The City Council of the City of Anna met in special session on the 20"day of March.
Item #1
Mayor Ron Ferguson called this meeting to order at 7:42 p.m.
Item #2
The following members were present and participating: Mayor lion Ferguson, Joe
Murphy, Lisa Copeland, Bob Estep and Joel Foltz. Duane Hayes was absent from this
meeting.
Others present were Maurice Schwanke, Pat Dillon, Lee Lawrence, Bill Roberts, Johnny
McBride, and Jerry Chapman.
Item #3
The City Council held discussion on items relating to an Impact Fee Ordinance. Joe
Murphy made a motion to appoint the Planning and Zoning Board as the Committee and
to allow the Mayor to appoint a real estate person at a later date. Lisa Copeland
seconded the motion. The motion carried 4/0/0.
Joe Murphy made a motion to limit the Impact Fee to Water and Sewer only. Lisa
Copeland seconded the motion. The motion carried 4/0/0.
Joe Murphy made a motion for the study on the Impact Fee to include the City Limits of
Anna. Lisa Copeland seconded the motion. The motion carried 4/0/0.
Item #4
Lisa. Copeland made a motion for Southwest Consultants to develop the Zoning
Ordinance/Map and the Land Use Map for the Council to review. Bob Estep seconded
the motion. The motion carried 4/0/0.
Item #5
Joe Murphy made a motion to go forward with the facilities agreement. Lisa Copeland
seconded the motion. The motion carried 4/0/0.
Item #C
Joe Murphy made a motion to adopt Ordinance 2000-03 relating to bonds proposed to
be issued and delivered by the Greater Texoma Utility Authority, approving the issuance
thereof, and the facilities to be constructed or acquired by such Authority. Lisa Copeland
seconded the motion. The motion carried 4/0/0.
