RESOLUTION NO. 14-2003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANNA. COLLIN COUNTY, TEXAS,
OPPOSING ARTICLE 5 OF HOUSE BILL 1606
WHEREAS, persons serving the City of Anna as elected or appointed officers on boards and
commissions are unpaid volunteers; and
WHEREAS, persons serving the City of Anna as elected or appointed officers on boards and
commissions spend significant amounts of time and effort in service to the community, often at personal
financial sacrifice; and
WHEREAS, because of the financial and personal sacrifices involved in public service it is often difficult to
recruit qualified candidates for service on elected and appointed boards and commissions of the city, and
WHEREAS, Article 5 of H.B. 1606 appears to place extremely onerous and intrusive financial reporting
requirements on city officials that will undoubtedly cause many persons who are currently serving as
mayors, council members, city attorneys, and city managers and administrators to resign from those
positions and similarly will cause potential candidates for these positions to withdraw from consideration
for service; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS, THAT THE PASSAGE
OF SECTION 5 OF HOUSE BILL 1606 WILL PLACE ONEROUS, INTRUSIVE, AND UNNECESSARY
REQUIREMENTS ON CURRENT AND POTENTIAL CITY OFFICERS AND SERIOUSLY ADVERSELY
AFFECT THE ABILITY OF MUNICIPALITIES TO RETAIN AND RECRUIT QUALIFIED PERSONS TO
SERVE THE CITIES AND TOWNS OF THIS STATE AND THEREFORE THE CITY COUNCIL OF THE
CITY OPPOSES THE PASSAGE OF SECTION 5 OF H.B. 1606.
DULY RESOLVED by the City Council of the City of Anna, Texas, on the 22nd day of April, 2003.
