THE CITY OF Tuesday, February 9, 2021 @ 6:30 PM

The City Council of the City of Anna met at 6:30 PM, on February 93 20213 at the
Anna ISD Board Room, located at 201 E. 7th Street, to consider the following items.
1. Call to Order, Roll Call and Establishment of Quorum.
Mayor Pike called the meeting to order at 6:30 PM.
All Council Members were present.
2. Invocation and Pledge of Allegiance.
Mayor Pike led the Invocation and Pledge of Allegiance.
3. Neighbor Comments.
The following Neighbors were displeased and spoke with regards to the
Diversity and Inclusion Advisory Commission's newsletter:
Angel Krone
Louis Musmeci
Sinisa Slavnic
Judith Waldrop
Julie Coleman
Gina Ottavio
Andrew Michrina spoke with regard to the proposed Bond Program.
Kelly Patterson - Herndon's comments were read into the record:
"My name is Kelly Patterson -Herndon and I live in the Northpoirite Crossing
Community. I would like to speak on consent item 6b in regards to the EMS
Contract. Looking at Exhibit A, I have a few questions. Why is the annual
cost for Anna $122,140.14 and Princeton is $117,910.78? Princeton is
roughly 10 miles bigger. The population total for Princeton is 18,072 with a
percentage of 16.70% but Anna is 15,980 at 17.30%? And lastly, why is the
county cost so different? The county pays $16,354.11 for Anna and
$38,714.26 for Princeton. That's a difference of $22,360.15. Melissa has an

annual cost of $93,461.95 and the county cost is $21,779.48 and Melissa's
population total is even less than Anna's. Are these numbers accurate and
where were they taken from? And WHY are we paying so much more and
getting less contribution from the county?"
Tom Plunkett comments were read into the record:
"1. Thank you to the staff and council members who met with me for several
hours Since December on this Bond.
2. I am for the discussion with bond to include the library, meeting space,
roads, and fire station. Yet the fire station and roads I was told by the city
was about $10 million. Per your last discussion the library is $22 million
Based on talking to other cities for the space you have requested and to
complete everything inside I was informed $22 million was too high.
3. The 3rd prop was originally the sports complex until a for profit made it
known they are building a multiple million dollar complex the city then turned
to parks and rec. I feel they should of just dropped this all together. I think
this project can wait so tax rate will not be raised.
Overall, the original plan was $28 to $30 million would not raise the rate.
Now its $58 million. By the council approving this and putting it on the ballot
would tell the citizens you are ok with raising the tax rate when the city has
not raised the rate for years in a hard -financial time.
As for the survey I spoke to over 50 people and they did not know anything
about a survey, plus they did not know the rate would go up. I encourage
you really let the citizens know the rate will go if all 3 items are approved let
them know in their water bill.
Furthermore, based on $58 million is about $115 per person fora $250k
home.
Per the Collin County elections office you have until Feb 22nd to change the
wording for the bond after you meet the Feb 12th deadline to say you want a
bond.
I request consideration for $30 million worth of items, no increase of the rate.
Then in a few years ask for more. Overall there has been a few thousand
people lose their jobs in Anna, hundreds are delinquent in their HOA dues,
and after a bad year financially Anna citizens are hurting.
Putting all of this on the bond to see what the citizens will approve is not the
right course of action in my opinion. neither is raising the tax rate or putting it
on a bond when we all know bonds get approved most of the time by
citizens."

4. Work Session.
a. Director of Public Works discussed creating a Street Naming 1-011cy for the City
of Anna. Currently street names in the City are determined at the time of
platting for new developments. The City does not have an official policy as it
pertains to changing street names or creating new street names to honor an
impactful member of the community. This item provided an opportunity for the
City Council to review policy options and provide staff feedback on the subject
prior to the preparation of a formal policy.
5. Reports.
a. The Director of Public Works provided an update on the Municipal Complex
Construction Project. (Director of Public Works Greg Peters, P.E.)
The City of Anna is constructing a new municipal complex at the northeast
corner of Powell Parkway (State Highway 5) and 7th Street in the downtown
area. Site construction began in late 2019 and has progressed to the
construction of the buildings themselves.
6. Consent Items.
Consent Items 6. b., c., and I. were removed for individual action.
MOTION: Council Member Miller moved to approve Consent Items a., d.
- K. and m. Council Member Toten seconded. Motion carried 7-0.
a. Approve City Council meeting minutes for January 26, 2021. (City Secretary
Carrie Land)
b. Approve a Resolution approving the annual AMR ambulance transport
Interlocal Agreement with Collin County (Chief Ray Isom)
This item is the annual renewal related to the Interlocal Agreement for
ambulance transport services through Collin County. This agreement utilizes
American Medical Response (AMR) as the service provider and is vital to the
basic functionality of the fire department.
Collin County offers ambulance transport services to communities in the
County that have not yet developed fire -based transport services. This is a
cost -share agreement providing ambulances and EMS personnel that has
existed for a significant period of time. These services will continue
throughout this agreement period. The Fire Department must continue
obtaining these services from the County until such time as the proper
facilities, equipment, and personnel can be budgeted for and purchased. This
agreement remains in effect through October 31, 2021.

FINANCIAL IMPACT: The annual cost of the ILA is $122, 140.14
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING
AMENDMENT TWO (2) TO AN INTERLOCAL AGREEMENT WITH COLLIN
COUNTY FOR THE PROVISION OF AMBULANCE SERVICE
MOTION: Council Member Miller moved to approve. Council Member
Atchley seconded. Motion carried 7"0.
c. Approve a Resolution approving a service contract for EMS transport billing
(Chief Ray Isom).
Emergicon is the fire department's preferred service provider for
ambulance billing purposes. This contract is a required step in the process
of placing Anna Fire Department's new ambulance into service. A cost
recovery system must be in place before EMS transports can be
conducted. This also establishes a billing system that is scalable and
enables potential further EMS operations and expansion.
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING AND
AUTHORIZING A SERVICE AGREEMENT FOR BILLING PURPOSES
RELATED TO THE RECENT CARES ACT AMBULANCE VEHICLE
(MEDIC UNIT).
MOTION: Council Member Toten moved to approve. Council Member
Ussery seconded. Motion carried 7-0.
d. Approve a Resolution authorizing the City Manager to sign an Interlocal
Agreement with the North Central Texas Council of Governments
(NCTCOG) to participate in the NCTCOG SHARE program for cooperative
purchasing of goods and services. (Finance Director Alan Guard)
The SHARE program is the direct outcome of local governments partnering
together to identify common needs in the North Texas area and developing
solutions through collaboration and cooperative purchasing programs.
SHARE ILAs are fairly simple participation agreements that allow public
sector entities to access and leverage SHARE/NCTCOG cooperative
contracts, pursuant to Chapter 791 of the Texas Local Government Code.
There is absolutely no cost associated with membership. Once executed
there is no need to renew or execute a new agreement when utilizing any
NCTCOG vendor contracts.
Participating organizations can have confidence that when purchasing
through SHARE, all procurement processes follow legal guidelines and are
administered consistently. This provides the City another avenue to
streamline its bidding process.

f. Approve a Resolution regarding the Golden Estates, Block A, Lot 1,
development plat. (Director of Development Services Ross Altobelli)
David Surdukan, Surdukan Surveying, has submitted an application for
approval of a development plat for Golden Estates, Block A, Lot 1. Nine
accessory buildings on one lot on 40± acres located on the north side of CR
1771 3,781± feet west of FM 3356. Located within the extraterritorial
jurisdiction (ETJ).
The Planning &Zoning Commission recommended for approval subject to
any new development adhering to the Collin County Floodplain Management
Regulations.
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING GOLDEN
ESTATES BLOCK A, LOT 1, DEVELOPMENT PLAT
g. Approve a Resolution regarding the Ornelas Place, Block A, Lot 1,
development plat. (Director of Development Services Ross Altobelli)
David Surdukan, Surdukan Surveying, has submitted an application for
approval of a development plat for Ornelas Place, Block A, Lot 1. One single-
family dwelling, detached and three accessory buildings on one lot on 1.0±
acre located on the south side of CR 424, 971± feet east of County Road
426.Located within the extraterritorial jurisdiction (ETJ).
The Planning and Zoning Commission recommended approval.
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING ORNELAS
PLACE BLOCK A, LOT 15 DEVELOPMENT PLAT
h. Approve a Resolution regarding the Anna 455 Addition, Block A, Lot 4, final
plat. (Director of Development Services Ross Altobelli)
Jonathan Kerby, P.E., Kimley-Horn and Associates, Inc., has submitted an
application for approval of a final plat for Anna 455 Addition, Block A, Lot 4.
One commercial lot on 1.3± acres located on the north side of White Street
(F.M. 455)3 877± feet east of Victoria Falls Drive. Zoned PD-709-2015.
The purpose of the final plat is to dedicate easements necessary for the retail
store development.

The Planning and Zoning Commission recommended approval.
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING A FINAL
PLAT OF ANNA 455 ADDITION, BLOCK A, LOT 4.
Approve a Resolution regarding the Anna 455 Addition, Block A, Lot 4, site
plan. (Director of Development Services Ross Altobelli)
The purpose of this site plan is to show the proposed retail store and related
site improvements. The Planning and Zoning Commission recommended
approval with the stipulation that the ADA parking spaces be switched so that
the van space is on the left. The Site Plan has been updated accordingly.
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING A SITE
PLAN OF ANNA 455 ADDITION, BLOCK A, LOT 4.
j. Approve a Resolution regarding the Willow Creek Addition, Phase 1 B, Block
G, Lot 1 R, preliminary replat. (Director of Development Services Ross
Altobelli)
Jonathan Hake, Cross Engineering Consultants, Inc., has submitted an
application for approval of a preliminary replat for Willow Creek Addition,
Phase 1 B, Block G, Lot 1 R. One commercial lot on 2.2± acres located oat
the northeast corner of White Street (F.M. 455) and Willow Creek Drive.
Zoned PD-337-2007.
The purpose for this replat is proposed easements necessary for the
development of the property. The Planning & Zoning Commission
recommended approval.
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING A
PRELIMINARY REPEAT FOR WILLOW CREEK ADDITION, PHASE 1B,
BLOCK G, LOT 1 R.
k. Approve a Resolution regarding the One Anna Two Addition, Block B, Lots 1
& 2, preliminary plat. (Director of Development Services Ross Altobelli)
Anthony Loeffel, Kimley-Horn &Associates, has submitted an application for
approval of a preliminary plat for One Anna Two Addition, Block B, Lots 1 &
2. One multiple -family residential lot on 9.08± acres and one commercial lot
on 4.9± acres located at the southwest corner of U.S. Highway 75 and W
Country Road 370 (Suzie Lane). Zoned: Planned Development-846-2020-
General Commercial (PD-846-2020-C1).
The purpose for the preliminary plat is to propose
and easements necessary for the creation of one
lot and block boundaries
A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING A

PRELIMINARY PLAT FOR ONE ANNA TWO ADDITION, BLOCK B,
LOTS 1 & 2.
I. Approve a Resolution regarding the Anacapri, Phase 1A, 161 2, & 31
preliminary plat. (Director of Development Services Ross Altobelli)
Hayden Moses, Peloton Land Solutions, has submitted an application for
approval of a preliminary plat for Anacapri, Phase 1A, 1 B, 2, & 3. 465 single-
family residential lots,11 common area lots, two commercial lots, two
multiple -family residential lots, and one vacant lot on 161.7± acres located at
the northeast and northwest corners of Hackberry Drive and future Ferguson
Parkway. Zoned Planned Development-887-2020-Mixed Use.
The purpose for the preliminary plat is to propose right-of-way dedication, lot
and block boundaries, and easements necessary for the creation of 465
residential lots, 11 common area lots, two commercial lots, two multiple -
family residential lots, and one vacant lot. The Planning and Zoning
Commission recommended approval.
Item was postponed to after Closed Session.
MOTION: Council Member Miller moved to approve. Council Member
Vollmer seconded. Motion carried 5-2. Carver and Toten opposed.
m. Approve a Resolution of the City of Anna, Texas approving and authorizing
the City Manager to execute an Advance Funding Agreement for Surface
Transportation Block Grant (STBG) program project off -system between the
City of Anna and the Texas Department of Transportation for the Preliminary
Engineering for the reconstruction and widening of Ferguson Parkway from
Elm Street to the Collin County Outer Loop. (Director of Public Works
Greg Peters, P.E.)
This item is for Council to re -affirm and approve the revised Advanced
Funding Agreement with TxDOT for the design of Ferguson Parkway. The
revised agreement does not change the project scope, or the alignment
agreed to by and between the City of Anna and the adjacent landowners
near the Collin County Outer Loop and Ferguson Parkway.
FINANCIAL IMPACT: The agreement identifies $268,120 in funding required
from the City of Anna, $59,807 in funding from TxDOT, and $1,072,481 in
funding from the Federal Government.
In addition, the agreement identifies $3,485 due to TxDOT from the City of
Anna for TxDOT review and management.
The City funding will come from Roadway Impact Fees.

7. Items For Individual Consideration.
a. Consider/Discuss/Action on an Ordinance calling the general election for
May 1 and to approve a contract with Collin County Elections Administration
for election services. (City Secretary Carrie Land)
In accordance with the general laws and Constitution of the State of Texas
and the Charter of the City of Anna, Texas, a City Council election is to be
held on the first Saturday in May.
The ordinance presented is to order such election and to approve a contract
with Collin County Elections Administration.
FINANCIAL IMPACT: Collin County Elections Administrator has estimated
the cost for the election to be $3,920.41.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ANNA,
TEXAS, ORDERING A GENERAL ELECTION TO BE HELD ON MAY 1,
2021 FOR THE PURPOSE OF ELECTING A MAYOR AND ONE (1) CITY
COUNCIL MEMBER; DESIGNATING POLLING PLACES; ORDERING
NOTICES OF ELECTION TO BE GIVEN; ADOPTING A VOTING SYSTEM;
AUTHORIZING EXECUTION OF JOINT ELECTION CONTRACTS;
PROVIDING SAVINGS, SEVERABILITY, AND REPEALING CLAUSES;
AND PROVIDING AN EFFECTIVE DATE.
MOTION: Mayor Pike moved to approve. Council Member Toten
seconded. Motion carried M.
b. Consider/Discuss/Action on an Ordinance calling a bond election for May 1.
(Economic Development Manager Taylor Lough)
Council to consider adopting an ordinance calling a bond election to be held
within the City of Anna on May 1, 2021.
ORDINANCE CALLING A BOND ELECTION
MOTION: Mayor Pike moved to approve. Council Member Atchley
seconded. Motion carried 7-0.
8. Closed Session (Exceptions).
Under Tex. Gov'T Code Chapter 551, The City Council May Enter Into Closed
Session To Discuss Any Items Listed Or Referenced On This Agenda Under The
Following Exceptions:
a. Consult with legal counsel regarding pending or contemplated litigation
and/or on matters in which the duty of the attorney to the governmental body
under the Texas Disciplinary Rules of Professional Conduct of the State Bar
of Texas clearly conflicts with Chapter 551 of the Government Code (Tex.
Gov't Code §551.071). Charter provisions; personnel policies; Council
procedures; staff procedures; City ordinances; City contracts; public facilities
and related legal matters.
b. Discuss or deliberate the purchase, exchange, lease, or value of real
property (Tex. Gov't Code §551.072).
c. Discuss or deliberate Economic Development Negotiations: (1) To discuss or
deliberate regarding commercial or financial information that the City has
received from a business prospect that the City seeks to have locate, stay, or
expand in or near the territory of the City of Anna and with which the City is
conducting economic development negotiations; or (2) To deliberate the offer
of a financial or other incentive to a business prospect described by
subdivision (1). (Tex. Gov't Code §551.087). Proposed developments.
d. Discuss or deliberate personnel matters (Tex. Gov't Code §551.074).
MOTION: Council Member Miller moved to enter closed session.
Council Member Carver seconded. Motion carried 7-0.
Mayor Pike recessed the meeting at 8:02 PM.
Mayor Pike reconvened the meeting at 10:24 PM.
Council returned to Consent Item 6.1. for consideration.
The Council further reserves the right to enter into executive session at any time
throughout any duly noticed meeting under any applicable exception to the Open
Meetings Act,

My name is Julie Coleman. I have been a resident of Anna since 2008. This evening
I would like to address the council and Mayor Pike over the Diversity Chair Dyanne
Lockridge's newsletter that recently went out to some Anna residents.
Quite frankly I was appalled that a politically driven newsletter was released and
declared as the "official" newsletter of the "City of Anna" diversity and inclusion
advisory commission. Politically driven agendas and opinions should not be used as
a Trogon Horse in the guise of (and I quote Ms. Lockridge) "programs and projects
that will serve to provide dialogue and citizen opportunities to share in our needed
healing" Clearly 20/20 was used as a propaganda machine and many formed
opinions. 74,000,000 plus Americans agreed and voted for President Trump -
including many Anna residents.
According to the New York Post 36% of Latino men and 32% of Latino women voted
for Trump. He also received 31 % of Asian Americans and historic levels of black support
not seen since 1960. But in this culture of "canceling out" Ms. Lockridge did just that to
many Americans alike by calling them "domestic terrorist" and using phrases like "hate
filled insurrection" "death and desecration in the halls of the United States capital." No
mention of ANTIFA who were at the capital and proven by video evidence, eyewitness
testimony, and the FBI. No mention of the destruction and lives lost by BLM groups this
past summer because that would be divisive and go against her political agenda. She
chose to bring politics into a community focused group that resulted in fueling divide
based on ism's while completely Ignoring the fact that we are all of one race (the human
race) made up of different ethnic groups.
Definition of ism: a distinctive practice, system, or philosophy, typically a political ideology
or an artistic movement.
As long isms continue to be the forefront of political ideology then we will never unite as
mankind. The chair of The City of Anna diversity and inclusion advisory commission
should be the first to recognize this but instead decided to make this political and attach
YOUR names as elective officials to it. I am requesting the resignation of Ms. Dyanne
Lockridge and an inquiry into the "City of Anna" diversity and inclusion advisory
commission. Including, answers to what value does this commission bring to our
city? What guidelines are in place to drive unity? What is the mission statement of
this commission? What gives this commission the right to assume anything about
any ethnic groups core value and beliefs involving ism's? Thank you for your time.

My name is Kelly Patterson -Herndon and I live.in the Northpointe Crossing Community. I would like to
speak on consent item 6b in re ards fo th�EMS Contract. Looking at Exhibit A, I have a few questions. Why
is the annual cost for Ann $122,140.14 nd P�;1cetsn is $117,910.78? Princeton is roughly 10 miles
bigger. The population total or rinceton �18,077 ith a percentage of 16.70% but Anna is 15,980 at
17.30%? And lastly, why is the county cos 400 different?_The county pays $16,354.11 for Anna and
$38,714,26 for Princeton. That's a difference $22,360 1.5. Melissa has an annual cost of $93,461,95 and
the county cost is $21,779,48 and Melissa's popu ation total is even less than Anna's. Are these numbers
accurate and where were they taken from? And WHY are we paying so much more and getting less
contribution from the county?

Some points
yet I would like to address the bond you plan on putting on the ballot
1. Thank you to the staff and council members who met with me for several hours Since December on this Bond.
2.. I am for the discussion with bond to include the library, meeting space, roads, and fire station.. Yet the fire station
and roads I was told by the city was about $10 million. Per your last discussion the library is $22 million Based on talking
to other cities for the space you have requested and to complete everything inside I was informed $22 million was too
high..
3. The 3rd prop was orginally the sports complex until a For profit made it known they are building a multiple million
dollar complex the city then turned to parks and rec.. I feel they should of just dropped this all together. I think this
project can wait so tax rate will not be raised.
Overall the original plan was $28 to $30 million would not raise the rate. Now its $58 million. By the council approving
this and putting it on the ballot would tell the citizens you are ok with raising the tax rate when the city has not raised
the rate for years in a hard financial time.
As for the survey I spoke to over 50 people and they did not know anything about a survey, plus they did not know the
rate would go up. I encourage you really let the citizens know the rate will go if all 3 items are approved let them know
in their water bill.
Furthermore, based on $58 million is about $115 per person fora $250k home.
Per the Collin County elections office you have until Feb 22nd to change the wording for the bond after you meet the Feb 12th deadline to say you want a bond. .
I request consideration for $30 million worth of items, no increase of the rate. Then in a few years ask for more. Overall there has been a few thousand people loose their jobs in Anna, hundreds are deliquent in their HOA dues, and after a
bad year financially Anna citizens are hurting..
Putting all of this on the bond to see what the citizens will approve is not the right course of action in my opinion.. neither is raising the tax rate or putting it on a bond when we all know bonds get approved most of the time by citizens..
