AN
AN ORDINANCE OF THE CITY OF ANNA, TEXAS, ESTABLISHING THE POSITION OF
CITY ADMINISTRATOR AND ESTABLISHING POWERS AND DUTIES OF THE CITY
ADMINISTRATOR.
WHEREAS, the City Council desires to establish a clear chain of authority and responsibility in
the operations of the City; and
WHEREAS, the City Council believes that the growth and potential growth of the city requires
that the day-to-day operations of the City be more effectively managed; and
WHEREAS, the City Council believes that appropriate response to the current challenges and
opportunities facing the City can be more effectively and efficiently managed through utilization
of a City Administrator; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ANNA, TEXAS:
Section 1. Position of City Administrator Established
There is hereby established the position of City Administrator for the City of Anna, with powers
and duties as described in this ordinance and future amendments thereto.
Section 2. Power and Duties
The powers and duties of the City Administrator shall be:
(a) To administer the municipal business of the City in an efficient manner under the
direction and guidance of the City Council;
(b) To devote all of his/her working time and attention to the affairs of the City;
(c) To exercise supervision and control over those employees of the city assigned to
him/her by the City Council from time to time and to generally monitor the operation of
those departments created by the City Council which are supervised and managed by
officers of the City appointed by the City Council;
(d) To attend all meetings of the governing body;
(e) To see that all terms and conditions imposed in favor of the City of Anna and its
inhabitants in any public utility franchise are faithfully kept and performed, and upon
knowledge of any violation thereof to call the same to the attention of the governing
body;
(f) To work closely with the Mayor and City Council to prepare and submit to the governing
body, prior to the beginning of each fiscal year, a budget of proposed expenditures for

the ensuing year, showing in as much detail as practicable the estimated amounts by
months for the efficient operations of each department of the city government and the
reasons for such estimated expenditures;
(g) To make and tile a budget (with the City Secretary) as required by State law;
(h) To make a full written report to the governing body as soon after the close of each
month's accounts as possible, showing the operations and expenditures of each
department for the preceding month, and a comparison of such monthly expenditures,
by departments, with the monthly allowances made for such departments in the annual
budget, and to keep the governing body fully advised at all times as to the financial
condition and needs of the city;
(i) To recommend to the governing body, in writing, from time to time, for adoption, such
measures, as he may deem necessary or expedient;
Q) To serve as Director of Emergency Management Services and Facilities and to
supervise any employees of that department;
(k) To serve as Zoning Administrator of the City;
(1) To do and perform such other duties as may be prescribed by ordinance or resolution or
the governing body of the City.
