(� �� 1�- gQLa A RESOLUTION OF THE CITY OF ANNA, TEXAS AUTHORIZING THE CITY MANAGER TO MAKE PAYMENT TO THI WATER WELL, LLC FOR EMERGENCY PURCHASE OF EQUIPMENT AND LABOR FOR THE REPAIR OF WELL 5 AS SHOWN IN EXHIBIT "A" ATTACHED HERETO, IN THE AMOUNT NOT TO EXCEED NINETY TWO THOUSAND SEVENTEEN DOLLARS AND FIFTY THREE CENTS ($925017.53); AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Anna's public water supply utilizes a combination of City -owned and operated water wells and treated surface water from North Texas Municipal Water District; and, WHEREAS, Well 5 is the largest producing well in the City of Anna, which supplies approximately 25% of the total current water supply needed in the City of Anna, Texas; and, WHEREAS, Well 5 suffered catastrophic immediate emergency repairs; and, failure on September 16, 2020, requiring WHEREAS, the City contracted with THI Water Well, LLC in order to perform emergency equipment replacement and repairs to Well 5; and, WHEREAS, the total cost of the repairs is $92,017.53. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS THAT: Section 1. Recitals Incorporated The recitals above are incorporated herein as if set forth in full for all purposes. Section 2. Authorization of Payment and Funding. That the City Manager is hereby authorized to make payment to THI Water Well, LLC in an amount not to exceed $92,017.53 for emergency equipment and labor required for the repair of Well 5 in the City of Anna, Texas. That funding for the payment shall come from the Public Works Department Utility Fund annual line item, "Maintenance &Repair —Pumps, Wells, &Motors." The motor ran hot burning the oil in the motor and causing the upper thrust plate In the motor to seize up. We replaced the pump, motor, seal and motor leads. We had to add an adapter for the pump discharge, then we landed the well and checked rotation. The motor on well 1 began running h(gher amps than normal on Monday. By Tuesday, we could not get the well to start. THI was called in to troubleshoot to see if they could find the problem. The motor did not check out, so I had THI send me a quote to replace the motor. Well 5 started failing last night. We could not get the well to move any water. THI came out to troubleshoot. The motor is checking out fine and should be moving water as long as the pump is running as it is supposed to. THI's opinion is that the pump has given out. This pump is approximately 3 years old based on our records. The motor was replaced in 2018 and 2019, but the pump has not been changed since I began working here. Right now, we are still experiencing high demand on the system. Luckily, Melissa is not seeing the same demand and they are using less GTUA water. We have increased our GTUA feed a the Sherly PS to 550 gpm to allow the Sherley PS to remain on-line. In order to keep the Sherley PS running, our staff will have to monitor the SCADA at all hours to make sure the tank is not overflowing with the smaller HS pump running or emptying with the bigger pump running, With demand, the bigger pump is running approximately 18 hrs/day. With the reduced flow, I will not be able to run that pump as much which will take its toll on the elevated storage tanks. This will create a domino effect of maneuvering pumps which will require more attention to the SCADA than normal. I would like to get a PO for each replacement as an emergency purchase. Without these wells, we will be continuing to use just less than 1 MGD from GTUA which will cost us an additional $1,750 per day that we are using the additional supply. If we were to go out for quotes, not only would we be monitoring the system 24 hours/day to ensure we are maneuvering pumps to ensure the system is maintaining level, at 1 month of GTUA flow at that rate, the cost is an additional $54,000. 1 use a month because if we go out for quotes, by time equipment can be purchased, mobilized and Installed, we will beat about 34 weeks. If 1 can get a PO for THI, I can have the pump and motor for both wells hereby next week. The cost of both repairs is $49,754,10. If you have any questions, please let me know.
