A RESOLUTION OF THE CITY OF ANNA, AUTHORIZING THE PLACEMENT OF A STATUE OF COLLIN MCKINNEY IN SHERLEY HERITAGE PARK, WHEREAS, I Collin McKinney was one of five delegates from the Red River Colony to the Convention of 1836, which called for Texas to declare its independence from Mexico. WHEREAS, Collin McKinney was one of five appointed to draft the Texas Declaration of Independence, and at age 70, was the oldest to sign it.; and WHEREAS, Collin McKinney became a member of the committee that drafted the Constitution of the Republic of Texas and also served as a delegate from Red River District and County, Texas, to the First, Second, and Fourth Congresses of the Republic of Texas; and WHEREAS, Collin McKinney is credited with suggesting to the Texas Legislature that, as new counties were later created in North and West Texas, the boundaries should be about 30 miles square. This would allow a rider to travel to the county seat, conduct necessary business, and return home, all in one day; and WHEREAS, Since Collin McKinney was prominent in making Texas what it is today, a Great State; and WHEREAS, Since Collin McKinney was a prominent resident of what is now called Anna that it is fitting that he be remembered by erecting a statue in his honor. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT: Section 1. Recitals Incorporated. The recitals above are incorporated herein as if set forth in full for all purposes. Section 2. Approval of the Placement of a statue in Sherley Heritage Park. The City Council hereby approves the placement of a statue commemorating Collin McKinney in Sherley Heritage Park.
