ANNA PARK BOARD
REGULAR MEETING
Monday, March 21, 2011
The Park Board of the City of Anna held a regular meeting on Monday, March 21, 2011, at 7:00
p.m. in the Community Room of the Anna City Hall Administration Building, located at 111 North
Powell Parkway (Hwy 5), to consider the following items.
1. Call to order at 7:09 pm and establishment of quorum. Park Board members present were
Jon Hendrix, Erin Coger and Rachel Lyon and Michael Watkins. Maurice Schwanke was
also present.
2. Facilities Use Agreement
We need to take care of the grass. There should be a $50 fee per game. We also need
to be consistent with each league about sexual offenders. Two weeks is long enough for
a non payment, if not cured within 15 days all access will be suspended. We want to
tighten up the language about maintenance.
Rachel motioned to accept the agreement with changes. Michael seconded. Motion
carried.
3. Softball League
There is lots of concern about umpiring such as level of knowledge and consistency of
the game. We are considering using a company who provides all umpires, scoring, etc.
We believe the price per game for two umpires is $37.00.
There will be a lot fewer games this year. There will be six teams per division with two
divisions, two men's and two co-eds.
We will figure out maintenance costs for 60 games and see if we can add umpire costs
and still make money.
There was concern over rules of the game. The rules were submitted and accepted. If
the rules were not written they should refer to ASA rules. There was a committee to
interpret the rules (Maurice and Erin). Then it was possible to send it to a protest
committee. But we want to clarify how to protest a game.
We believe make up games should be on Saturday and that we shouldn't have too many
teams for one league
4. Concession Stand — We reviewed the agreement the city of Melissa uses.
We believe that at any point the city should only be responsible for structural damage.
The equipment needs to be left like it was found or repaired or replaced. If another
organization damages the property the organization who signed the contract will be
responsible.
We want to do more research on insurance.
We need to consider whether we want each concession stand to be run by different
organizations or not.
5. Parks
The boy scouts are finished with the gazebo
We need to think about having a community garden this year
We need to do something about the scrubs that have not been planted at the ball park
6. Minutes
Erin motioned to accept the minutes of February 17, 2011. Michael made a motion to
second. The motion carried.
7. Adjourn — Erin made a motion to adjourn. Michael seconded. Motion carried. Meeting
adjourned at 8:40 pm.
