A RESOLUTION OF THE CITY OF ANNA, TEXAS REJECTING ALL BIDS RECEIVED
FOR THE SHERLEY HERITAGE PARK HISTORIC TRAIN DISPLAY IMPROVEMENTS
AT THE BID OPENING ON JULY 21, 2022; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Sherley Heritage Park Historic Train Display Improvement Project is
identified as a Community Investment Program construction project in the City of Anna,
Texas; and,
WHEREAS, the project was publicly advertised in the Anna -Melissa Tribune and sealed
competitive electronic bids were received on the Civcast Procurement Portal in
compliance with Local Government Code Chapter 252, "Purchasing and Contracting
Authority of Municipalities;" and,
WHEREAS, competitive sealed bids were opened on July 21, 2022, at 4:OOpm CST on
the automated Civcast Procurement Portal, and only one sealed bid was received for the
project; and,
WHEREAS, it is likely that the specialized scope of rail installation along with material
and labor shortages had a negative impact on qualified contractors and their ability to
provide the City with a competitive bid for the project.
WHEREAS, due to an abnormally low volume of bid responses, the City Council
determined that it is in the best interest of the City to reject all bids and re -bid the project
in its entirety; and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ANNA, TEXAS THAT:
Section 1. Recitals Incorporated
The recitals above are incorporated herein as if set forth in full for all purposes.
Section 2. Authorization of Payment and Funding.
That the City Council of the City of Anna hereby rejects all bids received at the July 21,
2022 bid opening for the Sherley Heritage Park Historic Train Display Improvements.
That the City Council further directs the City Manager to separate out components of
the project by specialty and re -bid the project in a form approved by the City Attorney.
PASSED AND APPROVED by the City Council of the City of Anna, Texas on this
day of August 2022,
