HomeMy WebLinkAboutRes 2006-07-05 Establishing Procedures for Conduct of Council MeetingsCITY OF ANNA, TEXAS RESOLUTION NO. 2006-07-05 A RESOLUTION OF THE CITY OF ANNA, TEXAS, ESTABLISHING PROCEDURES FOR CONDUCT OF COUNCIL MEETINGS AND ESTABLISHING PROCEDURES FOR PLACING ITEMS ON AGENDAS OF COUNCIL MEETINGS. WHEREAS, the City Council has determined that the efficient and effective conduct of council meetings would be enhanced through more clearly defined policies for conduct of meetings; and WHEREAS, the City Council has determined that the process for consideration of suggestions by council members for future agenda items should be clarified and better defined; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ANNA, TEXAS, THAT: Section 1. Presentations to Council a. Regular city council meeting agendas will include a "Public Comment' item. Under this item members of the audience at the council meeting are permitted to address any topic relating to City business operations. The following procedures will be followed: • The speaker will state his/her name and address for the record • Remarks will be limited to three (3) minutes • The speaker may address the council only one time • The council will not respond to questions or comments by the speaker, except a council member may respond by making: (t) a statement of specific factual information given in response to an inquiry, (2) a recitation of existing policy in response to an inquiry; or (3) a motion that the item be placed on an agenda for a specified future council meeting. b. Public hearings will be conducted as follows: • The pets ioner/applicant, if any, will be offered an opportunity to discuss the petitioniappiication prior to other public comment • The petitioner/applicant will state his/her name and address for the record • The petitioner/applicant will be limited to three (3) minutes to discuss the item • The staff member who worked on the public hearing agenda item will be given up to five (5) minutes to discuss staff comments and recommendations • A person wishing to speak during the public hearing will state his/her name for the record • A person wishing to speak during the public hearing will be limited to three (3) minutes to discuss the item • A person may speak only one time on a public hearing item • The pefaioner/applicant, if any, will be offered an opportunity to respond to comments/questions but will be limited to not more than three (3) minutes c. If an agenda item does not include a public hearing, It is the discretion of the presiding officer to allow public comment. If public comment is permitted, the procedures outlined in paragraph a of this section will pertain. d. The presiding officer may change the time allowed to individuals to speak regarding an Rem on the agenda. However, in order to provide for efficient, effective, and orderly conduct of meetings, such changes will be allowed only under unusual conditions. Section 2. Agendas of Meetings a. Under the City Charter of the City of Anna the City Manager sets the agenda for meetings of the city council (Section 4.01(f)(5)]. b. An 'Agenda Item Request Form' will be made available to persons requesting that items be placed on a council agenda. The Agenda Item Request Form must be presented to the City Secretary not less than five work days prior to the city council meeting at which the item is to be considered. If the City Manager does not agree to place an item on the agenda under the above- described procedure, a council member may request that the item be placed on a future meeting agenda. Said request must be made in the forth of a motion made durkV an open session of a city council meefirg.
