Council Page 13 of 150 5. Consider/Discuss/Action on any items listed on any agenda - work session, regular meeting, or closed session - that is duly posted by the City of Anna for any City Council meeting occurring on the same date as the meeting noticed in this agenda. Council discussed the current facts on Covid-19 for the City. Greater Anna Chamber of Commerce President/CEO Kevin Hall provided Council with a letter recommending the postponement of the Annual Fourth of July Celebration due to the current pandemic. Council discussion ensued. The fireworks show will be postponed to a later date within the next 8 months. 6. Adjourn. Land GREATER ANNA CHAMBER OF COMMERCE 312 N Powell Pkwy, Anna, TX 75409 Kevin@GreaterAnnaChamber.com U ... ,<< 972-924-8533 (office) June 30, 2020 Dear Mayor Nate Pike and City Council, After much deliberation, our Greater Anna Chamber of Commerce Board of Directors voted in a majority to postpone the 4th of July Fireworks Show to a later date. There were many factors that went into this decision. First, we take into account the welfare of our community. During a typical fireworks show we open the Anna ISD Coyote Football Stadium for the best view of the fireworks show. On average, there are an estimated 1,000 people in the stands plus much more in their vehicles and in lawn chairs around Slayter Creek Park. At the present time, Governor Greg Abbott decreased the number of people allowed in large gatherings to 100. We fill it would be difficult to limit the City of Anna's estimated 16,000 people to only 100 to view the fireworks in the best viewing area. Second, due to buildings and construction in the area, the fireworks can only shoot a few hundred feet in the air; many people cannot stay in their homes and see the fireworks. While Slayter Creek Park is available for people to be in their vehicles, this area is limited to around 150 parking spaces if we limit vehicles to a minimum of 6 feet apart from each other. Last, but not least, we took into consideration our Chamber members. Since the middle of March many of our business and non-profit members have had to close, reduce their workforce and/or follow strict guidelines related to public safety (i.e. masks and social distancing.) As doing our part to support and respect these business owners, their employees and families in order to keep them safe is a top priority. We owe it to our community and those who live, work and play here to offer quality events that do not negatively affect their quality of life. Again, it is our recommendation to postpone the fireworks show until a later date where we can make the event better and safer for our community. I think if people are going to be out going door to door for their business during this time they should wear a mask. especially during the time when it is on the rise. being older & having health issues i wear a mask for me & my family when i go out to a business. businesses should be required to wear a mask when going door to door or perhaps not be allowed to go door to door during this virus. i am very concerned about this. i just opened my front door up & a young lady was there for pest control with no mask on, it happened 2x last week also. thank you for any input the council can give.
