RESOLUTION NO. 2006-05-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANNA. COLLIN COUNTY,
TEXAS, DESIGNATING THE LOCALLY PREFERRED ROUTE FOR THE PROPOSED
COLLIN COUNTY OUTER LOOP BETWEEN U. S. HIGHWAY 75 AND STATE HIGHWAY 121
AND AUTHORIZING EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN COLLIN
COUNTY, THE CITY OF MELISSA, AND THE CITY OF ANNA RELATING TO THE
DESIGNATION AND PROTECTION OF THE RIGHT -0F -WAY OF THE PROPOSED LOOP
WHEREAS, the population in Collin County increased by 88 percent from 1980 to 1990
and increased by 88 percent from 1990 to 2000, and
WHEREAS, the population in Collin County is expected to continue to grow by
approximately 86 percent from 2000 to 2025, and
WHEREAS, increased mobility for people and goods is of priority concem to public
officials at all levels of government, and
WHEREAS, good future mobility for the citizens of Collin County and the Cities of Anna
and Melissa is dependent upon expansion and upgrading of the arterial street network, and
WHEREAS, a preferred local route has been selected for the proposed Collin County
Outer Loop between U. S. Highway 75 and State Highway 121; and
WHEREAS, Collin County and the Cities of Anna and Melissa have agreed to take all
actions permitted by law to preserve and protect the alignment and proposed right-of-way of the
proposed Collin County Outer Loop between U. S. Highway 75 and State Highway 121;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS:
That the City Council hereby authorizes the execution of the Outer Loop 75-121
Thoroughfare Plan Agreement, attached hereto, and all other documents necessary to
implement the Agreement between Collin County, the City of Melissa, and the City of Anna.
DULY RESOLVED by the City Council of the City of Anna, Texas, on the 23rd day of
May, 2006.
