A RESOLUTION OF THE CITY OF ANNA, TEXAS APPROVING AND AUTHORIZING
THE CITY MANAGER TO SEND A LETTER OF SUPPORT FROM THE CITY COUNCIL
OF THE CITY OF ANNA, TEXAS TO THE TEXAS COMMISSION ON ENVIRONMENTAL
QUALITY FOR THE HURRICANE CREEK REGIONAL WASTEWATER TREATMENT
PLAN, TPDES PROPOSED PERMIT NO, WQ0016043001, AS SHOWN IN EXHIBIT "A"
ATTACHED HERETO, AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Anna intends to construct a new regional wastewater treatment facility
in the southwest portion of the City of Anna, and;
WHEREAS, the proposed Hurricane Creek Regional Wastewater Treatment Plant will provide
sanitary sewer treatment for the City of Anna, City of Van Alstyne, and City of Weston, including
their respective areas shown in their Certificate of Convenience and Necessity for retail sewer
utility service as designated by the Public Utility Commission of Texas, and;
WHEREAS, the City of Anna submitted a request for a discharge permit to TCEQ for the
proposed facility in 2021, and;
WHEREAS, the City Council finds that the Hurricane Creek Regional Wastewater Treatment
Plant is essential to the future growth and prosperity of the City of Anna, Texas, and;
WHEREAS, the City Council finds that the Hurricane Creek Regional Wastewater Treatment
Plant is in the best interest of the health, safety, and welfare of all Anna Neighbors, and;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS, THAT:
Section 1. Recitals Incorporated.
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization.
The City Council hereby agrees to sign and authorizes the City Manager to issue the letter as
shown in Exhibit "A" attached hereto.

As you are aware, the City of Anna submitted a request to TCEQ for a TPES Discharge Permit in
the Fall of 2021. This requested permit (TPDES Proposed Permit No. W40016043001) is for the
Hurricane Creek Regional Wastewater Treatment Plant which the City of Anna seeks to
construct in the near future.
The City of Anna is partnering with the City of Van Alstyne and the City of Weston to develop a
regional wastewater solution for our area. We have seen many new developments in and
around our communities, including many potential Municipal Utility Districts, which require
small individual wastewater treatment facilities. Collectively, we feel that it makes far more
sense to provide a regional solution instead of having many small treatment facilities which will
be more difficult to monitor, maintain, and ensure TCEQ compliance. Our goal is to provide a
regional solution which can be utilized by development inside and outside of our community,
including MUD's which develop in our region. We are seeking to ensure that we provide a
solution which is safe, effective, and meets the highest standards of TCEQ.
The Hurricane Creek Regional Wastewater Plant is essential to the future growth and prosperity
of our region, as there is not an existing downstream facility within a reasonable distance which
can convey the anticipated sewer flows which are predicted by Anna, Van Alstyne, and Weston
to an existing sewer treatment facility. Without a regional solution, all three communities will
be forced to stop growth and development west of US 75. All three communities have active
development projects, including more than 5,000 residential lots and multiple commercial
projects which require this facility to be in place. In addition, there exists thousands of acres of
raw land which is likely to be master planned and developed in the next 5-7 years, doubling the
population of the Anna, Van Alstyne, and Weston communities.
We respectfully request for you and your staff to take all of the regional needs into account as
you review and consider our permit application. Our staff stand ready to assist and provide
additional information or address any concerns which may arise during the technical review.
