HomeMy WebLinkAboutCCmin2001-11-13City Council Meeting Anna city Hall 120 W. 4"' Street November 13, 2001 The City Council of the City of Anna met in regular session on the 13`' day of November. Mayor Pro -Tem Joe Finley Jr. called the meeting to order at 7:30 p.m. The following members were present and participating. Mayor Pro -Tem Joe Finley Jr., Brenda Tilley, Lisa Copeland, Lynn Dhane, and Lynn Mosier. Mayor Ron Ferguson was absent from this meeting. Item # I The Anna Robotics Team gave a presentation to the Council. Item #2 There was no one present to give a presentation on the Collin County Bond Election Committee. Item #3 The Council met with .john Hill and Dennis Causey. They gave a presentation regarding a future Police Department. Item #4 Lisa Copeland made a motion to explore all needs necessary to secure easements for the electrical power facilitie that will service the new water system facilitie on CR370. Lynn Mosier seconded the motion. The motion carried 5/0/0. Item #5 Lynn Mosler made a motion to table any action related to the incorporation of the Anna Volunteer Fire Department into the City of Anna as a department of the City and to set a public hearing for November 27`" at 7.30. Lynn Dhane seconded the motion. The motion carried 5/0/0. Item # 6 Lynn Mosier made a motion to table any action for 2 weeks on the submission of a grant application for/on behalf of Anna volunteer Fire Department. Lynn Dhane seconded the motion. The motion carried 5/0/0. Item #7 Lisa Copeland made a motion to award the low bid to Bradshaw & Son for the solid waste service. Brenda Tilley seconded the motion. The motion carried 5/0/0. Item #8 Taylor/Richardson Subdivision Lee Lawrence was recognized to discuss this item. He said that the property involved in the plat was located in the City's extraterritorial jurisdiction, at the comer of FM 2862 County Road 477. The plat involves only two lots, of 7.924 and 10.558 acres, respectively. The property owner donated 30 feet of right-of-way on CR 477. Water service is being provided by Westminster Water Supply Corporation, which has submitted a letter saying that the line serving the property is adequate to service the two lots. Sewer service will be provided through on-site systems, to be inspected by Collin County. Lee Lawrence said that the Manning and Zoning Commission had unanimously recommended approval of the plat. Mr. Brian Richardson was recognized to answer any questions about the plat. After brief discussion, Lisa Copeland moved that the ,plat be approved. The motion was seconded by Brenda Tilley and passed by a vote of 510!0. Item #9 Alley Sale/Abandonment Lee Lawrence was recognized to discuss this item. He said that the north -south alley directly east of Sherley Street, between 51h Street and 61h Street, was located partially underneath the First Christian Church. The church owns the property on both sides of the alley. The church requested that the alley be granted, sold, or traded to the church so that the title issue can be resolved. Also, the church is considering construction of another building on the property and may want to use part of the alleyway for the church expansion. Lee Lawrence noted that the City does not have any utilities in the alley and cannot use the alley because of the presence of the existing church structure. Anthony Geer noted that the church may have been there when the alley was originally platted. The PZC unanimously recommended that the City transfer the alley to the First Christian Church. Lisa Copeland made a motion that the City transfers the alley to the Church in the most efficient manner possible, making sure that the transfer was done in a legally acceptable manner. Lynn Dhane seconded the motion, which passed by a vote of 51010. Item #10 Screening Ordinance Lee Lawrence was recognized to discuss this item. He noted that the Planning and Zoning Commission had recommended to the City Council several months ago that the screening ordinance be adopted. This ordinance is designed to insure that screening devices shall be placed between differing types of uses (between single family uses and multifamily uses; for example), around trash containers in zoning districts other than single family residential, around open storage of materials, equipment, or commodities, around loading docks or structures, and around mechanical and heating and air conditioning equipment in non-residential districts. After brief discussion Lisa Copeland moved that the ordinance relating to screening regulations (Ord. # 2001-06) be approved. Brenda Tilley seconded the motion, which passed by a vote of 51010. Item #11 Street Widths in New Subdivisions Lisa Copeland was recognized to say that she was very concerned about the 27 feet width of streets in the new subdivisions. She said that it cars were parked to both sides of the street the City's fire equipment could barely slip through between the cars and ambulance equipment could not get through at all. Several other council members and the Chief of the Anna Volunteer Fire Department concurred that the 27 -foot streets were too narrow for emergency equipment to safely operate. Mr. Cion Collins was recognized to note that most of the neighboring communities used 27 -foot streets for most of their residential development and that it did not seem to be causing grave problems. He also noted that the narrower streets resulted in slower traffic speeds in residential neighborhoods. After further discussion, Lisa Copeland moved that the item be tabled and considered in a workshop meeting with the Planning and Zoning Commission. Brenda Tilley seconded the motion, which passed by a vote of 510/0. Item #12 Lynn Mosier made a motion to table the Code Fnforcement issue and to have the Code Enforcement Officer hold off on any issues until more information is brought to the Council. Lisa Copeland seconded the motion. The motion carried 5/0/0. Item #13 The Council met with Ira Warfield regarding the drainage in front of their property (602 S. Riggins). The property will no longer drain because the city built the street up. The Council ask Garry to fix the drainage problem. There was no action taken on this. Item #14 Lisa Copeland made a motion to purchase a 2002 F150 Series Ford Truck from Bob Tomes Ford for $17,550.75 and to sell the other vehicles except the old white truck. Lynn Mosier seconded the motion. The motion carried 510/0. Item #15 There was no action taken on the conditions of the sanitary sewer lines and facilities. The staff stated that work is being planned on improvements. Item # 16 Lynn Mosier made a motion for pricing on communications equipment for the Public Works Department and that it is brought back to the Council at the next meeting. Lynn Dhane seconded the motion. The motion carried 5/010. Item #17 There was no action taken on the purchase of software for building permits. Item #18 Lisa Copeland made a motion to adopt Ordinance No. 2001-21 establishing McKinney Courier as the City' s official newspaper. Lynn Mosier seconded the motion. The motion carried 510/0. Item #19 There was no action taken regarding the redevelopment of the downtown area. Item #20 Lisa Copeland made a motion to nominate Dr. Fitzeratd as the Board of Director for the Central Appraisal District of Collin County. Lynn Dhane seconded the motion. The motion carried 5/0/0. Item #21 There was no action taken on the Staff reports. Item #22 Lisa Copeland made a motion to authorize a 1 Elft, utilities easement in the alleyway bound by W. 51h, S. Riggins, W. 7" and S. Powell Parkway to TXU and any other franchise utility service. Brenda Tilley seconded the motion. The motion carried 51[}!0. Item #23 Lisa Copeland made a motion to approve the minutes for June 12, 2001 and October 0, 2001. Lynn Mosier seconded the motion. The motion carried 51010. Item #24 Lisa Copeland made a motion to approve the bills. Lynn Mosier seconded the motion. The motion carried 51010. Item #25 There was no action taken on the report from the Water and Wastewater Superintendent. Item #26 There being no further business this meeting was adjourned at 10:32 pm.
