RESOLUTION NO. 2005-02-01
A RESOLUTION AUTHORIZING THE APPLICATION BY THE CITY OF ANNA, TEXAS
FOR MEMBERSHIP IN THE TEXAS BUILDING AND PROCUREMENT COMMISSION
COOPERATIVE PURCHASING PROGRAM.
Findings of the City Council of the City of Anna, Texas:
1. The Texas Building and Procurement Commission (TBPC) is authorized to
provide purchasing services for local governments under TITLE 8. SUBTITLE C.
Chapter 271, Subchapter D. §§ 271.082 and 271.083 of the Texas Local Government
Code;
2. The City of Anna, Texas, is a unit of local government and defined as an
entity qualified to participate in the TBPC Cooperative Purchasing Program under §
271.081 of the Local Government Code; and
3. In accordance with the requirements of § 113.85(a) of the TBPC
Administrative Rules, the Agents of Record include the person serving, at any given
time, as the Mayor of the City of Anna, Texas, or the person serving, at any given time,
as the City Administrator or City Manager of the City of Anna, Texas. Those Agents of
Record are authorized to execute any and all documentation for the City of Anna, Texas
pertaining to its participation in the TBPC Cooperative Purchasing Program; and
4. The City of Anna, Texas acknowledges its obligation to pay participation
fees established by the TBPC.
NOW, THEREFORE, BE IT RESOLVED, that request be made to the TBPC to approve
the City of Anna, Texas for participation in the TBPC Cooperative Purchasing Program.
ADOPTED by the City Council of the City of Anna, Texas, by the following vote on February 22,
2005.

What is the Texas Building and Procurement Commission Cooperative Purchasing Program?
Created by legislation in 1979. the Texas Building and Procurement Commission Cooperative Purchasing
Program (TBPC Co-Op) offers members a unique opportunity to purchase goods and services from state
contracts, TXMAS and the Catalog Purchasing Program.
Who can join? Sections 271.081-271.083 Local Govemment Code, V. T. C. A., Section
2155.202 and 2175.001(1) ofthe Texas Govemment Code, Title 10, Subtitle D, provide the
legal authority for the following entities to participate in TBPC Co-Op:
Local governments
MHMR community centers
Assistance organizations
Why should you use TBPC term contracts? All TBPC term contracts have been
competitively bid, saving you valuable time. To use state term contracts all you need to do is
send the TBPC Co-Op a requisition for the items you need. We will generate a state purchase
order on your behalf, forwarding a copy to your entity and to the vendor. The vendor will then
ship the merchandise and invoice your entity directly. A few of the items available on state term
contract are:
Police Equipment Road and highway equipment
Tires Procurement Card services
Appliances Office supplies
Office machines including copiers Vehicles
Pharmaceuticals Delivery services
In addition to term contracts, membership in the TBPC Co-Op entitles you to use the following purchasing
tools:
Catalog Purchasing ProgramiCISV
Texas Multiple Award Schedules (TXMAS)
TBPC Co-Op Clearinghouse
State Travel Management Program (only to specific entities, see reverse)

ON THE INTERNET
Accessing TBPC on the Internet:
1. Enter the TBPC web address: www.tbpc.state.tx.us
2. Under Popular Resources select Cooperative Purchasing
3. You have many options at this point. The areas used most often are:
CMBL Search: This feature enables you to access the state Centralized Master
Bidders List to create a bid list by product/service code. You may narrow the search
by entering a county, city or zip code. This is a vendor list only. You should use this
only as a vendor resource. You will need to use your local bid requirements to
purchase from these vendors.
CISV Main Page: This takes you to the Catalog Purchasing page. The page
includes the Catalog Purchasing Procedures and CISV vendors by name in addition
to other helpful catalog purchasing information.
rBPC Term Contracts: This is a complete numeric listing of all of the current TBPC
term contracts. To access the contract, click on the contract number. The General
Contract Information is listed first, followed by contract line items, prices and
awarded vendors.
TBPC Co-Op Clearinghouse: The Clearinghouse contains Open Market purchase
orders that have been competitively bid for state agencies and extended for Co-Op
member use. In addition, the Clearinghouse is a resource for contracts and
purchase orders awarded by other TBPC Co-Op members that have been extended
for use by active TBPC Co-Op members.
TXMAS Information: This is a complete listing of the Texas Multiple Award
Schedules (TXMAS). TXMAS can be used if you can not find the items you need on
the TBPC term contracts.
State Travel Management Program: Texas Government Code, Title 10, Sections
2171.001-2171.055 extend the state travel management contracts to certain
members of the TBPC Co-Op program. Eligible entities include Municipalities,
Counties, School Districts and Public Junior and Community Colleges.
