ANNA PARKS ADVISORY BOARD MEETING
Monday, August 15, 2022 @ 6:00 PM

The Parks Advisory Board of the City of Anna met at 6:00 PM, on August 15, 2022, at the Anna City Hall, located at 111
North Powell Parkway (Hwy 5), to consider the following items:
1. Call to Order, Roll Call and Establishment of Quorum
Parks Advisory Board Member Eirik Hansen called the meeting to order at 6:03 pm.
All Parks Advisory Board Members were present.
Staff present included Recreation Manager Jeff Freeth, Parks Superintendent Matt Lewis, Neighborhood
Services Director Marc Marchand, Park Planning and Development Manager Dalan Walker, and City Council
Member Stan Carver.
2. Invocation and Pledge of Allegiance
Parks Advisory Board Member Andrew Michrina led the Invocation.
Parks Advisory Board Member Eirik Hansen led the Pledge of Allegiance.
3. Reports
a. Recreation Manager Jeff Freeth presented a report on summer recreation programs and events and
discussed the arrival of new Recreation Coordinator Barbara Smith who will be taking over senior
programming and will help with community and special events.
4. Project Updates
a. Park Planning and Development Manager Dylan Walker provided an update on the Wheeled Sports Park
project. Dylan reported that in a prior community input meeting five design concepts were presented to
attendees. Attendees chose option 2 but suggested slight modifications. Dalan presented the suggested
option 2b with modifications to the Parks Advisory Board.
b. Park Planning and Development Manager Dalan Walker provided an update on the Johnson Park field
lighting project.
c. Park Planning and Development Manager Dylan Walker provided an update on the Bryant Park project.
d. Park Planning and Development Manager Dalan Walker provided an update on the trail project.
5. Individual Consideration
a. Discuss, Consider and Act on recommendation from the consultant for the Slayter Creek Splash Pad.

MOTION: Parks Advisory Board Member Eirik Hansen moved to recommend to council to earmark an
amount not to exceed 2.5 million dollars for the renovation of the Slayter Creek Splash Pad. Parks
Advisory Board Member Elden Baker seconded. Motion carried.

b. Discuss, Consider, Act on ballfield reservations and field access at Slayter Creek Park. (As requested by
Parks Advisory Board Member Jonathon Schwyzer)
MOTION: Parks Advisory Board Member Jonathon Schwyzer moved to recommend to council to have
field 3 at Slayter Creek Park unlocked. Parks Advisory Board Member Elden Baker seconded. Motion
carried 5-1-1.
c. Discuss, Consider and Act on Tennis Court at Slayter Creek Park. (As requested by Parks Advisory Board
Member Andrew Michrina).
NO ACTION TAKEN. Staff is currently looking to incorporate resurfacing and fence renovations into
future Slayter Creek Park projects.
d. Discuss, Consider, Act on transportation from City Hall parking lotto Sherley Historical Park. (As
requested by Parks Advisory Board Member Andrew Michrina)
NO ACTION TAKEN: Parks Advisory Board Member Andrew Michrina requested that the Parks Advisory
Board and staff discuss providing transportation to and from City Hall and Sherley Heritage Park in
anticipation of parking issues that will potentially arise upon the arrival of the train. After discussing the
Parks Advisory Board decided not to act. Staff will investigate safe pedestrian access to and from City
Hall and Sherley Heritage and
e. Discuss, Consider and Acton Parks Advisory Board meeting minutes from July 18, 2022.
MOTION: Parks Advisory Board Member Eirik Hansen moved to approve the Minutes with the request to
update the council member in attendance from Randy Atchley to Pete Cain and the Invocation
presented by Andy Michrina rather than Eirik Hansen. Parks Advisory Board Member Jeff Reece
seconded. Motion carried.
6. Adjourn
Parks Advisory Board Member Eirik Hansen adjourned the meeting at 8:38 pm.
