MINUTES
DIVERSITY AND INCLUSION ADVISORY COMMISSION MEETING
111 N Powell Parkway, Anna, TX 75409
Thursday, July 7, 2022 @ 6:30 PM
The Diversity and Inclusion Advisory Commission of the City of Anna met at 6:30 PM, on July
7, 2022, at the Anna City Hall, Located at 111 North Powell Parkway (Hwy 5), to consider the
following items below.
1. Call to Order, Roll Call &and Establishment of Quorum.
The meeting was called to order at 6:32 by Theresa King -Bell. 5/7 members were present.
Present: Alfredo Fernandez, Elijah Nelms, Dallen Morgan, Elizabeth Knapp, Theresa King -
Bell. Absent: Christopher Prothro, Sinisa Slavnic,
2. Invocation and Pledge of Allegiance.
Dallen Morgan led the invocation.
3. Neighbor's Input.
No neighbors' comments.
4. Reports.
a. City development and engagement opportunity: Neighbor Academy
Staff liaison Kimberly Winarski presented on Neighbor Academy. It was restarted
in 2021 as a 10-week program that serves as and intro to city government. In Fall
2021, 30 applied and 15 were accepted for limited physical capacity. In Fall 2022,
we are hoping to accept 20-25 applicants for a Thursday evening session. There is
the potential to do a daytime program in Spring 2023
b. Engagement opportunity: Henry Clay "Yank" Washington Park ribbon cutting July

Staff liaison Kimberly Winarski invited neighbors to attend the Henry Clay "Yank"
Washington Park ribbon cutting on July 12 in the West Crossing Neighborhood.
c. Meeting schedule and attendance policy
Staff liaison Kimberly Winarski outlined the meeting schedule for the remainder of
the board term. Meetings for Fall 2022-Spring 2023 are 15t Tuesday of the month.
If a member has more than 3 absences in a calendar year, they can be removed
from the board. Councilmember Ussery described how City Council will make
decision to remove typically at the end of the term and the seat is opened up in
June (exceptions for early release).
Persons with a disability who want to attend this meeting who may need assistance should contact the Assistant City
Manager's office at 972-924-3325 two working days prior to the meeting so that appropriate arrangements can be made.
d. Review rules of procedure governing City Council and Board and Commission
meetings
Staff liaison Kimberly Winarski gave everyone a copy of ResolutionNo, 2010-11-
05. Members inquired about dress code needing to be updated. Kimberly Winarski
said she will contact her manager about procedure for change and then will be
placed on the agenda for August Meeting.
5. Items For Individual Consideration.
aI Consider/Act/Discuss Conversation Starters calendar
Staff liaison Kimberly Winarski provided a look at the agendas for the months
ahead. Alfredo Fernandez volunteered to lead August. Elijah volunteered for
September. October is anticipated to be the Community Listening Session. Past
conversation topics were generational bias, serving neighbors with disabilities, and
race and ethnicity categories and what they mean to people.
b. Consider/Act/Discuss approval of the June 21, 2022 Diversity and Inclusion
Advisory Commission Meeting minutes
Alfredo Fernandez motioned to approve. Elijah Nelms seconded. 5-0-0, motion
passed.
Dallen asked about putting agenda items on the agenda. Staff liaison Kimberly
Winarski answered that if someone wants something on the agenda, they need to
contact Kimberly W. prior to the meeting.
Meeting location was discussed for August. Councilmember Ussery mentioned that
an update will be given at the City Council Meeting held next week.
6. Adjourn.
Meeting adjourned at 7:30 p.m.
