WHEREAS, in order to provide for the orderly development of land within the Anna city limits and extraterritorial jurisdiction, the City Council of the City of Anna, Texas (the "City Council") has adopted Article 9.02 ("Subdivision Regulations") and Article 9.04 ("Zoning Ordinance") of the Anna City Code of Ordinances; and WHEREAS, Julio Medina, has submitted an application for approval of a Final Plat of Medina's Addition, Block A, Lots 1 & 2; WHEREAS, The Final Plat of Medina's Addition, Block A, Lots 1 & 2 conforms to the existing zoning; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT: Section 1. Recitals Incorporated The recitals above are incorporated herein as if set forth in full for all purposes. Section 2. Approval of Final Plat The City Council hereby approves the final plat of Medina's Addition, Block A, Lots 1 & 2 hereto as Exhibit A. REMARKS: The Agricultural Zoning District is intended to apply to land situated on the fringe of an urban area, used for agricultural purposes, and which may become an urban area in the future. Therefore, the agricultural activities conducted in the Agricultural District should not be detrimental to urban land uses; intensity of use permitted in this district is intended to encourage and protect agricultural uses until urbanization is warranted and the appropriate change in district classification is made. The SF-E district is established to allow for larger lots with one family dwelling structures per lot. This district is intended to provide for residential lands to accommodate more rural settings and accessory yard uses. These lots should be generally located in groups, blocks, or areas where the accessory uses of the land do not either materially or in an obnoxious manner influence neighboring properties. Densities in this district will not usually exceed one unit per gross acre. The SF-84 Single -Family Residential District is designed to accommodate single-family residential development on relatively ample lots. The district can be appropriately located in proximity to agricultural and single-family residential uses. The applicant is requesting to rezone the property due to the existing zoning (AG P. -CZ P. requiring a minimum of 43,560 square feet (1 acre) per lot. The requested zoning is 3F-84 which requires a minimum of 8,400 square feet (0.19 acre). Goal 3: Sustainable Anna Community Through Planned Managed Growth a. Manage residential growth. b. Have buildings and homes complying with City codes and development regulations. Future Land Use Plan —The Future Land Use Plan designates this property as single-family (yellow). Residential: Land on which there exists one or more dwelling units, including accessory buildings; the primary use being for sheltering individuals, families, or groups of persons. Single-family includes those permanent structures, which were originally designed to provide housing for one family unit. The current zoning of AG Agricultural — and SF-E Single -Family Residential — -- --- Large Lot both require a minimum of 43,560 square feet (1 acre) for each lot. The next largest lot size adopted in the Zoning Ordinance is SF-84 Single -Family Residential, which requires a minimum of 8,400 square feet (0.19 acre). At this time, the applicant is wanting to split the property into two lots: 0.6L acre and 2.4± acre. For these reasons, staff believes that SF-84 zoning is appropriate for the subject property. SUMMARY: The applicant is requesting to rezone the property in order to divide the tract and create a parcel less than 1 acre. The request is in conformance with elements of the Future .and Use Plan and City of Anna Strategic Plan. RECOMMENDATION: Recommended for approval as submitted.
